On the Marginal Value of a Fish: Some Evidence from a Steelhead Fishery

Policymakers and other interested parties frequently request information on the recreational value of a fish. Although fishing valuation studies date back at least 25 years, most studies focus on the average value of a fish. If the purpose of such estimates is to measure the value of incremental changes in fish numbers, then use of average estimates may lead to an incorrect policy decisions. The objective of this analysis is to estimate the marginal value of a steelhead trout in a recreational fishery on the John Day River of Oregon. The study uses contingent valuation procedures to elicit willingness to pay estimates for improvements in fish numbers and success rates. For the anglers in this survey, the value of an additional steelhead is $6.65 under current catch conditions. This value is much lower than values currently used in public debates in the Pacific Northwest, but similar to some marginal values reported in the recent literature. ISSUES IN NONMARKET VALUATION AND POLICY APPLICATION: A RETROSPECTIVE GLANCE

While issues in estimating nonmarket values continue to cause concern, resource economists have more reason now than ever before to be optimistic. More progress toward improved measurement has been made in the past six years than in the previous quarter century since development of the contingent valuation and travel cost methods. The new challenge is to learn how to adjust past studies to estimate nonmarket values for future policy analysis. The process involves developing an understanding of the important variables that explain the observed difference in estimates. AFM imaging and plasmonic detection of organic thin-films deposited on nanoantenna arrays

In this study, atomic force microscopy (AFM) imaging has been used to reveal the preferential deposition of organic thin-films on patterned nanoantenna array surfaces - identifying the localised formation of both monolayer and multilayer films of octadecanethiol (ODT) molecules, depending on the concentration of the solutions used. Reliable identification of this selective deposition process has been demonstrated for the first time, to our knowledge. Organic thin-films, in particular films of ODT molecules, were deposited on plasmonic resonator surfaces through a chemi-sorption process - using different solution concentrations and immersion times. The nanoantennas based on gold asymmetric-split ring resonator (A-SRR) geometries were fabricated on zinc selenide (ZnSe) substrates using electron-beam lithography and the lift-off technique. Use of the plasmonic resonant-coupling technique has enabled the detection of ODT molecules deposited from a dilute, micromolar (1 M) solution concentration - with attomole sensitivity of deposited material per A-SRR – a value that is three orders of magnitude lower in concentration than previously reported. Additionally, on resonance, the amplitude of the molecular vibrational resonance peaks is typically an order of magnitude larger than that for the non-resonant coupling. Fourier-transform infrared (FTIR) spectroscopy shows molecule specific spectral responses – with magnitudes corresponding to the different film thicknesses deposited on the resonator surfaces.
