    Haida Nation and Taku River: A Commentary On Aboriginal Consultation and Reconciliation

    On November 18, 2004 the Supreme Court of Canada ( the Court ) released its two landmark decisions on aboriginal consultation. Haida Nation v. British Columbia (Minister of Forests) and Weyerhaeuser Company Limited, and Taku River Tlingit First Nation v. British Columbia (Project Assessment Director), together, provide the most significant discussion to date by the Court on Aboriginal consultation. The main issue before the Court was very narrow: did the governments have an obligation to consult Aboriginal peoples over government authorized activities in instances where the Aboriginal rights were unknown, uncertain, or in dispute, and if so the extent of that obligation. The Supreme Court of Canada concluded that where the Crown, federal or provincial, has “knowledge, real or constructive,” of the potential existence of an Aboriginal right, title or a treaty right, and contemplates conduct that might adversely affect that right or title, the honour of the Crown requires the Crown to consult and in some circumstances accommodate that interest.     This research discusses: first, the tendency of judges to impose imprisonment without considering any additional criminals in the form of counseling as a criminal sanction in KDRT (domestic violence); second, effective applicable policies in the implementation of Criminal Counseling. This research used normative approach with empirical data. The method of data collection was interview to judges to obtain primary data. The finding of this research shows: first, based on the existing facts, judges have never implemented any additional criminal in the form of counseling because it has not been well-known in court; there has not been any prosecution using Article 50 of UU PKDRT; the institution for counseling has not been established yet. Second, in the implementation of additional criminal counseling, efficient applicable policies in the future should refer to the idea of double track system, by optimizing both types of sanctions in a proportional manner (criminal sanctions and measures). Revision for stipulation in Article 50 point b is needed, so that it is more understandable and can soon be implemented by judges. In addition, the arrangement of standard operating procedure is needed for the implementation, supervision, and report of counseling process for the subject of domestic violence

    Parity Early Stage of Marriage with Incidence of Postpartum Depression

    Postpartum depression is a condition that may be experienced by women. If it is not addressed properly, it will have a negative impact. Determine the correlation between parity and the early stage of the marriage with the incidence of postpartum depression. This research used analytic observational method with cross sectional approach. The population in this research was postpartum mothers in Maternal Hospital Leonisa. The sampling was done using purposive sampling technique. The data analysis was done with univariate and bivariate analysis using Chi-square.The correlation between parity and the incidence of postpartum depression obtains the result of x2 count of 22.864 and p value of 0.000 with df2 and the significance level of (α) at 5% (0.05) x table at 5.591. Therefore, Ho is rejected and Ha is accepted. The correlation between the early stage of the marriage variable with the incidence of postpartum depression obtains a result of x2 count of 12.965 and p value of 0.000 with df 1, the significance level at 5% (0.05), x table at 3.481, therefore, Ho is rejected and Ha is accepted.     Rokan Hulu regency consists of 16 districts and 157 villages / wards, from the District 16 is 1 sub-district which is very minimal in meeting the electricity needs of the District of North Tambusai. To meet the demand for electricity in addition to coming from PLN, the public use of diesel engines, generators, and kerosene. To meet the needs of electricity evenly local governments can not be done in full because of the limited authority of the regions in the provision and management of electricity. However, local governments are still trying to supply power to all villages with cooperation SOEs namely PLN and the private sector in providing rural electricity. These efforts are supported by the development of road infrastructure of local governments as access to entire villages that have not been electricity. This study aims to determine the role of local government\u27s role in meeting the Rokan Hulu electrical equalization and constraints of local government\u27s role in meeting the Rokan Hulu kebtuhan electrical equalization. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Based on the results of this study concluded that the electricity problems that occurred in the district of North Tambusai has not been resolved to the fullest. The role of government in meeting the electricity needs of the community in the District Tambusai new North evident from developments in the electricity grid and already there are 2 villages that have electricity from PLN, aid ginset from the government for each village, development cooperation power biogas (PLTBg), and the form bring in new investors to manage and develop the electric power biogas derived from palm oil that is still not a clear sign of the start of construction

    : Sexual abuse occurring on the early-aged student of Jakarta International School made us realize on the importance of developing sex education materials for early-aged child. This study was aimed to find a model and material for sex education for early-aged children of gender perspective. The data source was the teachers of kindergartens. The steps of the study was identifying sexual abuse on the early-aged children; identifying needs, potentials, sex education of early-aged children of gender perspective; conducting FGD workshop model. The model and material were validated by involving psychologists and education experts. The findings showed that the material of sex education for earlyaged children covered the themes: (1) My body and I; (2) My Clothes and I; (3) Family and My Surrounding; and (4) The Way to Care and Preserve Body. The intructional model used the role play technique. The developed product validated by experts belonged to the good category covering the cognitive, affective, and psychomotoric domains

The aim of this research is to know the implementation of Field Experience Program (PPL) of early childhood education study program faculty of teacher training and education Riau university academic year 2014/2015. The subject of this research is the students of early childhood education study program faculty of teacher training and education Riau university academic year 2014/2015consisting of 42 Students. In accordance with qualitative research approach then in this research data collection techniques used are interviews, observation and documentation. While the data analysis technique used is qualitative analysis according to Miles and Huberman (Sugiono, 2011) has 3 stages namely 1) data reduction, 2) presentation of data, 3) draw conclusions and verification. In this study, researchers seek an extension of participation and keajegan to gain confidence and establish intimacy with the speakers. Researchers also use triangulation method by digging information using different methods, namely matching the data obtained through interviews, observation, and documentation. The results of this study indicate that the implementation of field experience program (PPL) students study program of teachers PAUD FKIP University of Riau in doing done gradually starting from observation, teaching exercises, to making reports PPL results. Implementation of PPL is guided by teachers pamong, lecturers PPL supervisor and head of the school where the PPL. Overall the implementation of PPL runs smoothly although there are some activities both at the observation stage, teaching exercises and at the reporting stage that is not in accordance with the guidance of PPL FKIP University of Riau implementation related to PPL students, teachers, lecturers and PPL from PPL schools
