Rola polityki innowacyjnej w podnoszeniu konkurencyjności gospodarki
Globalisation significantly influences the international competitiveness of a national economy. Taking the above into consideration, the ability to shape a country’s innovation policy seems to be of key importance. It is crucial to direct national innovation policy in a way that would enable the country to seize all development opportunities stemming from current and future competitive advantages of the economy. Therefore, this paper analyses public support measures as the main tool of national innovation policy aimed at stimulating the economic competitiveness. The analyses include the following countries: Switzerland, Sweden, The United States, Germany, The United Kingdom, the Netherlands, France, China, India, Russia, the Czech Republic, and Poland.Poszerzające się współzależności między krajami w decydującym stopniu wpływają na międzynarodową konkurencyjność gospodarki narodowej. W tym kontekście kluczowe znaczenie zyskuje umiejętne kształtowanie polityki innowacyjnej państwa. Istotne jest takie ukierunkowanie polityki innowacyjnej, które powinno prowadzić do wykorzystania szans rozwojowych związanych z aktualnymi oraz przyszłymi przewagami konkurencyjnymi gospodarki. W związku z powyższym przedmiot analiz w artykule stanowią publiczne instrumenty wsparcia wykorzystywane w celu intensyfikacji procesów innowacyjnych w wybranych krajach Unii Europejskiej (w tym w Polsce), a także Stanach Zjednoczonych, Chinach, Indiach oraz Rosji
Position of the Polish economy according to selected methodologies of innovativeness and competitiveness assessment
W artykule dokonano przeglądu wybranych metodyk oceny innowacyjności i konkurencyjności gospodarek opracowanych przez organizacje międzynarodowe: Global Innovation Index (GII), Knowledge Assesment Methodology (KAM), Global Competitiveness Index (GCI). Przedstawiono autorską propozycję wskaźników oceny stanu innowacyjności oraz dokonano analiz poziomu rozwoju polskiej gospodarki z zastosowaniem metodyk międzynarodowych i autorskiej listy wskaźników.The article gives an overview of selected methodologies for the assessment of innovativeness and competitiveness of the economy, that is: Global Innovation Index (GII); Knowledge Assessment Methodology (KAM); Global Competitiveness Index (GCI) developed by international organizations. Also described is an list of original innovativeness indicators and results of analysis of the development stage of the Polish economy based on the international and the proposed methodological approach
The assesment of the effectiveness of selected innovation support instruments used in Poland in 2007-2013
The international competitiveness of the national economy largely depends on the
innovative abilities of companies and domestic industry. In this context, adequate
shaping of national innovation policy is of crucial importance. It is essential to direct
innovation policy in such a way that it should lead to the development of opportunities
associated with current and future competitive advantages of the economy. The article
contains an assessment of the impact of selected public support instruments used
in Poland in the period 2007-2013 for the intensification of the innovation processes
in the domestic economy. The purpose of the research is to analyse and assess
the effectiveness of selected public support instruments implemented in Poland in the
2007 – 2013 period. This leads to the following research hypothesis: public support
instruments implemented in Poland in the years 2007 – 2013 had an impact on the
level of innovativeness of Polish economy when compared to 2004 – 2006 period.
The research method included the evaluation of: 1) the compliance of the aims of the
investigated instruments with the general and detailed objectives of “Dynamic Poland
2020” strategy and 2) the influence of the investigated instruments on the changes
of the indicators that measure innovation performance (innovation enablers and
innovation results)
