    Drug Cases Filed across the Alaska Court System, FY 2008–2017

(Download below.)This fact sheet presents data on drug-related court filings throughout the state of Alaska for the fiscal years (FY) 2008 through 2017 and the 10-year trend of misdemeanor and felony drug case filings for Alaska and for the Anchorage, Palmer, Kenai and Fairbanks courts over the same period. Overall, felony drug case filing rates remained stable or increased in all locations until FY15 or FY16, before decreasing dramatically from FY16 to FY17. The exception is the Fairbanks court, which maintained an overall decrease in felony drug case filing rates over the 10-year period. Misdemeanor drug case filing rates, regardless of whether they increased or decreased between FY 2008–2014, decreased in all locations from FY 2014–2016 before increasing from FY 2016–2017. The year with the lowest felony drug case filing rate, for all locations, was in FY17. The lowest misdemeanor drug case filing rate, for all locations, was in FY16.     The precise measurement of hadronic jet energy is crucial to maximise the physics reach of a future Linear Collider. An important ingredient required to achieve this is the efficient identification of photons within hadronic showers. One configuration of the ILD detector concept employs a highly granular silicon-tungsten sampling calorimeter to identify and measure photons, and the GARLIC algorithm described in this paper has been developed to identify photons in such a calorimeter. We describe the algorithm and characterise its performance using events fully simulated in a model of the ILD detector

    Infrared Saturation and Phases of Gauge Theories with BRST Symmetry

    We investigate the infrared limit of the quantum equation of motion of the gauge boson propagator in various gauges and models with a BRST symmetry. We find that the saturation of this equation at low momenta distinguishes between the Coulomb, Higgs and confining phase of the gauge theory. The Coulomb phase is characterized by a massless gauge boson. Physical states contribute to the saturation of the transverse equation of motion of the gauge boson at low momenta in the Higgs phase, while the saturation is entirely due to unphysical degrees of freedom in the confining phase. This corollary to the Kugo-Ojima confinement criterion in linear covariant gauges also is sufficient for confinement in general covariant gauges with BRST- and anti-BRST symmetry, maximal Abelian gauges with an equivariant BRST symmetry, non-covariant Coulomb gauge and in the Gribov-Zwanziger theory.Comment: 19 pages; v2: abstract rewritten, a few comments and references added; v3: title changed, major revision of the Introduction and some further minor revisions; version agrees with the one to be published in Eur.     How Payment Systems Affect Physicians´ Provision Behaviour – An Experimental Investigation

    A central concern in health economics is to understand the influence of commonly used physician payment systems. We introduce a controlled laboratory experiment to analyze the influence of fee-for-service (FFS) and capitation (CAP) payments on physicians' behaviour. Medical students decide as experimental physicians on the quantity of medical services. Real patients gain a monetary benefit from their choices. Our main findings are that patients are overserved in FFS and underserved in CAP. Financial incentives are not the only motivation for physicians' quantity decisions, though. The patient benefit is of considerable importance as well. Patients are affected differently by the two payment systems. Those patients in need of a low level of medical services are better off under CAP, whereas patients with a high need of medical services gain more health benefit when physicians are paid by FFS.Physician payment system; laboratory experiment; incentives; fee-for-service; capitation

In our experiment, physicians choose quantities of medical services for patients with different states of health. We find that physicians provide significantly more services under fee-for-service than under capitation. Patients are overserved under fee-forservice and underserved under capitation. However, payment incentives are not the only motivation for physicians’ quantity choices, as patients’ health benefits are of considerable importance as well.     Anisotropic backscatter in ice-penetrating radar data: potential mechanisms and implications

    Airborne and ground-based radar have been used extensively in the past to measure ice thickness and to investigate the internal structure of ice sheets in terms of layering. The main reflection mechanisms for internal reflections are changes in density, conductivity, and crystal orientation fabric, which alter thepermittivity of the ice. Linking the different mechanisms to the individual reflection horizons enables thededuction of glaciological parameters like accumulation rates or age-depth estimates. If no sample material from snow pits or ice-cores are available, multi-frequency and multi-polarization measurements must be applied to distinguish between the different reflection mechanisms. The backscattered power of horizons caused by changes in conductivity varies with the center frequency whereas in the case of horizons originating from changing crystal orientation the backscattered power is dependent on the polarization plane of the carrier signal.In this study we examine a sample data set near the German summer station Kohnen (drill site for theEPICA-EDML ice core) on the Antarctic plateau. The data were acquired with an airplane sliding on ground, producing varying incident polarization with a circular profile and several cross profiles with different headings. We find that the backscattered power changes with varying antenna orientation (i.e. polarization). In the upper third of the ice column the backscatter has two maxima with a 180° symmetry. The maxima align with the direction of minimal surface strain. At approximately 900 m depth the anisotropy is shifted by 90° in heading azimuth, with the maxima now being parallel to the maximum in surface strain. This dataset is unique, as airborne systems (primarily designed for the sounding of ice thickness) are usually not used for ground-based applications. The observed anisotropy appears clearly and is intriguing as the reason for it is entirely unknown. As primary suspects we consider the role of changing crystal orientation and ellipsoidal shaped air bubbles. The effect is visible from 200 1400 m. It appears distributed along the entire interval, and not restricted to individual layers. It seems that the polarization dependence becomes visible by a changing background level of the acquired signal, which is otherwise largely dominated by layer-like, polarization independent reflections. Hence we apply a (semi-analytical) volume scattering model in order to understand the different reflection mechanisms better. From ice-core measurements it is known that the crystals in the upper hundred meters are only weakly aligned (if at all), and it is unclear how the crystal orientation changes overshort depth intervals (~10 m). The rotation of the anisotropy coincides with the clathrate transition in the ice core and thus we first focus on the effect of anisotropic air bubbles. In an in-coherent approach we treat the ice matrix as a random medium and use the vector radiative transfer theory to incorporate boundary conditions. In a second step we model the effect of crystal orientation to estimate both, the degree of alignment and the statistical variance in the permittivity tensor needed to generate the observed pattern in backscatter. Doing so, we eventually aim at pinning down the mechanisms for the anisotropy in the upper interval, lower interval and the interrelation of the two by a shift of 90°.Anisotropic air bubbles as well as aligned crystal orientation allow to deduce stress and strain rates and a potential change thereof along depth. So far it is largely unclear, how surface strain rates relate with strain rates within the ice. If one of the two suspected mechanisms can be excluded or confirmed, this study may serve as a case study for future polarimetric surveys with low-frequency radars, in order to supply ice-sheet modelling with adequate boundary conditions - including changes in the internal structure of ice sheets along depth

    The Matanuska-Susitna Borough Community Survey, 2014 and Trends 2009–2014: A Sourcebook of Community Attitudes

    The Matanuska-Susitna Borough Community Survey (Mat-Su Survey), conducted annually since 2006, is a cooperative research effort between the Justice Center at University of Alaska Anchorage (UAA) and the Matanuska-Susitna Borough. The survey asks Mat-Su Borough residents to evaluate the quality of Borough services, provide opinions about Borough decision-making, and sum up their perceptions about a range of issues relevant to the present and future of the Mat-Su community. The 2014 survey was distributed to 2,491 adult heads-of-household in the Mat-Su Borough in the winter and spring of 2014; a total of 1,003 surveys were returned, for a response rate of 40.3%. This sourcebook presents both the results from the 2014 Mat-Su Survey and trends from 2009–2014 in five major areas: (1) evaluation of current borough services; (2) use of borough facilities; (3) life in Mat-Su neighborhoods; (4) local government access, policies, and practices; and (5) respondent background information. A set of additional questions focusing on salmon and the environment was added to the 2014 Mat-Su Survey at the request of the Nature Conservancy.
