The impact of the 1996 Summer Olympic Games on employment and wages in Georgia

Using the standard differences-in-differences (DD) technique and a modified DD technique in the slopes, this paper determines that hosting the 1996 Summer Olympic Games boosted employment by 17% in the counties of Georgia affiliated with and close to Olympic activity, relative to employment increases in other counties in Georgia (the rate of growth increased by 0.002 percentage points per quarter). Estimation of a random-growth model confirms a positive impact of the Olympics on employment. In addition, the employment impact is shown not to be merely a "metropolitan statistical area (MSA) effect"; employment in the northern Olympic venue areas was found to increase 11% more post- versus pre-Olympics than it did in other, similar southern MSAs. Optical Communication Link Assessment Utilizing a Modulated Retro-Reflector on Mars

This work proposes the duplexing of an optical free-space (FS) communication link while minimizing the required power and complexity by using a modulated retro-reflector (MRR) within a system that is shown for a Mars orbiter and rover scenario. The MRR is placed on a planets surface while the laser source is on the orbiter to achieve satellite communications with surface locations. The information, which varies from raw sensor data to multimedia files such as videos and other media, can be sent through this communication path. Due to the use of an MRR, an alternative modulating scheme is required to interpret a distorted signal. The arrangement suggested to prove the capabilities of the link is a nested pulse-position modulation (PPM) structure. A link budget was derived to show the link characteristics of this proposed system

The Marin County Livestock Protection Program: 15 Years in Review

Predation by wild carnivores challenges livestock producers worldwide. To reduce or offset losses due to predation, a variety of predator control methods and compensation schemes have been developed. In 2001, Marin County, California, USA replaced its U.S. Department of Agriculture Wildlife Services (WS) cooperative predator damage management program with a county-run program that emphasized nonlethal methods for preventing and controlling coyote (Canis latrans) predation on domestic sheep (Ovis aries). This new Livestock Protection Program (LPP) cost-shared with livestock producers’ efforts to improve fencing, obtain and maintain guard animals, and other such nonlethal methods, and initially it compensated producers for documented losses to predators. In 2006, 5 years into the program, 17 sheep producers were surveyed to compare the former WS program to the LPP with regard to rancher satisfaction and preferences, lethality to predators, livestock losses, uses of nonlethal predator deterrent techniques, and costs. In 2016, 15 years after the program was replaced by a county-administered nonlethal program, we surveyed sheep producers to determine if their perceptions of the program had changed. Although the lack of standardized data collection complicated our evaluation, the number of sheep and lambs produced in Marin County has continued to decline; 5 producers left the sheep business and others who remain graze less acreage with smaller flocks, predation by coyotes remains a high concern to producers, and producers are generally dissatisfied with the Livestock Protection Program. Recommendations include increased programmatic funding for management practices, payments for losses, and seasonal hiring of wildlife specialists during critical times, especially during lambing seasons

Undergraduate Economics Journals: Learning By Doing

Although there are currently only a few undergraduate journals in economics, we expect their numbers to increase substantially in the future because of several developments: 1) research and writing activity is increasing in economics programs, 2) online publication is now more feasible and cost efficient than ever, and 3) students are increasingly aware of their on-line identity and desire to project a positive and professional image. Since increasing use of undergraduate journals might benefit a number of students, including potential article authors, article reviewers, and editors, there is a need to begin to assess the educational benefits of participation in journals. This paper reports results from a survey of reviewers who had reviewed articles for two undergraduate journals, The Park Place Economist and The Undergraduate Economic Review. The reviewers generally agreed that they received a range of benefits from the review process and nearly all agreed that reviewing had been a valuable use of their time. Several of the suggested benefits were positively correlated with measures of participation intensity. Nearly half the respondents thought the benefits would have been greater with more, not fewer, articles to review
