Inclusive library service for users with special needs and formation of multimedia library collections based on nosology

Обґрунтовано принципи побудови інформаційних технологій на основі методів математичного програмування для вирішення проблеми вибору програмної платформи системи дистанційного бібліотечного обслуговування осіб з особливими потребами, базуючись на розподілі ваг альтернативних платформ. Cформульовано концептуальні засади розвитку бібліотечних технологій для осіб з особливими потребами, що базуються на застосуванні сучасних мультимедійних інформаційних технологій та методології створення консолідованого інформаційного ресурсу, орієнтованого на обслуговування таких користувачів. Окреслено роль електронних бібліотек, зорієнтованих на обслуговування осіб з вадами здоров’я, як елементів системи соціальних комунікацій.The principles of construction of information technology on the basis of mathematical programming methods for solving the problem of choosing the software platform of the remote library services for people with disabilities basing on the distribution of weights of alternative platforms have been analysed. The concept of the use of benchmarking tools for the research of libraries was developed. The conceptual foundations of library technologies for people with disabilities, which are based on the use of modern multimedia information technology and creation methodology of consolidated informational resource, which is designed to serve for users with special needs were formulated. The multimedia information resource of means, methods and forms of service for users with special needs in libraries is consolidated systematically and comprehensively. The role of digital libraries, which are service-oriented for individuals with disabilities, as part of social communication has been stressed. The integrated study of the service processes for users with special needs is implemented and a verbal model of multimedia information and library services in this category of users is formed. The conceptual basis of the creation of a multimedia library and information service for users with special needs is formulated. System analysis as an integrated system whose properties are determined by the gross properties of its individual elements or subsystems, has been presented as well as the characteristics of its structure, system-specific, integrative connections. The technology of multimedia library and information services for people with special needs is proposed, which allows to make differentiated providing of library and information services for users and to improve the available forms of service in all libraries on the basis of real inclusion of people with disabilities in an active social life (inclusion)

Проведено порівняльний аналіз електронних інформаційних ресурсів, які надають під час карантинних обмежень та воєнного стану бібліотеки закладів вищої освіти України, що визначені лідерами за результатами попередніх етапів дослідження. Розвідка дозволила визначити бібліотеку Сумського державного університету як книгозбірню-лідера, яка надає доступ користувачам до найбільшої множини електронних інформаційних ресурсів, до якої увійшли: електронний каталог, електронний архів наукових праць співробітників університету, повнотекстові бази даних та ресурси, доступні на відкритих платформах, власні повнотекстові колекції, сторінка в соцмережі Facebook, сторінка в соцмережі Instagram, telegram-канал, youtube-канал, нові надходження, дайджести, аудіокниги

Formation of Search Queries Based on Thesaurus of Narrowly Specialized Subject Areas

The role of branch information retrieval thesaurus for improving and increasing the effectiveness of information support of scientific research, carried out using the technology of selective dissemination of information, is analyzed in the paper. The selective dissemination system provides both individual and group information needs, as subscribers can be individual users as well as a group of users, namely scientific teams and virtual scientific teams whose members can be geographically distributed. Within the scientific team, subgroups can be formed engaged in research of different directions of their subject area. The information retrieval thesaurus is considered as a language model of a particular subject area. The development of information technologies creates the possibility of information modeling of a narrowly specialized subject area and data presentation in the form of thesaurus, which is a hypertext that reflects the hierarchically organized semantic structure of a specific subject area

The project management process of creating an information system for consolidation of information resources for sport infrastructure services is presented in the article. The authors describe in detail the stages of the project to create an information system includes the following steps: setting aims and objectives of the project, work breakdown structure, division of work using the matrix of responsibilities, preparation of work diagrams, monitoring progress, completion of the project. The consolidation of the information resource is introduced by a single standard for information about each sport club. A complex system of social and educational inclusion needs competent analysis to make it possible proper management and comprehensive improvement. To analyze one of the actual facets of such a system, namely, its ICT support, it is necessary to take into account the various needs of socially vulnerable people. A set of guidance to web accessibility is a convenient instrument, that provides various approaches in designing goods and technologies. Among other, such guidance helps to design websites with no access barriers, which is extremely important for people with special needs. To analyze the websites and different online resources, which might be of interest to a person with special needs during the social and educational inclusion, a list of characteristics was developed. It must be taken into account the classification and the structure of information materials, website`s structure, design, etc. The unification of the ICT for people, involved in educational and social inclusion, will improve informational and technological support of such process

Fog computing and Big data in projects of class smart city

The possibilities of using the information technology of foggy computing, which implements the processes of selecting primary messages from sensory nodes and their processing, and further transferring the results of primary computing to server environments based on information technology platforms of cloud type are analyzed in the article. It is noted that both of the approaches – mist and cloud computing – can be effectively used in a wide range of applications, in particular those that are used in information and technology complexes of “smart cities”. The system of parameters which distinguishes a separate class of information technologies called Big data is analyzed in the paper. The analysis made it possible to fix 10 basic parameters of the so-called 10 v, with the help of which a separate class of information technologies is allocated. Big data technologies, along with the technologies of foggy and cloud computing are elements of a powerful information technology platform that allows us to solve a wide range of problems for smart cities. The authors illustrated the system-technological connections of these classes of information technologies and analyzed the possibilities of their use in the context of implementation of the information technology project “Ternopil Smart city”
