    Wind-tunnel Tests of a Hall High-life Wing

    Wind-tunnel tests have been made to find the lift, drag, and center-of-pressure characteristics of a Hall high-lift wing model. The Hall wing is essentially a split-flap airfoil with an internal air passage. Air enters the passage through an opening in the lower surface somewhat back of and parallel to the leading edge, and flows out through an opening made by deflecting the rear portion of the under surface downward as a flap. For ordinary flight conditions the front opening and the rear flap can be closed, providing in effect a conventional airfoil (the Clark Y in this case). The tests were made with various flap settings and with the entrance to the passage both open and closed. The highest lift coefficient found, C(sub L) = 2.08, was obtained with the passage closed

    Welfare Reform and Non-Marital Fertility in the 1990s: Evidence from Birth Records

    The 1996 Personal Responsibility Work Opportunity Reconciliation Act dramatically altered the economic incentive to bear children out-of-wedlock for economically disadvantaged women or couples most likely to avail themselves of welfare programs. We use data from vital statistics and a difference-in-differences research design to investigate whether state and federal welfare reform in the 1990s reduced rates of non-marital childbearing among women aged 19 to 39 at highest risk of welfare use, relative to women at lower risk. We find little consistent evidence for an effect of welfare reform on non-marital childbearing. This finding is similar to the literature that found little or mixed evidence for an effect of AFDC benefits. If anything, federal welfare reform has been associated with a small positive effect of two to three percent for white and black women ages 19 to 39.

    The Xpress Transfer Protocol (XTP): A tutorial (expanded version)

    The Xpress Transfer Protocol (XTP) is a reliable, real-time, light weight transfer layer protocol. Current transport layer protocols such as DoD's Transmission Control Protocol (TCP) and ISO's Transport Protocol (TP) were not designed for the next generation of high speed, interconnected reliable networks such as fiber distributed data interface (FDDI) and the gigabit/second wide area networks. Unlike all previous transport layer protocols, XTP is being designed to be implemented in hardware as a VLSI chip set. By streamlining the protocol, combining the transport and network layers and utilizing the increased speed and parallelization possible with a VLSI implementation, XTP will be able to provide the end-to-end data transmission rates demanded in high speed networks without compromising reliability and functionality. This paper describes the operation of the XTP protocol and in particular, its error, flow and rate control; inter-networking addressing mechanisms; and multicast support features, as defined in the XTP Protocol Definition Revision 3.4

Nitrogen (N) fixation in a white clover/ryegrass mixture was measured in 1,2,3 and 4-year-old organically managed leys during 2000. N fixation varied between 73.7 in 1-year-old leys and 33.5 kg ha-1 in 4-year-old leys. Soil nitrate-N, grass N yield and N content of grass and clover were all lowest in 2-year-old leys and highest in 3-year-old leys. The proportion of clover nitrogen derived from the atmosphere (pNdfa) was significantly lower in 3-year-old leys

    Compressed Transmission of Route Descriptions

    We present two methods to compress the description of a route in a road network, i.e., of a path in a directed graph. The first method represents a path by a sequence of via edges. The subpaths between the via edges have to be unique shortest paths. Instead of via edges also via nodes can be used, though this requires some simple preprocessing. The second method uses contraction hierarchies to replace subpaths of the original path by shortcuts. The two methods can be combined with each other. Also, we propose the application to mobile server based routing: We compute the route on a server which has access to the latest information about congestions for example. Then we transmit the computed route to the car using some mobile radio communication. There, we apply the compression to save costs and transmission time. If the compression works well, we can transmit routes even when the bandwidth is low.
