Parliement's Performance in Monitoring the Development of the Diitric Talaud Islands

In accordance with the mandate of the ACT.No. 32 of 2004, ACT.No. 27 in 2009, and PP.No.16 in 2010 that the LEGISLATORS have the functions, duties and authority to conductsurveillance against the implementation of regional development. But in many of thecommon phenomenon of LEGISLATIVE oversight showed that the maximum so that theimplementation of regional development programmes are frequent irregularities and abuses.With respect to these problems then this research aims to find out how the performance ofLEGISLATIVE KabupatenTalaud the supervision of regional development.This study uses qualitative methods. Data sources informants in research is takenfrom the pimpinananggota elements of the Talaud Islands Regency DPRD Commission II (5people) and Chairman of the local government agencies (DinasBadan) partner CommissionII (5 persons), totaling 10 people. Primary data collection using interview techniques. Whiledata analysis using qualitative analysis techniques, interactive model of the Miles andHubernan.The research results obtained representation: (1) supervision of the DPRD TalaudIslands Regency in the determination of the kebijakanprogramproyek regional developmentimplemented through work meetings of Commission II with every regional governmentagency partners in order to conduct the deliberations of the draft programproyek which willbe included in the BUDGETS; (2) supervision of the Talaud Islands RegencyLEGISLATORS against the implementation of the regional development programproyek isimplemented through work meetings and hearings of Commission II with partner agenciesin order to discuss the implementation of the liability report programproyek, as well asthrough the work of Commission II's visit to the site of programproyek development.Based on the analysis of the data shows that supervision of the DPRD TalaudIslands Regency of regional development in principle have been conducted with quiteeffective, efficient, transparent, and accountable. Therefore drawn the conclusion that theperformance of the Talaud Islands Regency DPRD in monitoring regional development isquite goodConclusion based on the results of the study suggested that to improve the performance ofLEGISLATIVE supervision in Talaud Islands Regency regional development then it isrecommended that: (1) the Commission II (areas of development) the DPRD to be filled in bythe people who have competence in the field of administrasimanajemen development; (2) theDPRD members personnel placed on Commission II (areas of development) to be giventraining in the field of administrasimanajemen development in the early period; (3) theworking relationship of Commission II (development areas) with a partner agencies shouldbe more intensive, especially through work meetings and hearings

Informants of this study as many as 15 peoplewere taken from the employed several elements of village government officials, BPD / MTT, LPM, PKK leaders /community leaders / traditional / religious., And citizens. The main instrument in this study is a researcher himself, whilecollecting data using interview techniques and assisted with the observation danstudi dokmentasi. Data analysis was doneby using qualitative descriptive analysis-interactive model ofMilesand Hubernann.The results of the study provide conclusions: (1) Performance Nduma kampug head in the administration ofgovernment affairs villages (such as lead organization of village administration, village life setting, rulemaking village,the formation of village social institutions, peace and public order pemerliharaan village, village financial management,and services to the public) is not optimal, but generally are good enough; (2) Performance Nduma village heads in theimplementation of rural development / village (ie the coordination and facilitation of development planning,pengkoordinasikan implementation of development programs, and the mobilization and development of communityparticipation in development), also have not been up but has shown good performance.Based on the conclusions, it is recommended suggestion that the performance of the head of the village Ndumain governance and development needs to be improved and enhanced. The purpose of this study is to know how the coordination of local goverment in road constructionin the District of Salibabu Talaud Islands Regency.This research uses the qualitative method. Data collection by interview technique: while dataanalysis using qualitative analysis techniques interactive model of Miles and Hubernann.Based on research results drawn conclusions: (1) Coordination of district road constructionplanning in sub-districts of Salibabu run orderly and smoothly in accordance with the mechanism that hasbeen set in UU.No.25 Tahun 2004 about The National Development Planning System. Related governmentinstallations (Dinas PUTR, Bappeda, and Camat) coordinate well so that the district road developmentprogram can be set according to the priority scale. Coordination mechanism of district road developmentplaning in Salibabu sub-distric implemented accordingto the bottom. Implementasi Good Governance di Kecamatan Pasan Kabupaten Minahasa Tenggara

Sub-district is the district / city that has an important position and role in the framework of theeffectiveness of the regional administration, so it must be able to effectively implement good governance.Accordingly, the study is intended to answer the question "how the implementation of good governance in thesub-district government Pasan Southeast Minahasa regency.From the literature review determined the six principles of good governance are the focus of research, namely:participation, transparency, responsiveness, fairness, of efficiency and effectiveness, and accountability.This study was designed as a descriptive survey research. Sources of data / research informants are allgovernment civil servants districts Pasan many as 22 people, and the citizens of 30 people were taken in fivevillages in the sample, so that the total number of respondents / informants there were 52 people. Primary datacollection using questionnaire techniques and assisted with the interviews. Data analysis was performed usingdescriptive statistical analysis and the percentage frequency distribution analysis.The result showed that the implementation of the principles of good governance (participation,transparency, responsiveness, fairness, efficiency and effectiveness, akuintabilitas) in the sub-district governmentPasan is still at the level of the medium category, but it is good enough.Based on the results of these studies conclude that implementation of good governance can not berealized optimally by Pasan sub-district government, however, has been quite good.Departing from these studies it is necessary to attempt to improve the implementation of goodgovernance in the sub-district government Pasan by doing several things, among others, namely: to increase thenumber of employees, improving employee competence of human resources, adds to the means and facilities tosupport the implementation of tasks, and increase the commitment of forces to realize good governance inoptimal
