L'élément radicalement nouveau des débats sur Ia concurrence est qu'il neconvient plus d'aborder celle-ci dans une perspective différente selon que l'on se place au niveau international ou au niveau national. Cet article revient, dans les deux premières sections, sur le double dilemme qui découle des croisements théoriques des perspectives nationales et internationales. Tout d'abord, si la concurrence internationale tend à réduire la rigueur concurrentielle nécessaire à l'échelle nationale, comment les marchés internationaux peuvent-ils être et demeurer concurrentiels alors que les marchés nationaux ne le sont pas ? Ensuite, comment établir des règles de concurrence lorsque les pratiques anticoncurrentielles échappent de plus en plus aux lois nationales et que les gouvernements sont eux-mêmes engagés dans des stratèges compétitives souvent irréconciliables avec le contrôle des pratiques anticoncurrentielles ? Cette discussion débouche sur un problème institutionnel ; celui de l'émergence de règles et d'institutions adaptées au contrôle des pratiques des acteurs au sein d'une économie mondiale. La troisième section aborde le dilemme politique de la coopération interna-tionale en matière de concurrence : comment simultanément favoriser et réglementer la concurrence, tirer avantage de la globalisation des marchés et préserver la souveraineté des ÉtatsThe most radical new elements in the debates on competition is that it is no longer possible, nor any longer relevant, to distinguish between national and international competition. The first two sections of this article discuss a double dilemma emerging from the theoretical interlinkages of national and international competition. First, if international competition tends to reduce the necessary safeguards against anticompetitive practices at the national level, how can international markets be competitive if national markets are not ? Second, how can competition rules be established at the international level when corporate practices escape national competition laws and as government engage in strateges that are often contradictory with the control of anticompetitive practices ? This discussion leads to the recognition of an institutional vacuum concerning competition in the context of a global economy. The third section ofthe article addresses the underlying political dilemma facing international cooperation : how to simultaneously foster competition, take davantage of globalisation and preserve national sovereignty
