    ENDOGENIZING INSTITUTIONS

    This study provides an agency-centered theoretical framework of institutional change at domestic level. It argues that institutional change should be understood as a conflictual process having two stages: initiation and bargaining. At the first stage, certain internal and external developments help change entrepreneurs mobilize for structural change through mechanisms of power shifts and/or negative feedback (ideational or material). At the second stage, institutional actors simply bargain over alternatives arrangements. However this is a special form of bargaining in the sense that it takes place within an institutionalized setting. Such a bargaining process is not only a strategic competition over material benefits but also a symbolic contestation among institutional actors over ideational interests (e.g. legitimacy). This study provides a two dimensional perspective on bargaining within an institutionalized setting by modifying two logics of action: the logic of consequentiality and the logic of appropriateness. This theoretical framework is illustrated by analyzing recent substantial institutional changes in Turkey in two crucial issue areas: civil-military relations and cultural rights (i.e. the Kurdish issue). This study shows that the EU's decision of recognition of Turkey as a candidate state for the EU membership in 1999 was the main trigger which mobilized change entrepreneurs for initiating structural changes. This decision not only empowered pro-change actors but also increased opportunity costs of institutional status quo. However, an intense bargaining between pro-status quo (e.g. nationalists, bureaucratic-military elite) and pro-change actors (e.g. liberals, business groups, and Western oriented domestic groups) preceded these changes. Pro-status quo actors tried to legitimate their position by securitizing reforms (framing reforms as a threat to national security, national unity). As a response, pro-change actors framed changes as further democratization and Westernization in Turkey. The winners of this bargaining process were pro-reform groups because pro-status quo veto players such as the military and the ultranationalist MHP simply failed to block reforms since such an action would cause huge damage to their ideational interests (loss of legitimacy, credibility and prestige as a result of being an obstacle to Turkey's century-old Westernization process)

This study identifies three distinct but interpenetrating realms in a polity: social, political and military. Based on the nature of the military’s relations with social and political spheres and actors, it delineates four types of militaries: professional, nation’s army, predatory praetorian and popular praetorian. This article also shows that the Turkish military constitutes one of the rare epitomes of popular praetorian military and discusses the current state and prospects of civil-military relations in Turkey

    The Turkish Military: Principal or Agent?

However, since the early 2000s, we have seen unprecedented developments, substantially constraining the political powers of the military. How can we interpret this period from a historical perspective? What are the continuities and discontinuities in Turkish civil–military relations? Do these developments mark the end of military guardianship in the country? Employing the principal–agent framework, this study shows that the path of Turkish civil–military relations has been cyclical, where the status of the military has swung between agent and principal. Such swings have led to a significant degree of variance in the nature of the military guardianship. Thus, this study identifies two distinct stages of military tutelage during the Republican period: symbolic (1924–1960) and overt/assertive (1960–2001). It is further argued that the recent reversion of the military back to agent of the civilian principals has initiated a post-guardianship era in Turkey

    Cataloged from PDF version of article.This article investigates the conceptual and theoretical implications of the logic of habit for the path-dependence approach. In the existing literature, we see two different logics of action associated with two distinct models of path dependence: the logic of consequences (instrumental rationality) is linked with utilitarian paths (i.e. increasing returns) and the logic of appropriateness (normative rationality) constitutes normative paths (normative lock-in). However, this study suggests that despite its popularity, the path-dependence approach remains underspecified owing to its exclusion or neglect of the logic of habit, which constitutes a distinct mechanism of reproduction or self-reinforcement in the institutional world. This article, therefore, introduces the notion of the 'habitual path' as a different model of path dependence. Although the idea of the habitual path is complementary with the existing models, owing to its distinctive notions of agency and mechanisms of path reproduction, it offers a different interpretation of continuity or regularity. Thus, by enriching the path-dependence approach, the notion of the habitual path would contribute to our comprehension of continuities and discontinuities in the political world. © 2014 European Consortium for Political Research

    Religion and ethno-nationalism: Turkey's Kurdish issue

    Cataloged from PDF version of article.One approach within the Islamic camp treats Islam, which emphasizes overarching notions such as the ‘Islamic brotherhood’ and ‘ummah’, as incompatible with ethno-nationalist ideas and movements. It is, however, striking that in the last decades, several Islamic and conservative groups in Turkey have paid increasing attention to the Kurdish issue, supporting their ethnic demands and sentiments. Even more striking, the leftist, secular Kurdish ethno-nationalists have adopted a more welcoming attitude toward Islam. How can we explain such intriguing developments and shifts? Using original data derived from several elite interviews and a public opinion survey, this study shows that the struggle for Kurdish popular support and legitimacy has encouraged political elites from both camps to enrich their ideological toolbox by borrowing ideas and discourses from each other. Further, Turkish and Kurdish nationalists alike utilize Islamic discourses and ideas to legitimize their competing nationalist claims. Exploring such issues, the study also provides theoretical and policy implications

    Bargaining in institutionalized settings: The case of Turkish reforms

    By analyzing the case of a bargaining situation in an institutionalized setting, which derives from Turkey's reform process in a sensitive issue area (civil-military relations), this study assesses the explanatory power of competing models of bargaining: rational, normative, and discursive/argumentative. The bargaining outcome in this case was puzzling because despite the existence of a strongly pro-status quo veto player (i.e. the military), the bargaining processes led to a new status quo.This study shows that the veto player simply failed to prevent a shift to a new status quo because such an action would do substantial damage to the military's ideational concerns (normative entrapment). The rational model remains under-socialized, while the discursive model is over-socialized in analyzing this bargaining situation. Although the normative model sheds more light on this puzzling outcome, a synthesis between normative and rational models would provide us with much better insight. © The Author(s) 2010

    Deconstructing the Turkish military's popularity

    Why is the military so popular in Turkish society? By using World Values Survey data, this study explores the impact of several political, social, and personal factors on societal confidence in the military. Empirical results indicate that there is a significant variance in confidence in the military across certain political groups. Although the military's popularity is high among nationalists, it is rather limited among pro-Islamic and pro-Kurdish groups. Interestingly, however, religion cuts both ways in the formation of confidence in the military. Pro-Islamic groups do not have much confidence in the strictly secular military, but being a devout Muslim does not reduce the military's popularity. Another interesting finding is that trust in civilians and support for democracy do not necessarily reduce military's popularity. A brief discussion of some implications of these findings for the civil-military relations and prospects for the consolidation of democracy in the Turkish Republic is also provided. © 2009 Inter-University Seminar on Armed Forces and Society

    Curbing Kurdish ethno-nationalism in Turkey: An empirical assessment of pro-Islamic and socio-economic approaches

    Within the debates on curbing Kurdish ethno-nationalism in Turkey, the pro-Islamic approach puts emphasis on empowering the notion of 'Islamic brotherhood' between Turks and Kurds. The socio-economic approach, on the other hand, draws attention to improving the socio-economic status of the Kurds. By using World Values Survey data, this study tests these two distinct approaches. Logit estimates provide strong support for the socio-economic approach. Individuals with a better socio-economic status (i.e. higher level of education and income) are less likely to support Kurdish ethno-nationalist formations while religion-related factors do not have a significant impact. Some theoretical and policy implications are also provided. © 2010 Taylor & Francis

    Inter-ethnic (In)tolerance between Turks and Kurds: Implications for Turkish Democratisation

    Using public opinion survey data, this study investigates the determinants of inter-ethnic (in)tolerance among Turks and Kurds in Turkey. Our empirical analyses show that, compared with Turks, Kurds have a relatively higher level of tolerance towards the ethnic out-group. Our findings also suggest that different dynamics and factors mould Turks’ and Kurds’ tolerance towards ethnic out-group members. Religiosity, (ethno)nationalist orientations, inter-ethnic contact, threat perception and economic factors are the most consistent variables shaping Turks’ tolerance towards Kurds. In contrast, religion-related factors and inter-ethnic social contact do not have a statistically significant effect on Kurds’ tolerance towards Turks. (Ethno)nationalist orientations, however, appear to reduce Kurds’ tolerance. © 2016 Informa UK Limited, trading as Taylor & Francis Group
