Is the worst over? Economic indexes and the course of the recession in New York and New Jersey
The New York-New Jersey region entered a pronounced downturn in 2008, but the pace of decline eased considerably in spring 2009 and then leveled off in July, according to three key Federal Reserve Bank of New York economic indexes. These developments, in conjunction with a growing consensus that the national economy is headed for recovery, suggest that the worst may be over for the region's economy. In addition to being economic regulators, most state utility commissions are vested with an obligation to protect the environment. The authors explore the various forms of this authority, and conclude that they preclude some commissions, but require most public utility commissions to make decisions with environmental costs in mind

Understanding Public Preferences for Development of a Heritage Tourism Corridor: A Choice Experiment Approach
Development and management of heritage tourism attractions pose several challenges, such as conserving heritage under limited financial resources. Heritage sites or attractions often include numerous attributes (e.g., education, guided tours) that can be provided at various levels. However, the financial constraints of heritage tourism sites inhibit the ability to implement every preference of visitors and potential visitors. The purpose of this study is to identify and compare the preferences of visitors and non-visitors for the improvement of management programs and services of the South Carolina National Heritage Corridor using a choice experiment (CE). Users and non-users indicated some different preferences for the development options. As agencies seek to develop programs and services that will increase total visitation, both groups are important to assess to satisfy current visitors so they will be repeat visitors, as well as implement programs and services that offer the best opportunity to convert non-visitors to visitors
Exploring the Experiences of Runners with Visual Impairments and Sighted Guides
: Running is a popular sport, and, with simple modifications, it can be accessible for individuals with visual impairments, particularly with a sighted running guide. The purpose of this study is to examine the experiences of runners with visual impairments and sighted running guides. Adopting a descriptive qualitative approach to guide data collection analysis and interpretation, seven runners with visual impairments and four sighted running guides were recruited and interviewed. The analysis identified four major themes: (1) benefits, (2) barriers, (3) advocacy, and (4) communication. The identified themes illustrate the influence of participation in running on the health and relationships of the runners with visual impairments, the barriers that exist to participation, and the advocacy and communication needed to overcome those barriers
The Spectral Types of White Dwarfs in Messier 4
We present the spectra of 24 white dwarfs in the direction of the globular
cluster Messier 4 obtained with the Keck/LRIS and Gemini/GMOS spectrographs.
Determining the spectral types of the stars in this sample, we find 24 type DA
and 0 type DB (i.e., atmospheres dominated by hydrogen and helium
respectively). Assuming the ratio of DA/DB observed in the field with effective
temperature between 15,000 - 25,000 K, i.e., 4.2:1, holds for the cluster
environment, the chance of finding no DBs in our sample due simply to
statistical fluctuations is only 6 X 10^(-3). The spectral types of the ~100
white dwarfs previously identified in open clusters indicate that DB formation
is strongly suppressed in that environment. Furthermore, all the ~10 white
dwarfs previously identified in other globular clusters are exclusively type
DA. In the context of these two facts, this finding suggests that DB formation
is suppressed in the cluster environment in general. Though no satisfactory
