Abstract: Innovation index for monitoring national innovation systems of Russia and the EU. Abstract This article focuses on the innovative aspects of monitoring national innovation system. It is based on previous work the authors “Methodic for monitoring the national innovation system of the Russian Federation and international comparisons of innovation ", but more profoundly affect the investment unit of the system for monitoring the national innovation system. Design and analysis of components of the innovation index showed that the weakest link in the emerging Russian national innovation system, which prevents the transition to an innovation economy type of development is the motivation of the business sector of innovation

Techniques of monitoring NIS of Russian Federation and the international comparisons of innovative activity

Abstract: In this paper the authors calculated national innovation scoreboard of the Russian Federation based on the author's adaptation of innovation scoreboard of national innovation systems of EU countries. The authors have proposed a system of indicators that enables the calculation of penetration of innovations in Russian economy and to make comparisons between countries. The method is based on regular statistics provided by the Russian Statistics Service. The authors have calculated the aggregate index and its dynamics, and a comparison with the countries of the EU27

The paper proposed a number of statistical indicators which reflect the development of innovation systems. Further, on the basis of these indicators was made a cluster analysis and identified clusters with a similar level of development of the innovation system in the region, and then analyzed the industrial structure of the gross regional product of the clusters.
