For the organization of the farm industry to be efficient in terms of income maximization would require that farm output be produced at minimum factor cost, that aggregate farm output clear the market at prices covering the factor opportunity costs and that the product mix be geared to the consumers’ wants. Meeting these requirements would mean that the income of individual farm operators would be maximized and that the farm industry would make its maximum contribution to national income. Implicit in conducting the research reported here was the hypothesis that existing resource and production characteristics of the farm industry were not approximations to the economic efficiency conditions. Specifically, we hypothesized that the farming industry contained two major types of resource imbalances

The purpose of this analysis was to provide a basis for judging the effect of a universal negative income tax program on farm business and financial management decisions. Of concern here were the effects on level and mix of farm production, on changes in asset/debt relationships, and on sources and purposes of farm loans. Theoretical expectations were reported in this Journal (Meyer and Saupe, Bawden 1970 and Bawden 1971) and are not repeated here

Report Summary: This report identifies information that is needed about small-farm families in order to develop policies and manage programs on their behalf. Small-farm research, extension, and advocate activities were reviewed and small-farm issues discussed with persons associated with the government. The information needed about small-farm families included the following clusters: small-farm criteria and definitions, goals and goal achievement, problems and disadvantaged circumstances, human resources, farm resources, community institutions, and the current use of resources to solve problems. No national or state-wide secondary data sources adequately included all of the above
