    REGULATION OF PRICES FOR AGRICULTURAL PRODUCTS

    The means of state regulation of procurement prices for agricultural products that were applied in Ukraine over the past years of reform, did not ensure the overcoming the price disparity and high price volatility. Due to the high price volatility, funds are not invested in areas of agriculture with a long payback period. Bank loans are not attracted to develop these industries. Given the current level and price ratio, direct government support does not have the proper stimulating effect on agricultural development. The purpose of the article is to analyze the means of state regulation of prices for agricultural products, their effectiveness, justification of the possibility and feasibility of pricing at self-regulatory organizations created by business entities. To achieve the goal, the following research methods were used: analytical method, abstract-logical method, graphical method. It has been suggested that state support of agriculture should be steered on the creation of self-regulatory organizations. Such organizations would form prices that are acceptable to market participants. The scope of direct market regulation would expand, the list of pricing tasks that need to be addressed by means of direct state regulatory influence would be reduced.  Žemės ūkio produktų pirkimo kainų valstybinio reguliavimo priemonės, kurios buvo taikomos Ukrainoje per pastaruosius reformos metus, neužtikrino kainų skirtumų ir didelio kainų svyravimo įveikimo. Dėl didelio kainų nepastovumo lėšos nėra investuojamos į ilgą atsipirkimo laikotarpį turinčias žemės ūkio sritis. Šių pramonės sričių vystymui banko paskolos nėra pritraukiamos. Atsižvelgiant į dabartinį lygį ir kainų santykį, tiesioginė vyriausybės parama neturi deramo stimuliuojančio poveikio žemės ūkio plėtrai. Straipsnio tikslas - išanalizuoti žemės ūkio produktų kainų valstybinio reguliavimo priemones, jų efektyvumą, kainodaros verslo subjektų sukurtose savireguliacijos organizacijose galimybės ir pagrįstumo pagrindimą. Tikslui pasiekti buvo naudojami šie tyrimo metodai: analitinis metodas, abstraktus-loginis metodas, grafinis metodas. Buvo pasiūlyta, kad valstybės parama žemės ūkiui būtų nukreipta į savireguliacijos organizacijų kūrimą. Tokios organizacijos formuotų rinkos dalyviams priimtinas kainas.     Public Sector in the Transformation Economy of Ukraine: Macroeconomic Analysis

    The purpose of the article is to study the conditions and prospects for the development of the state sector of the Ukrainian economy and to determine the functions and tasks of state-owned enterprises in a transformational economy. The information base of the empirical research is the data of the official website of the Ministry of Economic Development, Trade and Agriculture of Ukraine for 2014-2020. The methodological and methodical sources lie in the provisions of the economic code, the Classifier of institutional sectors of the economy. In the course of the research, the following methodological techniques were used as a comparison, modeling, series of dynamics, grouping, structural-dynamic, and coefficient analysis. The necessity of improving the existing regulatory mechanisms of transformation from state institutions and the development of new effective approaches to the functioning of the system of state entrepreneurship, which takes into account the features of the transformational economy and is based on international experience in building modern market relations and mechanisms for increasing the efficiency of the economic system, has been substantiated. The dynamics of the public sector share in the country's economy is analyzed, and the possible causes and consequences of these structural and dynamic changes are characterized. The results of the study are the proposed classification of types from state-owned enterprises, which is the basis for differentiating their functions and tasks depending on the goals of education, the characteristics of the activity, the structure of ownership, and the strategic priorities of the country's development. The necessity of the state-owned enterprises' sector reforming in the context of global integration is substantiated, as well as general directions and tools for implementing the reform of state-owned enterprises.

    The SIB Swiss Institute of Bioinformatics (www.isb-sib.ch) provides world-class bioinformatics databases, software tools, services and training to the international life science community in academia and industry. These solutions allow life scientists to turn the exponentially growing amount of data into knowledge. Here, we provide an overview of SIB's resources and competence areas, with a strong focus on curated databases and SIB's most popular and widely used resources. In particular, SIB's Bioinformatics resource portal ExPASy features over 150 resources, including UniProtKB/Swiss-Prot, ENZYME, PROSITE, neXtProt, STRING, UniCarbKB, SugarBindDB, SwissRegulon, EPD, arrayMap, Bgee, SWISS-MODEL Repository, OMA, OrthoDB and other databases, which are briefly described in this article
