Closing the Loophole: A Case Study of Organizing for More Equitable and Affordable Access to Health Care in San Francisco
This paper presents in-depth case study of a successful hybrid political and community organizing campaign to ensure equitable access to health care through the perspective of a grassroots San Francisco community-based organization, the Chinese Progressive Association (CPA), which has been organizing low-income Chinese immigrants for over four decades. First, it outlines the Health Care Security Ordinance (HCSO), which, since its passage in 2006, has established a near-universal health care access program, helping to make health care accessible and affordable to individuals living and working in San Francisco. Then it presents the campaign to save the HCSO, focusing on CPA’s participation in the HCSO coalition. Finally, it discusses health care as it relates to the San Francisco’s affordability crisis and the political economic context in which it is taking place. Despite the limitations inherent in small case studies like this one, it nevertheless provides a valuable opportunity to better understand how one politically progressive city attempted to address the problem of grossly inequitable health care access through the lens of community organizing, advocacy, and coalition building. San Francisco, like many major American cities today, is being confronted with rapid gentrification and growing economic inequality—the backdrop to the HCSO. Through innovative experiments in social responsibility like the HCSO, however, the city has made leaps in health care access. It concludes with lessons learned from local organizing and advocacy to save the HCSO as these may inform other local efforts to promote health care for all
Inhibition of Intestinal Thiamin Transport in Rat Model of Sepsis.
ObjectivesThiamin deficiency is highly prevalent in patients with sepsis, but the mechanism by which sepsis induces thiamin deficiency is unknown. This study aimed to determine the influence of various severity of sepsis on carrier-mediated intestinal thiamin uptake, level of expressions of thiamin transporters (thiamin transporter-1 and thiamin transporter-2), and mitochondrial thiamin pyrophosphate transporter.DesignRandomized controlled study.SettingResearch laboratory at a Veterans Affairs Medical Center.SubjectsTwenty-four Sprague-Dawley rats were randomized into controls, mild, moderate, and severe sepsis with equal number of animals in each group.InterventionsSepsis was induced by cecal ligation and puncture with the cecum ligated below the cecal valve at 25%, 50%, and 75% of cecal length, defined as severe, moderate, and mild sepsis, respectively. Control animals underwent laparotomy only.Measurements and main resultsAfter 2 days of induced sepsis, carrier-mediated intestinal thiamin uptake was measured using [H]thiamin. Expressions of thiamin transporter-1, thiamin transporter-2, and mitochondrial thiamin pyrophosphate transporter proteins and messenger RNA were measured. Proinflammatory cytokines (interleukin-1β and interleukin-6) and adenosine triphosphate were also measured. Sepsis inhibited [H]thiamin uptake, and the inhibition was a function of sepsis severity. Both cell membrane thiamin transporters and mitochondrial thiamin pyrophosphate transporter expression levels were suppressed; also levels of adenosine triphosphate in the intestine of animals with moderate and severe sepsis were significantly lower than that of sham-operated controls.ConclusionsFor the first time, we demonstrated that sepsis inhibited carrier-mediated intestinal thiamin uptake as a function of sepsis severity, suppressed thiamin transporters and mitochondrial thiamin pyrophosphate transporter, leading to adenosine triphosphate depletion
Transfer Learning for Multi-language Twitter Election Classification
Both politicians and citizens are increasingly embracing social media as a means to disseminate information and comment on various topics, particularly during significant political events, such as elections. Such commentary during elections is also of interest to social scientists and pollsters. To facilitate the study of social media during elections, there is a need to automatically identify posts that are topically related to those elections. However, current studies have focused on elections within English-speaking regions, and hence the resultant election content classifiers are only applicable for elections in countries where the predominant language is English. On the other hand, as social media is becoming more prevalent worldwide, there is an increasing need for election classifiers that can be generalised across different languages, without building a training dataset for each election. In this paper, based upon transfer learning, we study the development of effective and reusable election classifiers for use on social media across multiple languages. We combine transfer learning with different classifiers such as Support Vector Machines (SVM) and state-of-the-art Convolutional Neural Networks (CNN), which make use of word embedding representations for each social media post. We generalise the learned classifier models for cross-language classification by using a linear translation approach to map the word embedding vectors from one language into another. Experiments conducted over two election datasets in different languages show that without using any training data from the target language, linear translations outperform a classical transfer learning approach, namely Transfer Component Analysis (TCA), by 80% in recall and 25% in F1 measure

On the Rates of Type Ia Supernovae in Dwarf and Giant Hosts with ROTSE-IIIb
We present a sample of 23 spectroscopically confirmed Type Ia supernovae that
were discovered in the background of galaxy clusters targeted by ROTSE-IIIb and
use up to 18 of these to determine the local (z = 0.05) volumetric rate. Since
our survey is flux limited and thus biased against fainter objects, the
pseudo-absolute magnitude distribution (pAMD) of SNeIa in a given volume is an
important concern, especially the relative frequency of high to low-luminosity
SNeIa. We find that the pAMD derived from the volume limited Lick Observatory
Supernova Search (LOSS) sample is incompatible with the distribution of SNeIa
in a volume limited (z<0.12) sub sample of the SDSS-II. The LOSS sample
requires far more low-luminosity SNeIa than the SDSS-II can accommodate. Even
though LOSS and SDSS-II have sampled different SNeIa populations, their
volumetric rates are surprisingly similar. Using the same model pAMD adopted in
the SDSS-II SNeIa rate calculation and excluding two high-luminosity SNeIa from
our sample, we derive a rate that is marginally higher than previous
low-redshift determinations. With our full sample and the LOSS pAMD our rate is
more than double the canonical value. We also find that 5 of our 18 SNeIa are
hosted by very low-luminosity (M_B > -16) galaxies, whereas only 1 out 79
nearby SDSS-II SNeIa have such faint hosts. It is possible that previous works
have under-counted either low luminosity SNeIa, SNeIa in low luminosity hosts,
or peculiar SNeIa (sometimes explicitly), and the total SNeIa rate may be

Orbital Dependent Phase Control in Ca2-xSrxRuO4
We present first-principles studies on the orbital states of the layered
perovskites CaSrRuO. The crossover from antiferromagnetic (AF)
Mott insulator for to nearly ferromagnetic (FM) metal at is
characterized by the systematic change of the orbital occupation. For the
AF side (), we present firm evidence for the ferro-orbital
ordering. It is found that the degeneracy of (or ) states is
lifted robustly due to the two-dimensional (2D) crystal-structure, even without
the Jahn-Teller distortion of RuO. This effect dominates, and the
cooperative occupation of orbital is concluded. In contrast to recent
proposals, the resulting electronic structure explains well both the observed
X-ray absorption spectra and the double peak structure of optical conductivity.
For the FM side (), however, the orbital with half filling opens a
pseudo-gap in the FM state and contributes to the spin =1/2 moment (rather
than =1 for =0.0 case) dominantly, while states are itinerant
with very small spin polarization, explaining the recent neutron data
