Circular Public Procurement as a Component of Global Security
One of the types of "green" public procurement has been studied - circular procurement based on the
principles of circular economy. Their purpose is to ensure that the goods or materials from which they are made
are used in the new cycle at the end of their service life. The basic legal models of organization of such purchases
are considered and the conditions under which procurements become circular and contribute to the achievement
of sustainable development goals, namely the availability of special technical specifications, are identified. Special
technical specifications allow the use of goods or materials in the new cycle. Emphasis is placed on the need to
apply a "circular criterion", which requires the continued use of goods or materials. Possible ways of introducing
circular public procurement into the national public procurement system are suggested. The impact of public

The essence of the concept of circular economy was determined. The processes of transition to a circular economy are analyzed, as a result of which three levels are distinguished: efficient use of materials; product life extention; smart production and use of products. The connection between the circular economy and sustainable development was implemented. The main business models of the circular economy are considered: Resources recovery, Sharing platforms, Product life extension, Product as a service, Circular suppliers. Economic justification of recycling in the processing industry
The article outlines the prerequisites for implementing the principles of the circular economy in the activities of enterprises in the processing industry, and defines the peculiarities of the circular economy functioning. The absolute dynamics of environmental pollution were investigated, the average annual rate of increase in the volume of pollution, structural shifts in the use of waste by region, and the environmental friendliness of the products of the processing industry were analyzed. The methods of assessing structural changes make it possible to determine the nature of the changes that occurred within the hierarchy of priorities. On the other hand, methods of scenario analysis changes in the environmental pollution amount per unit of production of the processing industry were applied. The concept of closed ecological and economic cycle development in the processing industry is proposed, which combines modern practical experience of the circular economy implementation and economic and mathematical methods and models, allows to perform a quantitative assessment of the impact of the proposed measures on the environment and to adopt reasoned more balanced decisions. Recommendations for the implementation of the ecological and economic cycle in the processing industry of Ukraine were provided
