    Reach in and reach out : the story of the MSc in pipeline engineering at Newcastle University

    This paper presents an unusual case of university-industry interaction whereby a group of small businesses came together to persuade a university to establish an MSc in Pipeline Engineering. We identify that the course contributed to regional development in four ways. Firstly, it provided graduates for local industry. Secondly, it linked local firms with pipeline engineers world wide and raised the region's profile within that network. Thirdly, it strengthened the research base of the university through the recruitment of pipeline engineers from industry and fourthly, it facilitated the possibility of joint research between the university and local firms. We question whether this model is transferable to other industry sectors/universities. We conclude that this outreach activity has been shaped by the 'reach-in' to the university of the local business community and propose a revised model of university interaction with regional industry. Traditionally universities have been seen as 'reaching out' to regional industry and the collaborations have been viewed as being instigated by the university and often research-based. Our revised model proposes an alternative mechanism whereby collaborations can be instigated by industry and through a teaching-route

In this article we select four perspectives that address complexity, governance, the agency-structure nexus, and how learning occurs or may be blocked by institutional features. They are transactional theory, purposeful opportunism, experimental governance, and the joint decision trap. We use the four cases to investigate how history and disciplinary traditions inform theory; the core causal arguments about learning; the normative implications of the analysis; the types of learning that are theoretically predicted; the meta-theoretical aspects and the lessons for better theories of the policy process and political scientists more generally

    Experimentalist Governance

    A secular rise in volatility and uncertainty is overwhelming the capacities of conventional hierarchical governance and ‘command-and-control’ regulation in many settings. One significant response is the emergence of a novel, ‘experimentalist’ form of governance that establishes deliberately provisional frameworks for action and elaborates and revises these in light of recursive review of efforts to implement them in various contexts. Robust examples can be found in the United States and the European Union (EU) in domains ranging from the provision of public services such as education and child welfare to the regulation of food and air-traffic safety, and the protection of data privacy, as well as in transnational regimes regulating, for example, global trade in food and forest products. In this chapter we analyze the properties of these experimentalist governance processes, and show how their distinctive mechanisms for accountability, monitoring, and compliance enforcement respond to the demands of a world in which precise policy goals and methods of achieving them cannot be determined ex ante, but must instead be discovered in the course of problem-solving. By way of conclusion, we contrast conventional and experimentalist governance approaches to the problem of power disparities, and discuss the distinctive way experimentalist reforms aim to overcome such structural barriers to change

    Experimentalist governance in the European Union: towards a new architecture

    This book advances a novel interpretation of EU governance. Its central claim is that the EU\u27s regulatory successes within – and increasingly beyond – its borders rest on the emergence of a recursive process of framework rule making and revision by European and national actors across a wide range of policy domains. In this architecture, framework goals and measures for gauging their achievement are established by joint action of the Member States and EU institutions. Lower-level units are given the freedom to advance these ends as they see fit. But in return for this autonomy, they must report regularly on their performance and participate in a peer review in which their results are compared with those of others pursuing different means to the same general ends. The framework goals, performance measures, and decision-making procedures are themselves periodically revised by the actors, including new participants whose views come to be seen as indispensable to full and fair deliberation. The editors\u27 introduction sets out the core features of this experimentalist architecture and contrasts it to conventional interpretations of EU governance, especially the principal-agent conceptions underpinning many contemporary theories of democratic sovereignty and effective, legitimate law making. Subsequent chapters by an interdisciplinary group of European and North American scholars explore the architecture\u27s applicability across a series of key policy domains, including data privacy, financial market regulation, energy, competition, food safety, GMOs, environmental protection, anti-discrimination, fundamental rights, justice and home affairs, and external relations. Their authoritative studies show both how recent developments often take an experimentalist turn but also admit of multiple, contrasting interpretations or leave open the possibility of reversion to more familiar types of governance.     Experimentalism in the EU: common ground and persistent differences

    Our central claim in this rejoinder is that experimentalist forms of organization in making regulatory rules, organizing social services, and articulating constitutional norms arise and diffuse as the problem that the actors and the state face shifts from ignorance to uncertainty. We argue that this has consequences for forms of accountability and for the conception and organization of democracy and constitutionalism. The EU, founded by diverse states in a period of continuing uncertainty, intensified by growing interdependence, proves to be a natural laboratory for observing urgent efforts to adjust to this new situation, and the symposium focuses on developments there. The symposium has brought us to see that there is more common ground in these debates than prior exchanges may have suggested. We therefore emphasize convergence on large points, while underscoring and, we hope, clarifying persistent differences, with the aim of encouraging the joint exploration of them already underway, in part explicitly, in part implicitly
