    A Relationship of Trust: Are State ?School Trust Lands? Being Prudently Managed for the Beneficiary?

    Every state entering the Union in the United States since 1803 received land grants from the federal government for the support of their public schools. Inherent in this federal grant is the fiduciary duty to prudently and effectively manage trust assets for the beneficiary, their school systems. This paper addresses the question of whether managers of trust lands are meeting their fiduciary responsibilities of ??maximum economic benefit?? for their beneficiaries. Realized market value-based economic returns from grazing lease revenues and capital appreciation for all twenty-three counties in Wyoming are compared with returns that may have been generated from alternative investment policy alternatives. Market values and capital appreciation for school trust lands in Wyoming are estimated from hedonic models formulated from ranch sales data and grazing revenue data.

    Wind tunnel test results of a new leading edge flap design for highly swept wings, a vortex flap

    A leading edge flap design for highly swept wings, called a vortex flap, was tested on an arrow wing model in a low speed wind tunnel. A vortex flap differs from a conventional plain flap in that it has a leading edge tab which is counterdeflected from the main portion of the flap. This results in intentional separation at the flap leading edge, causing a vortex to form and lie on the flap. By trapping this vortex, the vortex flap can result in significantly improved wing flow characteristics relative to conventional flaps at moderate to high angles of attack, as demonstrated by the flow visualization results of this tests

    Modeling two-photon calcium fluorescence of episodic V1 recordings using multifrequency analysis

    The use of two-photon microscopy allows for imaging of deep neural tissue in vivo. This paper examines frequency-based analysis to two-photon calcium fluorescence images with the goal of deriving smooth tuning curves. We present a multifrequency analysis approach for improved extraction of calcium responses in episodic stimulation experiments, that is, when the stimulus is applied for a number of frames, then turned off for the next few frames, and so on. Episodic orientation stimulus was applied while recording from the primary visual cortex of an anesthetized mouse. The multifrequency model demonstrated improved tuning curve descriptions of the neurons.     Setting an Agenda for Advancing Young Worker Safety in the U.S. and Canada

    Scholars and practitioners from multiple perspectives, including developmental science, sociology, business, medicine, and public health, have considered the implications of employment for young people. We summarize a series of meetings designed to synthesize information from these perspectives and derive recommendations to guide research, practice, and policy with a focus on young worker safety and health. During the first three meetings, participants from the United States and Canada considered invited white papers addressing developmental issues, public health data and findings, as well as programmatic advances and evaluation needs. At the final meeting, the participants recommended both research and policy directions to advance understanding and improve young worker safety

    Analysis of US child care safety regulations.

    BACKGROUND: With 1.9 million US children cared for in organized group child care, the safety of these children is a public health concern. In the absence of federal policy, each state has developed its own day care safety regulations. METHODS: After creating a set of 36 criteria from three sets of national guidelines, we assessed the safety regulations of 45 states. With a mailed survey of state day care regulatory personnel, we examined the processes of formulating and implementing safety policy in 47 states. RESULTS: For 24 of the 36 items, more than half the states' regulations were below the criteria or failed to mention the topic. Most notable is the inattention to playground safety, choking hazards, and firearms. CONCLUSION: The uneven quality of regulations may be a reflection of a regulatory process that is fragmented, with many different groups sharing authority and with limited involvement of injury prevention specialists
