Language Policy-Making in Ireland: A Preliminary Study of the Consultation Process of Languages Connect
This study aims to explore the policy-making process of Languages Connect - Irelandâs Strategy for Foreign Languages in Education 2017-2026. For that purpose, we concentrate on the consultation process adopted by the Department of Education and Skills. Drawing on a concept of foreign language competence as human capital, the aim of this study is twofold. Firstly, we investigate the extent to which the submissions to the consultation process form a sequence with the final document, Languages Connect; secondly, we examine the Irish government documents and compare the submissions reflecting the government approach to language with those problematising such discourse. The former analysis reveals how a market-led valuing of languages is embedded in the government discourse. The latter analysis further shows that linguistic diversity did not receive as much attention as language competence. Bearing in mind that participatory and deliberative procedures are meant to provide legitimacy for policy decisions, the paper concludes by discussing some of the positionings taken in Languages Connect and the role of the procedural mechanisms employed in the consultation
Language centres in higher education: facing the challenge
La progression de la demande en matiĂšre dâapprentissage des langues durant la deuxiĂšme moitiĂ© du vingtiĂšme siĂšcle est une des principales causes de lâaugmentation du nombre des centres de langues dans lâenseignement supĂ©rieur. Cet article sâintĂ©resse au passĂ©, au prĂ©sent et Ă lâavenir des centres de langues, et plus particuliĂšrement aux dĂ©fis auxquels ils doivent faire face en se dĂ©veloppant. On dĂ©couvre rapidement en les Ă©tudiant que câest parce quâils ont su innover sur le plan pĂ©dagogique, sâadapter au cadre institutionnel et utiliser efficacement la technologie quâils ont rĂ©ussi Ă se dĂ©velopper. Ce succĂšs est attestĂ© par leur nombre et leur rĂŽle en progression constante pratiquement partout en Europe. Pourtant, les mutations structurelles de lâuniversitĂ© et les exigences Ă satisfaire sont de plus en plus nombreuses. Pour que leur succĂšs perdure, il faut agir et progresser dans des secteurs clĂ©s. Cela veut dire renforcer la recherche, la capacitĂ© Ă innover sur le plan pĂ©dagogique et organisationnel, et garantir la qualitĂ© des ressources offertes. Deux exemples dâinitiatives ayant donnĂ© de bons rĂ©sultats dans le monde des centres de langues sont examinĂ©s : lâĂ©valuation des compĂ©tences et lâusage du Portefeuille EuropĂ©en des LanguesExpansion in the demand for language learning in the second half of the twentieth century is one of the main reasons for the growth of language centres in higher education. This article considers the past, present and future of language centres focussing on the challenges which confront them as they go forward. A brief review of language centres shows that qualities of pedagogic innovation, institutional adaptability and effective use of technology have contributed to their successful development to date. Success can be measured both in terms of growing numbers and outreach as language centres expand across almost all European states. However, changes in university structures and demands for language teaching continue to accelerate. Continuing success requires action and progress in key areas. These include enhancing the research profile of language centres, continuing to innovate pedagogically and organisationally and securing adequate resources. Two exemplars of successful language centre initiatives are cited: language testing and the use of the European Language Portfolio
Ideas, power and agency: policy actors and the formulation of language-in-education policy for multilingualism
The processes of formulation of language policies have not been researched thoroughly. This paper aims to explore the relationship between ideas, power and agency in language policy-making and specifically with reference to the formulation of language-in-education policy for multilingualism in Ireland. Through an argumentative approach to language policy and using a discursive institutionalist framework, the paper examines data from policy documents and interviews with policy actors in the Department of Education and Skills. The paper reports on the ways in which agentive discourses are constrained and enabled by institutional structures. The analysis shows how power resulting from asymmetric internal forces and the hierarchical architecture of institutions prevailed over the capacity of some actors to promote their ideas through discourse. Moreover, it shows how static ideational elements are powerful structural constraints on agency. The paper argues for a conceptualisation of actors in policy-making as agentive individuals who engage in a dynamic struggle over ideas to realise complex and changing policy goals. It concludes by claiming that a focus on discursive forms of power in the policy analysis at the so-called macro level would be beneficial for language policy scholarship

The Habitable Exoplanet Observatory (HabEx) Mission Concept Study Final Report
The Habitable Exoplanet Observatory, or HabEx, has been designed to be the Great Observatory of the 2030s. For the first time in human history, technologies have matured sufficiently to enable an affordable space-based telescope mission capable of discovering and characterizing Earthlike planets orbiting nearby bright sunlike stars in order to search for signs of habitability and biosignatures. Such a mission can also be equipped with instrumentation that will enable broad and exciting general astrophysics and planetary science not possible from current or planned facilities. HabEx is a space telescope with unique imaging and multi-object spectroscopic capabilities at wavelengths ranging from ultraviolet (UV) to near-IR. These capabilities allow for a broad suite of compelling science that cuts across the entire NASA astrophysics portfolio. HabEx has three primary science goals: (1) Seek out nearby worlds and explore their habitability; (2) Map out nearby planetary systems and understand the diversity of the worlds they contain; (3) Enable new explorations of astrophysical systems from our own solar system to external galaxies by extending our reach in the UV through near-IR. This Great Observatory science will be selected through a competed GO program, and will account for about 50% of the HabEx primary mission. The preferred HabEx architecture is a 4m, monolithic, off-axis telescope that is diffraction-limited at 0.4 microns and is in an L2 orbit. HabEx employs two starlight suppression systems: a coronagraph and a starshade, each with their own dedicated instrument

Duration of androgen deprivation therapy with postoperative radiotherapy for prostate cancer: a comparison of long-course versus short-course androgen deprivation therapy in the RADICALS-HD randomised trial
Background
Previous evidence supports androgen deprivation therapy (ADT) with primary radiotherapy as initial treatment for intermediate-risk and high-risk localised prostate cancer. However, the use and optimal duration of ADT with postoperative radiotherapy after radical prostatectomy remains uncertain.
Methods
RADICALS-HD was a randomised controlled trial of ADT duration within the RADICALS protocol. Here, we report on the comparison of short-course versus long-course ADT. Key eligibility criteria were indication for radiotherapy after previous radical prostatectomy for prostate cancer, prostate-specific antigen less than 5 ng/mL, absence of metastatic disease, and written consent. Participants were randomly assigned (1:1) to add 6 months of ADT (short-course ADT) or 24 months of ADT (long-course ADT) to radiotherapy, using subcutaneous gonadotrophin-releasing hormone analogue (monthly in the short-course ADT group and 3-monthly in the long-course ADT group), daily oral bicalutamide monotherapy 150 mg, or monthly subcutaneous degarelix. Randomisation was done centrally through minimisation with a random element, stratified by Gleason score, positive margins, radiotherapy timing, planned radiotherapy schedule, and planned type of ADT, in a computerised system. The allocated treatment was not masked. The primary outcome measure was metastasis-free survival, defined as metastasis arising from prostate cancer or death from any cause. The comparison had more than 80% power with two-sided α of 5% to detect an absolute increase in 10-year metastasis-free survival from 75% to 81% (hazard ratio [HR] 0·72). Findings
Between Jan 30, 2008, and July 7, 2015, 1523 patients (median age 65 years, IQR 60â69) were randomly assigned to receive short-course ADT (n=761) or long-course ADT (n=762) in addition to postoperative radiotherapy at 138 centres in Canada, Denmark, Ireland, and the UK. With a median follow-up of 8·9 years (7·0â10·0), 313 metastasis-free survival events were reported overall (174 in the short-course ADT group and 139 in the long-course ADT group; HR 0·773 [95% CI 0·612â0·975]; p=0·029). 10-year metastasis-free survival was 71·9% (95% CI 67·6â75·7) in the short-course ADT group and 78·1% (74·2â81·5) in the long-course ADT group. Toxicity of grade 3 or higher was reported for 105 (14%) of 753 participants in the short-course ADT group and 142 (19%) of 757 participants in the long-course ADT group (p=0·025), with no treatment-related deaths.
Interpretation
Compared with adding 6 months of ADT, adding 24 months of ADT improved metastasis-free survival in people receiving postoperative radiotherapy. For individuals who can accept the additional duration of adverse effects, long-course ADT should be offered with postoperative radiotherapy.

Key eligibility criteria were indication for radiotherapy after radical prostatectomy for prostate cancer, prostate-specific antigen less than 5 ng/mL, absence of metastatic disease, and written consent. Participants were randomly assigned (1:1) to radiotherapy alone (no ADT) or radiotherapy with 6 months of ADT (short-course ADT), using monthly subcutaneous gonadotropin-releasing hormone analogue injections, daily oral bicalutamide monotherapy 150 mg, or monthly subcutaneous degarelix. Randomisation was done centrally through minimisation with a random element, stratified by Gleason score, positive margins, radiotherapy timing, planned radiotherapy schedule, and planned type of ADT, in a computerised system. The allocated treatment was not masked. The primary outcome measure was metastasis-free survival, defined as distant metastasis arising from prostate cancer or death from any cause. Standard survival analysis methods were used, accounting for randomisation stratification factors. The trial had 80% power with two-sided α of 5% to detect an absolute increase in 10-year metastasis-free survival from 80% to 86% (hazard ratio [HR] 0·67). Analyses followed the intention-to-treat principle. The trial is registered with the ISRCTN registry, ISRCTN40814031, and ClinicalTrials.gov, NCT00541047.
Findings
Between Nov 22, 2007, and June 29, 2015, 1480 patients (median age 66 years [IQR 61â69]) were randomly assigned to receive no ADT (n=737) or short-course ADT (n=743) in addition to postoperative radiotherapy at 121 centres in Canada, Denmark, Ireland, and the UK. With a median follow-up of 9·0 years (IQR 7·1â10·1), metastasis-free survival events were reported for 268 participants (142 in the no ADT group and 126 in the short-course ADT group; HR 0·886 [95% CI 0·688â1·140], p=0·35). 10-year metastasis-free survival was 79·2% (95% CI 75·4â82·5) in the no ADT group and 80·4% (76·6â83·6) in the short-course ADT group. Toxicity of grade 3 or higher was reported for 121 (17%) of 737 participants in the no ADT group and 100 (14%) of 743 in the short-course ADT group (p=0·15), with no treatment-related deaths.
Interpretation
Metastatic disease is uncommon following postoperative bed radiotherapy after radical prostatectomy. Adding 6 months of ADT to this radiotherapy did not improve metastasis-free survival compared with no ADT. These findings do not support the use of short-course ADT with postoperative radiotherapy in this patient population
