    Studi Impementasi Standar Pelayanan Minimal (Spm) Bidang Kesehatan Dasar di Kota Magelang

    The aims of these research is to explore the content and contex of SPM ( Minimal Standard of Public Services ) in Health Sector, how does local government implement these policy and how does society response on SPM implementation. The results of these research shows that in term of policy content actually consistence with local regulation whereas local government support in implementing SPM by regulating the Jamkesda. Total budget of Jamkesda is 1,3 billion rupiah which is allocated for poor family who aren\u27t covered by Jamkesmas. In the context dimensions shows that there is no resistance against SPM policy. Most stakeholders says that SPM in Health Sector actually could improve health status and by increasing the health status could impact on improving family welfare. While in term of implementing these policy, its reflect that most indicators of SPM could be attain, but in term of immunization and family planning still lack and need to improve the performance. Societal response against SPM is quiet significance where most of family stated the health service is appropriate and most of people claimed that the policy should be improved in all aspect not just in basic health services

    Landscaping area is the process of spatial planning and space utilization to control the development of the region. Spatial planning Semarang itself is set in Semarang City Regional Regulation No. 14 of 2011 on Spatial Planning Semarang City Year 2011-2031. Implementation of these regulations is difficult to do, as it happens in Simongan Region, District of West Semarang. Simongan region is mentioned as a settlement area of allotment, the trade and services and not as an industrial area. But in fact there are 12 companies located in the region. There is resistance from employers, factory workers and the public against this policy because the policy had an impact on the social and economic fields. Hampered by the problem of financial resources. However Semarang City Government still taking action to not issue a business license for industry in Region Simongan industry for entrepreneurs willing to relocate. There are several factors that affect the implementation of this policy, the resources, the strategy of implementing actors, characteristics of institutions and authorities, public response and target groups as well as compliance with the target group. It should be done reexamining the region by involving community, business, academia and experts structuring policy space in order to be accepted by all parties and in accordance with the existing problems at the site

    Tembalang region is one of expansion are in Semarang City that used for regional center of educationl development and housing and settlements. Tembalang as education center have an impact on the increasing number of settlement. Along with the development of the region Tembalang existence og green space park increasing pressured by growing over the land that ist not awakened into smaller plots. Therefore, the government of Semarang creat a Regional Regulation of Semarang City Number 7 years 2010 on spactial planning open green space. The method used in this research is the metod deskriptif kualitatif with document collection surveys, interviews and documentation. Reasearch results show that implementation of policy arrangement of green open space parkland yet walking in accordance with regional regulatioan of semarang city number 7 years 2010. The factor that encourage and impede the implementation of policies is the spatial redources, communications, disposition and bureaucratic structure. The main factor that impedes is a resource in the form of resource and budget financial. There are some suggestions that can be done to overcome barriers such as adding the amoint of budget in accprdance with needs required in Semarang City budget. An increase in the quantity and quality of human resources. Improved the quality of human resources with education and training and to improve coordination with the public to support the policy about green pen space

    Management of Dengue Hemorrhagic Fever (DHF) is a prevention and mitigation activities to break the chain of infection dengue disease in a way to combat mosquitoes and mosquito larvae of Aedes aegypti and Aedesalbopictus. Dengue is one of endemic disease in Semarang City. District Tembalang, which is one of district in Semarang City, has the highest number of patients with dengue fever within the last five years. Seeing this, Semarang City Government published Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management. This study is aimed to describe how the implementation of Perda No. 5 tahun 2010 about Management of Dengue Hemorrhagic Fever (DHF) Management in district Tembalang and to identify supporting factors and resisting factors of Implementation Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management in District Tembalang. This research is a descriptive study using a qualitative approach. The result shows there are phenomenon that considered not good enough such as accuracy of the policy, accuracy of the implementer, accuracy in targeting, precision and accuracy of the process environment. In this study also found that supporting factors of the regulation implementation is bureaucratic structure, whereas the resisting factors founded in the communication factor, resources and disposition. Recommendations can be given by researcher are to increase the intensity of regulation socialization, community empowerment, strengthen of coordination between the implementers, enhance human resources quantity, cooperate with other implementers such as private implementers in order to support the lack of budget

    Implementasi Kebijakan Kartu Jakarta Pintar (Kjp) Pada Sekolah Dasar Negeri (SD) Di Jakarta Timur Wilayah II

    Pendidikan merupakan kebutuhan untuk mendukung berlangsungnya proses pengembangan sumber daya manusia. Pada Kenyataannya pendidikan di Indonesia masih belum dapat menjangkau seluruh penduduknya, salah satu faktor penyebabnya adalah kemiskinan. Pemerintah Provinsi DKI Jakarta membuat program Kartu Jakarta Pintar (KJP) yaitu program strategis untuk memberikan akses bagi warga DKI Jakarta dari kalangan masyarakat tidak mampu untuk mengenyam pendidikan minimal sampai dengan tamat SMA/SMK dengan dibiayai penuh dari dana APBD Provinsi DKI Jakarta. Tujuan penelitian ini untuk mengetahui bagaimana implementasi kebijakan KJP pada Sekolah Dasar Negeri di Jakarta Timur Wilayah II, serta mencari tau apa saja faktor-faktor yang mendukung dan menghambatnya. Teori yang digunakan dalam penelitian ini adalah Model Implementasi George Edward III yang terdiri dari komunikasi, sumberdaya, disposisi dan struktur birokrasi serta Pergub No. 174 Tahun 2015 tentang Bantuan Biaya Personal Pendidikan Bagi Peserta Didik dari Keluarga Tidak Mampu Melalui Kartu Jakarta Pintar. Penelitian ini menggunakan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara sebagai data primer. Sedangkan data sekunder diperoleh dari kepustakaan dan media elektronik. Pada Kenyataannya di lapangan implementasi KJP masih mengalami masalah terkait dengan maksud dan tujuan dari KJP itu sendiri, sasaran, mekanisme KJP di pihak sekolah, pengawasan dan pelaporan serta terkait dengan larangan dan sanksi. Masukan yang diberikan yaitu diperbaikinya persyaratan pendaftaran dan instrumen wawancara, ditingkatkannya pengawasan oleh sekolah dan memberikan sanksi tegas apabila terjadi pelanggaran, perlunya dibentuk staff khusus disekolah untuk menangani KJP, serta meningkatkan kerjasama sosialiasasi dengan para stakeholder

    The toll road is a public road which is part of the system and the network of roads as national roads that users are required to pay the toll. The purpose of toll road which is in order to ease traffic in the area has grown. As part of Trans Java toll road, Semarang-Solo toll road have a strategic part significance for the development of the road network in Central Java in particular and also for the development of the road network in regional scale. The movement of the flow of traffic which passes through the streets of Semarang- Bawen-Solo is one of the liaison between the northern part of Java with the southern part of java. Based on the above, this study will throw light on how the implementation of development policy Semarang toll road-Bawen goes with based on the the Act Number 38/2004. This research using the theory with regard to the implementation of variable size and the purpose of policy, resources, characteristic of an agent committee, attitude/tendency of the executor, communication between the organization and the activity implementor, and economic environment, social, and politics.The technique of the collection of data used through observation, interview documentation, and libraries and studies with the informant employees of PT. Trans Marga Jateng. The results showed the implementation of development policy Semarang toll road- Bawen based on Six variable in achieving success implementation, not yet entirely succeeded. As for the aspects that support the implementation of this policy is to achieve clarity of policies set by the Government in realizing the Act Number 38/2004. While the barriers were found there on implementing aspects of the policy that lead even more on target implementation, environmental, and financial source of funding. In overcoming barriers these there were some suggestions that can be done as a revision of the Act of land acquisition, supervision and auditing funds more rigorous, coordination more against the government, subscriptions toll road fees and implementing the system make use of nearby residents to be an employee at the gate toll, and make corporate social responsibility (CSR)
