    Bridge railing systems in the United States have historically beers designed based on static load criteria given in the American Association of State Highway and Transportation 0fficials (AASHTO) Standard Specifications for Highway Bridges. In the past decade, full-scale vehicle crash testing has been recognized as a more appropriate and reliable method of evaluating bridge railing acceptability. In 1993, the National Cooperative Highway Research Program published Report 350, Recommended Procedures for the Saftey Performance Evaluation of Highway Features, which provides new criteria for evaluating longitudinal barriers. Based on these specifications, a cooperative research program is continuing between the USDA Forest Service, Forest Products Laboratory, the Midwest Roadside Saftety Facility of the University of Nebraska- Lincoln; and the Federal Highway Administration to develop and crash test bridge railings for wood bridge decks. This paper describes research that resulted in the successful development and testing of several bridge railings for longitudinal and transverse wood decks in accordance with NCHRP Report 350 requirements

    Designing a socio-normative intervention to reduce anemia in Odisha India: A formative research protocol [version 1; referees: 2 approved]

    Background: More than half of women of reproductive age in India are anemic. Anemia is associated with increased risk of preterm delivery, higher maternal mortality and contributes to fatigue, which affects women’s work productivity. The World Health Organization (WHO) recommends daily oral iron and folic acid (IFA) supplements during pregnancy and weekly supplements for women of reproductive age. Government programs and global donors have distributed and promoted IFA supplements in India for over four decades. However, initial intake and compliance remain inadequate. Objectives: This protocol describes the formative research phase of a larger study, which will test, through a randomized controlled trial, the hypothesis that a social norms-based behavioral intervention in Odisha, India will improve uptake of IFA supplements and reduce anemia among reproductive age women as compared to usual care. The focus of this paper is on the formative research required to develop a sound intervention. We will examine socio-normative barriers to and facilitators of IFA supplement uptake. Methods and analysis: Based on the Theory of Normative Social Behavior, we will adopt a mixed-method, multilevel approach. We will collect data using focus groups, in-depth interviews, observations, Rapid Participatory Ethnographic Evaluation and Research (PEER) techniques, and perceptual mapping methods. Our sample includes reproductive age women (pregnant and not pregnant), their husbands, their mothers/in law and key stakeholders. After analyzing the results, we will hold a convening in India to collaboratively design the intervention. Following the intervention design, we will test components of the intervention, gather user feedback and tweak as necessary. Additionally, to improve adoption and sustainability of the intervention, we will conduct policy dialogue with stakeholders throughout the formative research.     Background: Economic and gender inequalities are important determinants of anemia in low and middle income countries. Gender dimensions of food security contribute to the undernutrition among women. More than half of women of reproductive age in India are anemic. Anemia causes increased risk of preterm delivery, higher maternal mortality and contributes to fatigue, which influences women’s work productivity. The World Health Organization (WHO) recommends daily oral iron and folic acid (IFA) supplements during pregnancy and weekly supplements for women of reproductive age. Despite the efforts of government programs and global donors to reduce anemia in India, both initial uptake and compliance of IFA remain inadequate. Innovative, multi-level, theory-based methods are urgently needed to address the problem. Objective: This study will design and test the hypothesis that a social norms-based intervention in Odisha, India will promote changes in social norms, knowledge, attitudes, and behaviors of women of reproductive age and pregnant women. Methods and Analysis: Based on the Theory of Normative Social Behavior (TNSB), we will use a mixed-method approach that uses both qualitative and quantitative techniques. For our formative research, focus group discussions, in depth interviews, observations, and perceptual mapping techniques will be adopted. Our study sample will include reproductive age women (both pregnant and not pregnant), their husbands, their mothers/in-laws, women’s self-help group leaders, local health officials, and health care providers. The formative research will examine the barriers, facilitators, attitudes and availability of IFA supplements. After analyzing the results, we will hold a convening in India with stakeholders, participants, interventionists, and researchers to collaboratively design the intervention. Following the intervention design, we will test various components of the intervention, gather user feedback and make edits as necessary.     When the frame fits the social picture:The effects of framed social norm messages on healthy and unhealthy food consumption

    We investigated the influence of framed norm messages about food consumption on motivation to consume, and actual consumption of, healthy and unhealthy foods. We proposed that the effects of positive and negative message frames would vary by the type of underlying norms (i.e., injunctive, descriptive). More specifically, based on information processing theories, it was expected that injunctive norms would be more effective when framed negatively compared with positively, while the opposite was expected for descriptive norms. In both experiments, participants were randomly assigned to one of four framed social norm conditions or a no-norm control condition. In experiment 1, motivation to consume healthy and unhealthy foods was assessed by means of both indirect and self-report measures. In experiment 2, actual food consumption was assessed. In both experiments, the predicted interaction was found. Results show that injunctive norms benefit from a negative (vs. Positive) frame, while preliminary evidence suggests the opposite for descriptive norms

    Plans for Crash-Tested Bridge Railings for Longitudinal Wood Decks

    In the past decade, bridge railing design criteria have moved away from static-load design and have focused on full-scale crash testing as a more appropriate and reliable means of evaluating bridge railings. The five bridge railing plans presented reflect the results of a cooperative research project between the Midwest Roadside Safety Facility, University of Nebraska-Lincoln; the USDA Forest Service, Forest Products Laboraotry; and the Federal Highway Administration. The project objective was to develop and crash test bridge railings and approach railing transitions for longitudinal wood bridge decks. The bridge railings were completed in accordance with AASHTO Performance Levell, Performance Level 2, and NCHRP Report 350 Test Level 4 (TL-4). Approach railings were tested or adapted from previous testing in accordance with NCHRP Report 230. Full drawing sets are provided in customary U.S. and SI units of measure. The testing procedures, results, and drawings have been approved by the Federal Highway Administration Federal-Aid and Design Office for use on Federal-aid highway projects

    Alcohol brand use of youth-appealing advertising and consumption by youth and adults

    Background: Youth exposure to alcohol marketing has been shown to be an important contributor to the problem of underage drinking in the U.S. More work is needed on identifying and minimizing content with particular appeal to youth. Design and Methods: We tested the association between the youth-appeal of marketing content of televised alcohol advertisements and the brand-specific alcohol consumption of both underage youth and adults. We used existing data from three sources: a brand-specific alcohol consumption survey among underage youth (N=1032), a brand-specific alcohol consumption survey among adults (N ~13,000), and an analysis of content appealing to youth (CAY) in a sample of televised alcohol advertisements (n=96) aired during the youth survey. The association between CAY scores for the 96 alcohol ads and youth (age 13-20) versus adult (age 21+) consumption of those ads’ brands was tested through bivariate and multivariate models. Results: Brand CAY scores were (a) positively associated with brand-specific youth consumption after controlling for adult brand consumption; (b) positively associated with a ratio of youth-toadult brand-specific consumption; and (c) not associated with adult brand consumption. Conclusions: Alcohol brands with youth-appealing advertising are consumed more often by youth than adults, indicating that these ads may be more persuasive to relatively younger audiences, and that youth are not simply mirroring adult consumption patterns in their choice of brands. Future research should consider the content of alcohol advertising when testing marketing effects on youth drinking, and surveillance efforts might focus on brands popular among youth

    As part of a continuing cooperative research between the Midwest Roadside Safety Facility (MwRSF); the USDA Forest Service, Forest Products Laboratory (FPL); and the Federal Highway Administration (FHWA), several crashworthy wood bridge railings and approach railing transitions have been adapted for use on concrete bridge decks. These railings meet testing and evaluation criteria outlined in National Cooperative Research Program (NCHRP) Report 350, Recommended Procedures for the Safety Performance Evaluation of Highway Features, and include a glued-laminated timber (glulam) rail, with and without a curb, at Test Level- 2 (TL-2), a glulam rail with curb at TL-4, and a glulam curb rail for low-volume roads at TL-1. In adapting the railings from a wood deck to a concrete deck, the critical consideration was railing attachment to the deck. A comparable connection was obtained by an analysis of maximum loads measured by field instrumentation during crash testing or by equating the ultimate capacity of connections used on the wood deck to those required for a concrete deck. For the convenience of the user, full drawing sets are provided in customary U.S. and S.I. units
