    The discovery of the law is according Sudikno Mertokusumo , typically defined as the process of law-making by a judge or other officer law officer who was given the task of implementing the law or apply the common law rule against concrete legal events . But especially those in the criminal case judges in Indonesia are faced with a dilemma where on the one hand he had to perform legal discovery , but on the other hand he was blasted by a tight principle of legality that does not allow any punishment unless there is a law that regulates the actions that can be convicted . The purpose of this study , to determine the legal discovery in criminal cases based on Law No. 48 Year 2009 on Judicial Power , and to determine the barriers to discovery of the law by a judge in a criminal case based on Law No. 48 Year 2009 concerning Judicial Authority .This type of research is a normative legal research or can be referred to as the doctrinal legal research . The discovery of the law in criminal cases based on Law No. 48 Year 2009 concerning Judicial Authority , still has some issues ,one of which is the discovery of this law does not have a standard or special rules , such as law , legal discovery despite having some of the methods proposed by the legal experts , and the judges , but for its use is left entirely to the judge overseeing the case , the lack of legal discovery in criminal cases is still espoused understand the principle of legality set forth in Article 1 paragraph (1) Indonesian Criminal Code Plus after the Constitutional Court ruled in its decision No. 003 / PUU - IV / 2006 on July 25, 2006 which has been decided to remove the use tort understand the material in a positive sense . Efforts to overcome the weaknesses or shortcomings of this is to make a clear and unequivocal rule of the ability of judges to perform legal discovery , especially in criminal cases in Indonesia , and there are clear rules regarding the methods of the invention legitimate law and recognized by the laws of Indonesia . Soon the passing of the Bill Indonesian Criminal Code , to make it clear that in addition to the written law / legislation , there is also customary law recognized certain in the Draft Bill and the judges do not hesitate to dig , and find a sense of justice that live in society

    Effects of Prior Acute Exercise on Circulating Cytokine Concentration Responses to a High-fat Meal

    High-fat meal consumption alters the circulating cytokine profile and contributes to cardiometabolic diseases. A prior bout of exercise can ameliorate the triglyceride response to a high-fat meal, but the interactive effects of exercise and high-fat meals on cytokines that mediate cardiometabolic risk are not fully understood. We investigated the effects of prior exercise on the responses of circulating tumor necrosis factor-a (TNF-a), interleukin-6 (IL-6), IL-8, leptin, retinol-binding protein 4 (RBP4), vascular endothelial growth factor (VEGF), basic fibroblast growth factor (bFGF), placental growth factor (PlGF), and soluble fms-like tyrosine kinase-1 (sFlt-1) to a high-fat meal. Ten healthy men were studied before and 4 h after ingestion of a high-fat meal either with or without ~50 min of endurance exercise at 70% of VO2 max on the preceding day. In response to the high-fat meal, lower leptin and higher VEGF, bFGF, IL-6, and IL-8 concentrations were evident (P \u3c 0.05 for all). There was no effect of the high-fat meal on PlGF, TNF-a, or RBP4 concentrations. We found lower leptin concentrations with prior exercise (P \u3c 0.05) and interactive effects of prior exercise and the high-fat meal on sFlt-1 (P \u3c 0.05). The high-fat meal increased IL-6 by 59% without prior exercise and 218% with prior exercise (P \u3c 0.05). In conclusion, a prior bout of endurance exercise does not affect all high-fat mealā€“induced changes in circulating cytokines, but does affect fasting or postprandial concentrations of IL-6, leptin, and sFlt-1. These data may reflect a salutary effect of prior exercise on metabolic responses to a high-fat meal

    The objectives of this research are to know how much cost needed for the use of new heavy equipment and old heavy equipment at project Pematang Reba ā€“ Siberida (B) Street Reconstruction. The pavement depth planning uses component analysis from Bina Marga Method for aggregate base course and method developed by NAASRA (National Association of Australian State Road Authorities) for concrete base course. Data needed for the analysis consist of work volume details, unit cost list, unit cost analysis, equipment replacement analysis and construction drawing. Cost analysis result shows that use new heavy equiptment need Rp.8,360,450,248 and old heavy equipment need Rp.13,522,647,465 with cost saving percentage 38.17% for old heavy equipment cost

    The low yield of sweet potato tubers often associated with low soil organic fertilizer content. This research was conducted in Desa Namo Gajah, Medan Tuntungan with altitude Ā± 25 meters above sea level began from Mei up to October 2015. The research was arranged with non factorial randomized block design with P0 (Control), P1 (manure of cattle (7.5 tons/ha), P2 (manure of cattle (15 tons/ha), P3 (manure of cattle (22.5 tons/ha), P4 (empty fruit bunches composts (7.5 tons/ha), P5 (empty fruit bunches composts (15 tons/ha), P6 (empty fruit bunches composts (22.5 tons/ha), P7 (rice straw composts (7.5 tons/ha), P8 (rice straw composts (15 tons/ha) and P9 (rice straw compost (22.5 tons/ha). Parameter observed were length of plants, length of tuber per sample, the number of tubers per sample, the weight of plant biomass per sample, the average weight of tubers, and harvest index. The results showed that the number of tuber per sample, weight of tuber per sample, the average weight of tuber per sample, and harvest index were significantly effected by organic fertilizer. P3 (manure of cattle (22.5 ton/ha) produces the highest number of tubers that was 1.17 tuber, weight of tuber heaviest was 450.23 grams, the average weight of tuber was 388.88 grams and the haviest harvest index was 0.34

    The purpose of this study is to explore the influence of the external pressure, environmental uncertainty, management commitment and government internal control system to the application management financial transparency reporting at the offices in Indragiri Hulu Distict. The samples were determined based on purposive sampling technique. The respondents involved to be the sample of this study consisted of subsections head of finance, treasurer finance and financial staff working at any agencies around the SKPD office in Indragiri Hulu regency (87 respondents), where the data was collected through questionnaires distributed. The analysis is based on respondents' answers were obtained through questionnaires distributed by the researchers. Mechanical analysis using multiple linear regression analysis with SPSS. The results of this study indicated that the exsternal pressure, environmental uncertainty, management commitment, internal control system significantly affect the transparency of financial reporting. The magnitude of the effect (R2) of the external pressure, commitment of management and government internal control system to the application management financial transparency reporting was 76,6 %, While the remaining 23,4 % is influenced by other variables outside

    Synteny mapping between common bean and soybean reveals extensive blocks of shared loci

    <p>Abstract</p> <p>Background</p> <p>Understanding syntentic relationship between two species is critical to assessing the potential for comparative genomic analysis. Common bean (<it>Phaseolus vulgaris </it>L.) and soybean (<it>Glycine max </it>L.), the two most important members of the Phaseoleae legumes, appear to have a diploid and polyploidy recent past, respectively. Determining the syntentic relationship between these two species will allow researchers to leverage not only genomic resources but also genetic data for important agronomic traits to improve both of these species.</p> <p>Results</p> <p>Genetically-positioned transcript loci of common bean were mapped relative to the recent soybean 1.01 pseudochromosome assembly. In nearly every case, each common bean locus mapped to two loci in soybean, a result consistent with the duplicate polyploidy history of soybean. Blocks of synteny averaging 32 cM in common bean and 4.9 Mb in soybean were observed for all 11 common bean linkage groups, and these blocks mapped to all 20 soybean pseudochromosomes. The median physical-to-genetic distance ratio in common bean (based on soybean physical distances) was ~120 kb/cM. ~15,000 common bean sequences (primarily EST contigs and EST singletons) were electronically positioned onto the common bean map using the shared syntentic blocks as references points.</p> <p>Conclusion</p> <p>The collected evidence from this mapping strongly supports the duplicate history of soybean. It further provides evidence that the soybean genome was fractionated and reassembled at some point following the duplication event. These well mapped syntentic relationships between common bean and soybean will enable researchers to target specific genomic regions to discover genes or loci that affect phenotypic expression in both species.</p

    Analysis on Worker Productivity at SKPD B6 Office Building Construction Project in Kelurahan Sail Kecamatan Tenayan Raya Pekanbaru

    Worker productivity greatly impacts the success of construction projects. Therefore, it is imperative to perform analysis on the determination of worker productivity. The worker productivity on the column, beam, and floor slab rebar detailing, formwork, and concrete casting process were observed directly on the field. The field observations were intended to measure the time required to complete a specified amount of tasks, so the necessary amount of work hours per day to finish the entire work could be determined. The time values obtained from the observations were then processed to determine the productivity coefficient of workers for each tasks. Based on the analysis results, the productivity coefficient for column rebar detailing task was 0.035 for worker, 0.015 for rebar detailer, and 0.005 for supervisor. For column formwork task, the productivity coefficient was 0.083 for worker, 0.125 for carpenter, and 0.042 for supervisor. For column concrete casting task, the productivity coefficient was 0.194 for worker, 0.097 for skilled worker, and 0.097 for supervisor. For beam rebar detailing task, the productivity coefficient was 0.065 for worker, 0.043 for rebar detailer, and 0.011 for supervisor. For beam formwork task, the productivity coefficient was 0.127 for worker, 0.085 for carpenter, and 0.042 for supervisor. For beam concrete casting task, the productivity coefficient was 2.268 for worker, 0.567 for skilled worker, and 0.567 for supervisor. For floor slab rebar detailing task, the productivity coefficient was 0.020 for worker, 0.020 for rebar detailer, and 0.005 for supervisor. For floor slab formwork task, the productivity coefficient was 0.521 for worker, 0.347 for carpenter, and 0.174 for supervisor.     THE EFFECT OF LIME ((Citrus aurantifolia S.) JUICE LEVELS ON THE ORGANOLEPTIC QUALITY OF GOAT MEAT SATAY. The aim of this research is to know the effect of lime juice levels on the organoleptic quality of goat meat satay.Ā  Material used on this research were the whole thigh of goat (silver side part, outside part, outside flat part, eye round part) and limes. Randomized completely design (RCD) was used on this research with five treatments as follow: R0=600 gram dice cut meat (without lime), R1=600 gram dice cut meat (marinated in 5 mL lime juice for 30 minutes, R2=600 gram dice cut meat (marinated in 10 mL lime juice for 30 minutes, R3=600 gram dice cut meat (marinated in 15 mL lime juice for 30 minutes, and R4=600 gram dice cut meat (marinated in 20 mL lime juice for 30 minutes, and there were 35 repetitions (panelists) each treatment. Measurements taken were color, odor, taste, and tenderness of the goat meat satay. It was found on this research that, there were significant effects of treatment (lime juice) (P<0,05) on color, odor, tenderness, and taste of goat meat satay.Ā  It was concluded on this research that the preference levelĀ (Organoleptic quality) of lime juice on goat meat satay was 20 mL.Keywords: Goat meat, lime, satay, organoleptic qualit

    In 2011 around 31.05 million of Indonesian children dropped out from the school and most of them were living in small and isolated island. Pahawang island located in Pesawaran District is one of islands in Lampung province that has a low level of education. Therefore we\u27ve initiative to built a reading house Rubah (Rumah Baca Harapan). The aims of this program were to collect both new and old books, create foster-sister program, youth and student empowerment, and create an ideal learning and education model in island. This program may able to be a model of non-formal education around islands of Indonesian archipelago
