Social entrepreneurship in concept of sustainable development service enterprises

У світі бурхливо розвивається таке явище, як соціальне підприємництво. Визначального значення набувають стійкості та вимірності досягнутих соціальних результатів. Соціальний підприємець змінює інфраструктуру суспільної системи. Соціальне підприємництво сприймається як чинник створення нової економічної інфраструктури. В даний час соціальне підприємництво орієнтоване на вирішення соціальних проблем на базі бізнесу, які часто неможливо вирішити стандартними механізмами втручання держави або через некомерційні організації. Для розвитку соціального підприємництва необхідно створення великої законодавчої бази, що регулює глобальне соціальне підприємництво; збільшення ролі держав у фінансуванні соціальних проектів на початкових етапах; інформування громадськості та органів влади про роль і діяльність соціальних підприємців. На етапі розвитку суспільства спостерігається стійке зростання занепокоєння світового співтовариства щодо подальших шляхів розвитку людства. Справді, зміни, викликані розвитком науки і техніки, глобалізацією та створенням єдиного загальносвітового інформаційного простору, погіршення довкілля та поглиблення соціальних протиріч – характерна риса сучасного постіндустріального суспільства. З зазначеними проблемами збігається закінчення фази швидкого зростання в рамках п’ятого технологічного укладу й настання світової фінансово-економічної кризи. Реалізація соціальних проектів бізнесу, що припадає на стик соціальної та економічної сфер з ослабленим впливом на екологічну, займає важливе місце серед дій, що підвищують стійкість співтовариств різного рівня. Розглянуто особливості соціального підприємства й характеристики соціального підприємця. Концепція соціального підприємництва досі залишається недостатньо вивченою, що підтверджується великою кількістю теоретичних та обмеженою кількістю емпіричних досліджень у цій галузі. Основним фактором, що вирізняє соціальне підприємництво від традиційного, є наявність соціальних можливостей, які можуть використати підприємці. В результаті проведеного аналізу уточнено основні поняття соціального підприємництва, визначено характеристики, особливості соціального підприємства, проаналізовано типи й мотиви соціального підприємництва.Nowadays, such a phenomenon as social entrepreneurship is rapidly developing in the world. Sustainability and measurability of achieved social results are of decisive importance. A social entrepreneur changes the infrastructure of the social system. Social entrepreneurship is perceived as a factor in the creation of a new economic infrastructure. Currently, social entrepreneurship is focused on solving social problems on the basis of business, which often cannot be solved by standard mechanisms of state intervention or through non-profit organizations. For the development of social entrepreneurship, it is necessary to create a large legislative framework that regulates global social entrepreneurship; increasing the role of states in financing social projects at the initial stages; informing the public and authorities about the role and activities of social entrepreneurs. At the stage of society's development, there is a steady increase in concern of the world community about the further ways of human development. Indeed, the changes caused by the development of science and technology, globalization and the creation of a single global information space, the deterioration of the environment and the deepening of social contradictions are a characteristic feature of modern post-industrial society. The end of the phase of rapid growth within the framework of the fifth technological system and the onset of the global financial and economic crisis coincide with the mentioned problems. The implementation of social business projects, which falls on the interface of social and economic spheres with a weakened influence on the ecological one, occupies an important place among actions that increase the sustainability of communities of various levels. The article considers t he features of a social enterprise and the characteristics of a social entrepreneur. The concept of social entrepreneurship is still understudied, which is confirmed by a large number of theoretical and limited empirical studies in this area. The main factor that distinguishes social entrepreneurship from the traditional is the presence of social opportunities that entrepreneurs can use. As a result of the analysis, the basic concepts of social entrepreneurship were clarified, the characteristics and features of a social enterprise were determined, and the types and motives of social entrepreneurs were analyzed

Розкрито результати засідання круглого столу громадського об’єднання «Академія соціального управління», де обговорювали проблеми пошуку інструментарію усунення найбільш несправедливих викликів суспільству та підвищення результативності управління в загальнодержавному масштабі. З використанням аналітичних методів виявлено причини та мотиви створення передумов для перекосів у системі державного управління. Визначено місце і роль науки, громадськості, політиків, державних органів влади та місцевого самоврядування. Висвітлено окремі розбіжності у поглядах на політичні вектори розвитку держави. У боротьбі за дохідні місця олігархи, не виключено, що з погодження агресора, використовують фейкове інформування населення, яке збуджує передумови до нібито протестних настроїв. Під таким політичним прикриттям здійснюється адміністративно-територіальна реформа, під якою відбувається перерозподіл територій, ресурсів і т.д. Названо недосконалості ідеологічного характеру, якими уміло користуються ділки від політиків. Це відбувається навіть при тому, що народні обранці та їх оточення грабували природні ресурси і безсоромно вивозили награбоване за кордон, нагло лякаючи ним (закордоном) пограбованих… Встановлено хто сіє зневіру в душах українців, хто позбавляє їх надії та оптимізму і чому це відбувається. Запропоновано організацію попереджуючих заходів у цій сфері на основі комплексного використання наукового, гуманітарного та економічного інструментарію. У дискусіях обговорено погляди на проблеми людей, які неупереджено оцінюють ситуацію в Україні, політиків, науковців, громадських діячів, пересічних громадян нашої державиThe article reveals the results of the round table meeting of the public association Academy of Social Management, which discussed the problems of finding tools to eliminate the most unfair challenges to society and increase the effectiveness of management on a national scale. With the use of analytical methods, the reasons and motives for creating the prerequisites for distortions in the state administration system were revealed. The place and role of science, the public, politicians, state authorities and local self-government are defined in these processes. Separate differences in views on the political vectors of the stateʼs development are highlighted. In the struggle for profitable places, oligarchs, with the consent of the aggressor, use fake information of the population, which excites the prerequisites for allegedly protesting moods of the people. Under such a political cover, an administrative and territorial reform is carried out under which territories, resources, etc. are redistributed. Imperfections of an ideological nature, which are skilfully used by plots from politicians, are named. This is happening despite the fact that peopleʼs elected and their entourage looted natural resources and shamelessly took the loot abroad, brazenly scaring the robbed with it (abroad)... It has been established: who sows despair in the souls of Ukrainians, who deprives them of hope and optimism and why this is happening. It is proposed to organize preventive measures in this area based on the integrated use of scientific, humanitarian and economic tools. The views on these problems of people who have an unbiased assessment of the situation in Ukraine, politicians, scientists, public figures, and ordinary citizens of our country are discussed
