    A NORTHEAST BORROWER TRAINING PROGRAM: EVOLUTION AND IMPACTS

    A financial training program designed by Cooperative Extension specialists was provided to over 2,000 USDA/FSA borrowers from the Northeast during the period 1994-1999. Key to the success of the workshops was an in-depth, user-friendly curriculum that evolved over time, eventually replacing satellite-feed instruction with pre-taped videos. Cluster analysis classified nearly 70 percent of workshop participants as "Low Finance Priority" or "Low Finance Knowledge." Farmers in these clusters received a relatively greater educational benefit from the program than those not in these clusters.. Impact analysis indicated that perceived annual gain in farm net worth from application of workshop tools ranged from approximately 5,000to5,000 to 10,000.     A PROFITABILITY ANALYSIS OF DAIRY FEEDING SYSTEMS IN THE NORTHEAST

    This study analyzes the use and profitability of three distinct feeding systems; confinement feeding, traditional grazing, and management-intensive grazing from a randomly selected sample of northeastern dairy farms. The confinement feeding farms were significantly larger and produced more milk per cow, while the farms using management-intensive grazing incurred the lowest production costs. Both confinement feeding and management-intensive grazing generated significantly higher rates of return to farm assets relative to farms using a mixed system. Multiple regression analysis confirms the critical importance of herd size, milk production per cow, debt level and veterinary expenses to farm profitability in all production systems.Livestock Production/Industries,

    Expanding Extension\u27s Reach: Partnering With FSA to Meet Educational Goals

    Extension specialists at Penn State and University of Vermont continued their successful expansion of extension clientele to partner with FSA to train new loan officers from 12 states on agricultural production practices, related equipment and marketing challenges. The 3-4 day workshops were designed around a series of visits to farms and ag businesses. A follow-up workshop focused specifically on entrepreneurial innovators. Participant evaluations indicated that visits to ag businesses were the most highly rated activity, followed closely by farm visits. Overall satisfaction was very high, and nearly all participants indicated the training would make them better loan officers

    Dynamic Evolution of Antimicrobial Peptides Underscores Trade-Offs Between Immunity and Ecological Fitness

    This work is licensed under a Creative Commons Attribution 4.0 International License.There is a developing interest in how immune genes may function in other physiological roles, and how traditionally non-immune peptides may, in fact, be active in immune contexts. In the absence of infection, the induction of the immune response is costly, and there are well-characterized trade-offs between immune defense and fitness. The agents behind these fitness costs are less understood. Here we implicate antimicrobial peptides (AMPs) as particularly costly effectors of immunity using an evolutionary framework. We describe the independent loss of AMPs in multiple lineages of Diptera (true flies), tying these observations back to life history. We then focus on the intriguing case of the glycine-rich AMP, Diptericin, and find several instances of loss, pseudogenization, and segregating null alleles. We suggest that Diptericin may be a particularly toxic component of the Dipteran immune response lost in flies either with reduced pathogen pressure or other environmental factors. As Diptericins have recently been described to have neurological roles, these findings parallel a developing interest in AMPs as potentially harmful neuropeptides, and AMPs in other roles beyond immunity

    Lessons for Public Pensions from Utah’s Move to Pension Choice

    This paper explores what happened when the state of Utah moved away from its traditional defined benefit pension. Instead, it offered new hires a choice between a conventional defined contribution plan, versus a hybrid plan option having both a guaranteed benefit component and a defined contribution plan shifting investment risk to employees. We show that some 60 percent of new hires failed to make any active choice and, as a result, they were automatically defaulted into the hybrid plan. Slightly more than half of those who made an active choice elected the hybrid plan. Interestingly, post-reform, employees who failed to actively elect a primary retirement plan were also far less likely to enroll in a supplemental retirement plan, compared to new hires who made an active plan choice. We also find that employees hired following the reforms were more likely to leave public employment, resulting in higher turnover rates than previously. This could reflect a reduction in the desirability of public employment under the new pension design. Our results imply that public pension reformers must consider employee responses, in addition to potential cost savings, when developing and enacting major pension plan changes

    A Preliminary Discussion of the Kinematics of BHB and RR Lyrae Stars near the North Galactic Pole

    The radial velocity dispersion of 67 RR Lyrae variable and blue horizontal branch (BHB) stars that are more than 4 kpc above the galactic plane at the North Galactic Pole is 110 km/sec and shows no trend with Z (the height above the galactic plane). Nine stars with Z < 4 kpc show a smaller velocity dispersion (40 +/-9 km/sec) as is to be expected if they mostly belong to a population with a flatter distribution. Both RR Lyrae stars and BHB stars show evidence of stream motion; the most significant is in fields RR2 and RR3 where 24 stars in the range 4.0 < Z < 11.0 kpc have a mean radial velocity of -59 +/- 16 km/sec. Three halo stars in field RR 2 appear to be part of a moving group with a common radial velocity of -90 km/sec. The streaming phenomenon therefore occurs over a range of spatial scales. The BHB and RR Lyrae stars in our sample both have a similar range of metallicity (-1.2 < [Fe/H] < -2.2). Proper motions of BHB stars in fields SA 57 (NGP) and the Anticenter field (RR 7) (both of which lie close to the meridional plane of the Galaxy) show that the stars that have Z 4 kpc have a Galactic V motion that is < -200 km/sec and which is characteristic of the halo.     Evolution of the Penn State Farm Management Extension Computer Lab

    The computer information processing revolution created an outreach education need to train agricultural producers in the use of computers and software applications. While initial computer workshop training efforts by county agents were frustrated by lack of consistent, portable lab equipment, a joint effort by Pennsylvania Farm Credit and Cooperative Extension led to the successful creation of a highly successful portable computer lab. During 1997-2000, Extension agents conducted 101 workshops for 821 paid participants on topics ranging from basic computer operation to record keeping. Success has led to the development of additional regional labs and agents\u27 specialization in specific computer applications that now reach both farm and non-farm groups
