    Introduction to the Special Issue: What We Can Learn from Large Scale Human Resources Initiatives in the Federal Government and Department of Defense

    Arguably, the government has some of the most complex and sophisticated Human Resource (HR) initiatives of any organization in the country. This is due to at least three reasons. First, the sheer size of the government requires sophisticated HR systems to manage the huge number of HR decisions required. Second, the HR systems in the government must respond to much greater external (public) scrutiny than any other organization because it is funded by government money and must be responsive to taxpayers interests and concerns. As such, fairness and defensibility are far more important factors than in other organizations. Third, the government HR systems must comply with many more laws and regulations than other organizations, thus placing constraints on informal judgment and discretion and requiring sophisticated formal decision-making systems

    Contending cultures of counterterrorism: transatlantic divergence or convergence?

    Terrorist attacks on the United States, Spain and the United Kingdom have underlined the differing responses of Europe and the United States to the 'new terrorism'. This article analyses these responses through the prism of historically determined strategic cultures. For the last four years the United States has directed the full resources of a 'national security' approach towards this threat and has emphasized unilateralism. Europe, based on its own past experience of terrorism, has adopted a regulatory approach pursued through multilateralism. These divergences in transatlantic approaches, with potentially major implications for the future of the relationship, have appeared to be mitigated by a revised American strategy of counterterrorism that has emerged during 2005. However, this article contends that while strategic doctrines may change, the more immutable nature of strategic culture will make convergence difficult. This problem will be compounded by the fact that neither Europe nor America have yet addressed the deeper connections between terrorism and the process of globalization

    A recent paper [M. Rashdan, Phys. Rev. C 63, 044303 (2001)] introduces the new parameterization NL-RA1 of the relativistic mean-field model which is claimed to give a better description of nuclear properties than earlier ones. Using this model ^{298}114 is predicted to be a doubly-magic nucleus.     Development of leadership skills: Experience and timing

    To develop organizational leaders we need to understand how requisite skills are acquired over the course of people\u27s careers. In this article, a cross-sectional design was used to assess differences in leadership skills across six grade levels of officers in the U.S. Army. Increased levels of knowledge, problem-solving skills, systems skills, and social skills were found at higher grade levels. Certain skills and experiences, however, were found to be particularly important at certain phases of leaders\u27 careers. These findings are used to propose an organization-based model of skill development. Implications of this model for leader development programs are discussed

    Differential 5-Year Brain Atrophy Rates in Cognitively Declining and Stable \u3cem\u3eAPOE\u3c/em\u3e-Ε4 Elders

    Objective: The apolipoprotein E (APOE) ε4 allele is the most important genetic risk factor for late-onset Alzheimer’s disease. Many ε4 carriers, however, never develop Alzheimer’s disease. The purpose of this study is to characterize the variability in phenotypic expression of the ε4 allele, as measured by the longitudinal trajectory of cognitive test scores and MRI brain volumes, in cognitively intact elders. Method: Healthy older adults, ages 65–85, participated in a 5-year longitudinal study that included structural MRI and cognitive testing administered at baseline and at 1.5 and 5 years postenrollment. Participants included 22 ε4 noncarriers, 15 ε4 carriers who experienced a decline in cognition over the 5-year interval, and 11 ε4 carriers who remained cognitively stable. Results: No baseline cognitive or volumetric group differences were observed. Compared to noncarriers, declining ε4 carriers had significantly greater rates of atrophy in left (p = .001, Cohen’s d = .691) and right (p = .003, d = .622) cortical gray matter, left (p = .003, d = .625) and right (p = .020, d = .492) hippocampi, and greater expansion of the right inferior lateral ventricle (p \u3c .001, d = .751) over 5 years. Conclusions: This study illustrates the variability in phenotypic expression of the ε4 allele related to neurodegeneration. Specifically, only those individuals who exhibited longitudinal declines in cognitive function experienced concomitant changes in brain volume.     Multicomponent reactions provide key molecules for secret communication

    A convenient and inherently more secure communication channel for encoding messages via specifically designed molecular keys is introduced by combining advanced encryption standard cryptography with molecular steganography. The necessary molecular keys require large structural diversity, thus suggesting the application of multicomponent reactions. Herein, the Ugi four-component reaction of perfluorinated acids is utilized to establish an exemplary database consisting of 130 commercially available components. Considering all permutations, this combinatorial approach can unambiguously provide 500,000 molecular keys in only one synthetic procedure per key. The molecular keys are transferred nondigitally and concealed by either adsorption onto paper, coffee, tea or sugar as well as by dissolution in a perfume or in blood. Re-isolation and purification from these disguises is simplified by the perfluorinated sidechains of the molecular keys. High resolution tandem mass spectrometry can unequivocally determine the molecular structure and thus the identity of the key for a subsequent decryption of an encoded message
