    Analysis of the Role of Technical Implementing Unit of the Ministry of Environment and Forestry in Forestry Decentraliztion Implementation

    The role of Technical Implementing Unit (TIU) is one of prominent issues of decentralization. A study was carried out to identify decentralization issues in South Sulawesi and East Java Provinces as well as to measure stakeholder attitudes towards the existence of TIU. The results showed that the existance of BKSDA, BTN, BPA, BPKH, and Balai Diklat LHK are recognized importantly. Meanwhile, BPHP and BPDASHL are considered to be less important in the region because their functions and authorities can be delegated to the provincial and regent/city governments. Similiar recognition applied to BPTH and Balai Litbang LHK. The emerging issue of decentralization in East Java is the placement of local officials which is inconsistent with their competence, lacking of funding from APBD for forestry developmentt, high demand from public to be enganged in the management of the forest, and overlapping authority. Meanwhile in South Sulawesi the capacity of local forestry agencies are impaired, authority is misused, and consolidation of the region is delayed, ego among vertical instituions ego and poor coordination. Based on the indicator of good forest governance, it is measured that the attitude of stakeholders and organizational capacity in East Java and South Sulawesi is neutral and good respectively

    Tata Hubungan Kerja Antar Institusi dalam Pengurusan Hutan di Daerah

    Sejak desentralisasi diterapkan, terjadi Perubahan jenis dan kewenangan institusi. Salah satu konsekuensi dari hal tersebut adalah Perubahan tata hubungan kerja antara institusi pusat, institusi di tingkat provinsi dan institusi di tingkat kabupaten. Dalam tulisan ini disajikan hasil analisis tata hubungan kerja institusi yang menangani pengurusan hutan pada masa desentralisasi. Kajian dilaksanakan di Kabupaten Ogan Komering Ilir, Provinsi Sumatera Selatan dan Kabupaten Sanggau, Provinsi Kalimantan Barat. Hasil kajian menunjukan bahwa banyaknya UPT yang ada di daerah menimbulkan dualisme pemerintahan di daerah dan mempengaruhi kemandirian otonomi. Tata hubungan kerja antara Dinas Kehutanan Provinsi dan UPT dirasakan masih kurang. Masingmasing pihak kurang bekerjasama tapi \u27sama-sama bekerja\u27. Hubungan antara pemerintah provinsi dan pemerintah kabupaten belum menyentuh hubungan teknis, tetapi masih terbatas dalam hal penganggaran dan penempatan pejabat di kabupaten. Beberapa hal yang dapat disarankan dari kajian ini adalah pemerintah pusat diharapkan untuk meningkatkan kemampuan pemerintah daerah melalui mekanisme pembinaan. Perlu ada koordinasi dan komunikasi yang baik antara pemerintah provinsi dan UPT Departemen Kehutanan di daerah untuk meningkatkan kinerja keduanya

    The Development of Indonesia Environmental Performance and Environmental Compliance

    This study aims to analyze the development of Indonesia environmental performance and environmental compliance from the period 2011-2015 through the PROPER program. Statistic descriptive, along with trend analysis, was applied in this study. The result indicates that achievement of the environmental performance of the PROPER program is on adequate level (63,2%), Poor level (25,9%), good level (7,5%), very poor (2.8%) and excellent level (0.6%). Meanwhile, Indonesia environmental compliance level on average is 72%. There is still 28% of the PROPER participant not comply with environmental requirements determined by the Ministry of Environment (MOE). The achievement of environmental compliance consists of beyond compliance (12%) and adequate compliance (88%)

    The Role of National Culture in National Innovative Capacity

    . Purpose of the study is to examine the relationship between national culture and the capacity of the nation to innovate. The motivation of study was driven by the differences national innovative capacity in the open access knowledge era. The total sample was involved in this study is 77 countries. Hofstede's national culture Index and Global Competitiveness Index were used to measure national innovative capacity variable and national culture variable respectively. The study involved two control variables namely categorization of national income (low, upper low, upper medium and high) and the Human Development Index. Bivariate correlation analysis and multiple regression analysis were applied. The findings indicated that national culture classification namely individualism, long-term orientation, and indulgence were found positively and significantly related to national innovative capacity. Power distance and uncertainty avoidance national culture classification showed a negative and significant relationship with national innovative capacity. Masculinity national culture was found no relationship with national innovative capacity. Human Development Index as a control variable showed a positive and significant association with national innovative capacity.     Penetapan kawasan hutan untuk kepentingan di luar sektor kehutanan dilakukan melalui mekanisme tukar menukar dan pinjam pakai kawasan hutan. Kedua kebijakan ini senantiasa mengalami Perubahan. Penelitian ini mengkaji Perubahan isi dari kedua kebijakan tersebut, faktor apa yang mendorongnya serta bagaimana implementasinya. Pendekatan penelitian ini adalah analisis dokumen peraturan terkait penggunaan kawasan hutan dilengkapi dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa Perubahan isi kebijakan penggunaan kawasan hutan meliputi kepentingan yang diakomodasi meluas pada kepentingan komersil, kriteria kawasan hutan yang ditukar, masa berlaku ijin pinjam pakai, kriteria lahan pengganti/lahan kompensasi, rasio lahan pengganti dan kegiatan pemantauan dan evaluasi. Beberapa faktor pendorong terjadinya Perubahan meliputi fakor ekonomi, politik dan sosial. Pelaksanaan kegiatan pemantauan dan evaluasi yang optimal menjadi salah satu kunci untuk mengatasi masalah implementasi kebijakan tukar menukar kawasan huhtan maupun pinjam pakai kawasan hutan

    Catheter insertion represents very emergency situation and it is need medical teams who have good skill during performing insertion of catheter. If medical teams (nurses and doctor) do not have enough good skill it would make some medical complications and have uncomfortable situation to these patients. The aim of this study was to analyze the effectiveness of catheter insertion by inserting lubricant into urethra and lubricating catheter toward pain level of patient at emergency room of Banyumas Public Hospital.This study used quasi experimental method with Post Test Only Control Group Design. The numbers of sample was 30 respondents and divided into two groups with 15 respondents as treatment groups and 15 respondents as control groups. Sample was taken by purposive sampling method. Pain level was measured by visual analog scale pain assessmentThe result show that there is significant differences of pain level of patient who is inserted catheter by inserting lubricant into urethra and lubricating catheter at ( t =6.32, p= 0.00).     Tax Reform Dan Kendalanya

    Attempt of taxation reform in Indonesia can be said to have occurred twice. The first reform tookplace in 1983, and constituted an extraordinary reform inasmuchas it update all Dutch-colonial inheritance taxation system. Ten years later, the second tax reform occurred, and it attempted to perfect the tax laws and regulations which had existed since1983. This was due to the occurrence of perfection in all aspects of taxation laws and regulationsincluding KUP, PPN, PPH, and PPB. However, to execute all results of the aforementioned reform is difficult. Various abstracles to implement a taxation system after the effectiveness of the taxation reforms can be found. Indeed, a strong and good will is required to settle those barriers. Thus, Indonesia can be developed on the basis offunding resulting from taxes
