    Europeanization and French policy in East Asia, 1988-2002.

    This thesis is about French foreign policy and how it has been constrained or enabled by the European Union (EU). It applies "Europeanization" theory to French policy in East Asia, testing the extent to which three dimensions of the Europeanization process (policy convergence, national projection and identity reconstruction) are evident and mutually compatible. The extent to which EU membership and the Common Foreign and Security Policy (CFSP) make a difference to French policy and vice versa, is evaluated over the period covering the second term of President Francois Mitterrand (1988-95) and the first term of President Jacques Chirac (1995-2002). France is a core country in the European Union and has taken part in European foreign policy (EFP) projects since the founding of European Political Cooperation in 1973. At the same time, its foreign policy is distinguished by a tradition of national independence and power projection. This thesis studies the interaction of French national policy with collective European foreign policy (EFP), and French interaction with the preferences, statements and actions of the Commission, the Council, the Member States and the European Parliament concerning East Asia. Most studies argue that if there is any "Europeanization" taking place, it is limited only to the bottom-up national projection variant that seeks to amplify French policies as "European", ie. to "Gallicise" European foreign policy. This study examines the record of French and EU interactions with China, Japan and Vietnam in the areas of economic exchanges, political-security relations and human rights to establish if there has been a trend of converging "European" policies and collective European conceptions of interest and identity. It concludes that the utility and impact of EU institutions and the CFSP on French foreign policy behaviour is more significant than is commonly imagined or admitted, and that the foreign policies of EU member states tend over the long term towards convergence

    A comparative study of disorders of gut–brain interaction in Western Europe and Asia based on the Rome foundation global epidemiology study

The aim was to compare the prevalence of DGBI in Asia and Western Europe. Methods We used data collected in a population-based Internet survey, the Rome Foundation Global Epidemiology Study, from countries in Western Europe (Belgium, France, Germany, Netherlands, Italy, Spain, Sweden, and the United Kingdom) and Asia (China, Japan, South Korea, and Singapore). We assessed DGBI diagnoses (Rome IV Adult Diagnostic Questionnaire), anxiety/depression (Patient Health Questionnaire-4, PHQ-4), non-GI somatic symptoms (PHQ-12), and access to and personal costs of doctor visits. Results The study included 9487 subjects in Asia and 16,314 in Western Europe. Overall, 38.0% had at least one DGBI; younger age, female sex, and higher scores on PHQ4 and PHQ12 were all associated with DGBI. The prevalence of having at least one DGBI was higher in Western Europe than in Asia (39.1% vs 36.1%, OR 1.14 [95% CI 1.08–1.20]). This difference was also observed for DGBI by anatomical regions, most prominently esophageal DGBI (OR 1.67 [1.48–1.88]). After adjustment, the difference in DGBI prevalence diminished and psychological (PHQ-4) and non-GI somatic symptoms (PHQ-12) had the greatest effect on the odds ratio estimates. Conclusion The prevalence of DGBI is generally higher in Western Europe compared to Asia. A considerable portion of the observed difference in prevalence rates seems to be explained by more severe psychological and non-GI somatic symptoms in Western Europe

    Improving Signal and Photobleaching Characteristics of Temporal Focusing Microscopy with the Increase in Pulse Repetition Rate

    Wide-field temporal focused (WF-TeFo) two-photon microscopy allows for the simultaneous imaging of a large planar area, with a potential order of magnitude enhancement in the speed of volumetric imaging. To date, low repetition rate laser sources with over half a millijoule per pulse have been required in order to provide the high peak power densities for effective two-photon excitation over the large area. However, this configuration suffers from reduced signal intensity due to the low repetition rate, saturation effects due to increased excitation fluences, as well as faster photobleaching of the fluorescence probe. In contrast, with the recent advent of high repetition rate, high pulse energy laser systems could potentially provide the advantages of high repetition rate systems that are seen in traditional two-photon microscopes, while minimizing the negatives of high fluences in WF-TeFo setups to date. Here, we use a 100 microjoule/high repetition rate (50-100 kHz) laser system to investigate the performance of a WF-TeFo two-photon microscope. While using micro-beads as a sample, we demonstrate a proportionate increase in signal intensity with repetition rate, at no added cost in photobleaching. By decreasing pulse intensity, via a corresponding increase in repetition rate to maintain fluorescence signal intensity, we find that the photobleaching rate is reduced by ~98.4%. We then image live C. elegans at a high repetition rate for 25 min. as a proof-of-principle. Lastly, we identify the steady state temperature increase as the limiting process in further increasing the repetition rate, and we estimate that repetition rate in the range between 0.5 and 5 MHz is ideal for live imaging with a simple theoretical model. With new generation low-cost fiber laser systems offering high pulse energy/high repetition rates in what is essentially a turn-key solution, we anticipate increased adoption of this microscopy technique by the neuroscience community

    Ethnic Diversity in the Recruitment of Diplomats: Why MFAs Take the Issue Seriously

    Diversity and its management have become an issue in all organisations. Ministries of foreign affairs (MFAs) do not escape the issue. In the 2000s, states decided to consider more ethnic diversity in the recruitment of their diplomats. In some countries, this new goal requires affirmative action programs. This article is based on three case studies. The first case study analyses two Western countries — France and Norway — where MFAs have to reflect the diversity of immigration in their societies. The second case study analyses the case of Brazil, a country where the legacy of slavery still causes discrimination in the recruitment of diplomats. The third case study analyses ethnic diversity in the MFAs of India and Singapore, which recognise multiculturalism or multiracialism. The study draws five comparative conclusions to generalise on why MFAs in the world cannot escape the challenge of ethnic diversity in their recruitment policy

    Best practices and software for themanagement and sharing of camera trap data for small and large scales studies

    Camera traps typically generate large amounts of bycatch data of non-target species that are secondary to the study’s objectives. Bycatch data pooled from multiple studies can answer secondary research questions; however, variation in field and data management techniques creates problems when pooling data from multiple sources. Multi-collaborator projects that use standardized methods to answer broad-scale research questions are rare and limited in geographical scope. Many small, fixed-term independent camera trap studies operate in poorly represented regions, often using field and data management methods tailored to their own objectives. Inconsistent data management practices lead to loss of bycatch data, or an inability to share it easily. As a case study to illustrate common problems that limit use of bycatch data, we discuss our experiences processing bycatch data obtained by multiple research groups during a range-wide assessment of sun bears Helarctos malayanus in Southeast Asia. We found that the most significant barrier to using bycatch data for secondary research was the time required, by the owners of the data and by the secondary researchers (us), to retrieve, interpret and process data into a form suitable for secondary analyses. Furthermore, large quantities of data were lost due to incompleteness and ambiguities in data entry. From our experiences, and from a review of the published literature and online resources, we generated nine recommendations on data management best practices for field site metadata, camera trap deployment metadata, image classification data and derived data products. We cover simple techniques that can be employed without training, special software and Internet access, as well as options for more advanced users, including a review of data management software and platforms. From the range of solutions provided here, researchers can employ those that best suit their needs and capacity. Doing so will enhance the usefulness of their camera trap bycatch data by improving the ease of data sharing, enabling collaborations and expanding the scope of research
