    The relative efficiency of automatic and discretionary regional aid

    For the last two decades, the primary instruments for UK regional policy have been discretionary subsidies. Such aid is targeted at "additional" projects - projects that would not have been implemented without the subsidy - and the subsidy should be the minimum necessary for the project to proceed. Discretionary subsidies are thought to be more efficient than automatic subsidies, where many of the aided projects are non-additional and all projects receive the same subsidy rate. The present paper builds on Swales (1995) and Wren (2007a) to compare three subsidy schemes: an automatic scheme and two types of discretionary scheme, one with accurate appraisal and the other with appraisal error. These schemes are assessed on their expected welfare impacts. The particular focus is the reduction in welfare gain imposed by the interaction of appraisal error and the requirements for accountability. This is substantial and difficult to detect with conventional evaluation techniques

    Validity Arguments for Diagnostic Assessment Using Automated Writing Evaluation

    Two examples demonstrate an argument-based approach to validation of diagnostic assessment using automated writing evaluation (AWE). Criterion ®, was developed by Educational Testing Service to analyze students’ papers grammatically, providing sentence-level error feedback. An interpretive argument was developed for its use as part of the diagnostic assessment process in undergraduate university English for academic purposes (EAP) classes. The Intelligent Academic Discourse Evaluator (IADE) was developed for use in graduate EAP university classes, where the goal was to help students improve their discipline-specific writing. The validation for each was designed to support claims about the intended purposes of the assessments. We present the interpretive argument for each and show some of the data that have been gathered as backing for the respective validity arguments, which include the range of inferences that one would make in claiming validity of the interpretations, uses, and consequences of diagnostic AWE-based assessments

    Language and scientific communication: The case of the reprint request

    This paper reports on a study of Reprint Requests (RRs). It is estimated that tens of millions of RRs are mailed each year, most being triggered by Current Contents . A sample of RRs generated by three papers, plus a questionnaire-survey of the requesters for one paper, form the basis of this study into language use patterns in the RR genre. English is ubiquitous, German and French infrequent, Russian and Spanish rare. This language data is significant because it provides unit-level language decision making (as opposed to that at other levels).     Distribution and abundance of fish and crayfish in a Waikato stream in relation to basin area

    The aim of this study was to relate the longitudinal distribution of fish and crayfish to increasing basin area and physical site characteristics in the Mangaotama Stream, Waikato region, North Island, New Zealand. Fish and crayfish were captured with two-pass removal electroshocking at 11 sites located in hill-country with pasture, native forest, and mixed land uses within the 21.6 km2 basin. Number of fish species and lineal biomass of fish increased with increasing basin area, but barriers to upstream fish migration also influenced fish distribution; only climbing and non-migratory species were present above a series of small waterfalls. Fish biomass increased in direct proportion to stream width, suggesting that fish used much of the available channel, and stream width was closely related to basin area. Conversely, the abundance of crayfish was related to the amount of edge habitat, and therefore crayfish did not increase in abundance as basin area increased. Densities of all fish species combined ranged from 17 to 459 fish 100 m-2, and biomass ranged from 14 to 206 g m-2. Eels dominated the fish assemblages, comprising 85-100% of the total biomass; longfinned eels the majority of the biomass at most sites. Despite the open access of the lower sites to introduced brown trout, native species dominated all the fish communities sampled

    The Hopkins Verbal Learning Test and screening for dementia

    The present study investigated the sensitivity and specificity of the Hopkins Verbal Learning Test (HVLT) for demented patients (n=82, using NINCDS criteria) and 114 healthy controls - equivalent in age, years of education and gender–ratio - from the Oxford Project To Investigate Memory and Ageing. The HVLT ‘Total recall’ score had 87% sensitivity and 98% specificity for dementia using a cut-off score of 14.5. Using a 'Memory' score (the sum of the 'Total Recall' and the 'Discrimination Index') with a cutoff score of 24.5 gave a 91% sensitivity and 98% specificity for Alzheimer’s disease cases when compared to controls. Unlike the MMSE, the HVLT has no ceiling effects and does not have to be adjusted for education. We conclude that the HVLT is an easy to administer, quick and well tolerated tool for the screening of dementia

    This paper describes an action research project on postgraduate students’ scholarly writing in which I employed reflective approaches to examine and enhance my postgraduate supervisory practice. My reflections on three distinct cycles of supervision illustrate a shift in thinking about scholarly writing and an evolving understanding of how to support postgraduate students’ writing. These understandings provide the foundation for a future-oriented fourth cycle of supervisory practice, which is characterised by three principles, namely the empowerment of students as writers, the technological context of contemporary writing, and ethical issues in writing

    Biophysical Modeling of Mangrove Seedling Establishment and Survival Across an Elevation Gradient With Forest Zones

    Mangrove forest development critically depends on the establishment and survival of seedlings. Mechanistic insights into how water levels, waves and bed level dynamics influence the establishment process of individual mangrove seedlings are increasing. However, little is known about how spatial and temporal changes in water levels, waves and bed level dynamics across elevation gradients in mangrove forests facilitate/limit seedling dynamics. For this study, a new seedling establishment and growth model was integrated into a process-based hydrodynamic and morphodynamic numerical model. This biophysical model was applied to a fringing mangrove forest located in the southern Firth of Thames, Aotearoa, New Zealand. This study quantifies the increasing establishment density and survival probability of mangrove seedlings from the lower-elevated unvegetated intertidal flat toward the higher-elevated mature mangrove forest. Three cross-shore zones with distinctive seedling dynamics were identified: (a) a zone with daily tidal inundation where seedling dynamics are episodic and limited by the dispersal of individual propagules that rapidly anchor to the substrate by root growth, (b) a zone with daily to bi-weekly tidal inundation where seedling dynamics respond to variations in spring-neap tidal cycles and, (c) a zone with less than bi-weekly inundation where seedling dynamics are governed by high propagule supply and seedling survival probability. The seedling establishment density and survival probability are dominated by annual extremes in tidal hydroperiod and bed shear stresses, respectively. The obtained parameterizations can be used to incorporate seedling dynamics in decadal-timescale mangrove forest development models that are instrumental for mangrove management and restoration

    Mangrove forest drag and bed stabilisation effects on intertidal flat morphology

    Mangrove trees influence their physical environment by exerting drag on tidal flows and waves while also stabilising the sediment bed of intertidal flats. These processes influence sediment accretion, the mangrove habitat and their resilience to sea level rise. However, little is known about the magnitude and spatial extent of the effects of mangrove forests on sediment transport and the morphology of the intertidal flat. We use manipulated simulations with an extended process-based numerical model, to study the influence of mangrove forests on intertidal flat morphology on a yearly timescale. The model includes the influence of mangrove trees on tidal flows, waves and sediment dynamics. The model is calibrated and validated with a comprehensive set of measurement data including hydrodynamics, sediment transport and morphological processes from an expanding mangrove forest in the sediment-rich Firth of Thames estuary in Aotearoa New Zealand. Sediment accretion on the upper intertidal flat is predominantly influenced by the characteristic morphology of the established mangrove forest, with increased bed stability at higher mudflat elevations related to prolonged aerial exposure and drying of the bed. Our results show that, in comparison to the situation without mangroves, sediment accretion increases in the most seaward fringe area of the forest. The unvegetated intertidal flat fronting the mangrove forest captures less sediment compared to the situation without mangroves. The mangrove forest drag triggers the development of a steeper, convex-up-shaped, upper intertidal flat profile, especially during periods with higher water levels and waves. These effects are expected to influence the development and storm-recovery of natural and restored mangrove forests and may contribute to the resilience and persistence of mangrove-vegetated intertidal flats for coastal flood risk reduction.</p

    Intervention and revision: Expertise and interaction in text mediation

    Many EAL (English as an Additional Language) scholars enlist text mediators’ support when faced with the challenges of writing for international publication. However, the contributions these individuals are able to make in improving scientific manuscripts remains unclear, especially when language professionals such as English teachers do this work. In this article, we explore this topic by examining how three mediators employed their very different expertise and brought different processes to bear on the same discussion section of a medical manuscript written by a novice scholar in China. We find that successfully mediated texts are often the result of an interplay between the mediator’s expertise and the relationship between the participants. Our findings contradict those of previous studies that question the role of English teachers in this process and have the potential to inform both text mediation practices and revision studies
