    Road building, land use and climate change: prospects for environmental governance in the Amazon

    Some coupled land–climate models predict a dieback of Amazon forest during the twenty-first century due to climate change, but human land use in the region has already reduced the forest cover. The causation behind land use is complex, and includes economic, institutional, political and demographic factors. Pre-eminent among these factors is road building, which facilitates human access to natural resources that beget forest fragmentation. While official government road projects have received considerable attention, unofficial road building by interest groups is expanding more rapidly, especially where official roads are being paved, yielding highly fragmented forest mosaics. Effective governance of natural resources in the Amazon requires a combination of state oversight and community participation in a ‘hybrid’ model of governance. The MAP Initiative in the southwestern Amazon provides an example of an innovative hybrid approach to environmental governance. It embodies a polycentric structure that includes government agencies, NGOs, universities and communities in a planning process that links scientific data to public deliberations in order to mitigate the effects of new infrastructure and climate change

    Population, Land Use and Deforestation in the Pan Amazon Basin: a Comparison of Brazil, Bolivia, Colombia, Ecuador, Perú and Venezuela

    This paper discusses the linkages between population change, land use, and deforestation in the Amazon regions of Brazil, Bolivia, Colombia, Ecuador, Perú, and Venezuela. We begin with a brief discussion of theories of population–environment linkages, and then focus on the case of deforestation in the PanAmazon. The core of the paper reviews available data on deforestation, population growth, migration and land use in order to see how well land cover change reflects demographic and agricultural change. The data indicate that population dynamics and net migration exhibit to deforestation in some states of the basin but not others. We then discuss other explanatory factors for deforestation, and find a close correspondence between land use and deforestation, which suggests that land use is loosely tied to demographic dynamics and mediates the influence of population on deforestation. We also consider national political economic contexts of Amazon change in the six countries, and find contrasting contexts, which also helps to explain the limited demographic-deforestation correspondence.     Highway paving in the southwestern Amazon alters long-term trends and drivers of regional vegetation dynamics

    Infrastructure development, specifically road paving, contributes socio-economic benefits to society worldwide. However, detrimental environmental effects of road paving have been documented, most notably increased deforestation. Beyond deforestation, we hypothesize that road paving introduces “unseen” regional scale effects on forests, due to changes to vegetation dynamics. To test this hypothesis, we focus on the tri-national frontier in the southwestern Amazon that has been subject to construction of the Inter-Oceanic Highway (IOH) between 1987 and 2010. We use a long-term remotely sensed vegetation index as a proxy for vegetation dynamics and combine these with field-based socio-ecological data and biophysical data from global datasets. We find 4 areas of shared vegetation dynamics associated with increasing extent of road paving. Applying Dynamic Factor Analysis, an exploratory dimension-reduction time series analysis technique, we identify common trends and covariates in each area. Common trends, indicating underlying unexplained effects, become relatively less important as paving increases, and covariates increase in importance. The common trends are dominated by lower frequency signals possibly embodying long-term climate variability. Human-related covariates become more important in explaining vegetation dynamics as road paving extent increases, particularly family density and travel time to market. Natural covariates such as minimum temperature and soil moisture become less important. The change in vegetation dynamics identified in this study indicates a possible change in ecosystem services along the disturbance gradient. While this study does not include all potential factors controlling dynamics and disturbance of vegetation in the region, it offers important insights for management and mitigation of effects of road paving projects. Infrastructure planning initiatives should make provisions for more detailed vegetation monitoring after road completion, with a broader focus than just deforestation. The study highlights the need to mitigate population-driven pressures on vegetation like family density and access to new markets

    Participatory action research for conservation and development: Experiences from the Amazon

    Research that features participation and action orientation, such as participatory action research (PAR), is especially valuable in contexts where there is rapid change, high social inequality, and great uncertainty about the future, which drives stakeholder demands for information to support their goals. The Amazon offers such a context, for it is a region where diverse stakeholders engage in contestation over environmental governance to address issues such as climate change to achieve conservation and sustainable development. Stakeholder mobilization has changed the terms by which research is conducted, from the definition of priority topics to the application of findings. Due to stakeholder mobilization, more and more research in the Amazon is now necessarily participatory, for stakeholders routinely issue demands about how the research will be conducted and for what purpose. In this paper, we provide an overview of several experiences of implementing methods such as PAR by different teams or networks, focusing on the complementary contributions of outside researchers and local stakeholders. The heart of the paper reports on three broad types of experiences focusing on conservation and development in the Amazon: (1) participatory data collection for co-production of knowledge for environmental governance, (2) inclusive environmental monitoring systems, and (3) innovative models of knowledge exchange to facilitate collective action. Within each type, we report multiple experiences with distinct approaches to participation and action in research. These experiences constitute models that can be replicated in other places for broader impact to support conservation and developmen

    Land System Science In Latin America: Challenges And Perspectives

    This article reviews the current status, trends and challenges of land system science in Latin America. We highlight the advances in the conceptualization, analysis and monitoring of land systems. These advances shift from a focus on the relationships between forests and other land uses to include a greater diversity of land cover and land-use types and the processes and interactions that link them. We then provide a biome-level typology of social-ecological land systems (SELS) as an approach to help connect local-level realities to regional processes and we discuss how this approach can help to design more socially inclusive land systems. We also discuss the increased role of distant socio-economic and ecological interactions that connect these SELS to global processes. Combined, these insights support a research agenda for land system science in the region that can develop more accurate and integrative monitoring of land change and their social and ecological consequences, better understand different stakeholder perspectives within a context of livelihood diversification, and encourage institutional feedbacks to govern land systems influenced by distant drivers. © 201726-27374
