    Big Reforms but Small Payoffs: Explaining the Weak Record of Growth and Employment in Indian Manufacturing

    India has undertaken extensive reforms in its manufacturing sector over the last two decades. However, an acceleration of growth in manufacturing, and a corresponding increase in employment, has eluded India. Why have the reforms not produced the intended results? Using Annual Survey of Industries data at the three digit level for major Indian states, for 1980-2004, we analyze the effects of the reforms that liberalized India’s industrial licensing regime on the performance of registered manufacturing. We find that the performance of the manufacturing sector is heterogeneous across states, as well as across industries. In particular, labor intensive industries and industries dependent on infrastructure have not benefited much from reforms. Industrial performance appears to be contingent on the state specific policy and economic environment. States with relatively inflexible labor regulations have experienced slower growth of labor-intensive industries and slower employment growth overall. Using Annual Survey of Industries data at the three-digit level and difference in estimates this paper finds that the post-reform performance of the manufacturing sector is heterogeneous across industries. In particular, industries dependent on infrastructure or external finance, and labour-intensive industries have not been able to reap the maximum benefits of reforms. The results point to the importance of infrastructure development and financial sector development for the manufacturing sectors growth to accelerate further.     Lung Disease Classification using Dense Alex Net Framework with Contrast Normalisation and Five-Fold Geometric Transformation

    lung disease is one of the leading causes of death worldwide. Most cases of lung diseases are found when the disease is in an advanced stage. Therefore, the development of systems and methods that begin to diagnose quickly and prematurely plays a vital role in today's world. Currently, in detecting differences in lung cancer, an accurate diagnosis of cancer types is needed. However, improving the accuracy and reducing training time of the diagnosis remains a challenge. In this study, we have developed an automated classification scheme for lung cancer presented in histopathological images using a dense Alex Net framework. The proposed methodology carries out several phases includes pre-processing, contrast normalization, data augmentation and classification. Initially, the pre-processing step is accompanied to diminish the noisy contents present in the image. Contrast normalization has been explored to maintain the same illumination factor among histopathological lung images next to pre-processing. Afterwards, data augmentation phase has been carried out to enhance the dataset further to avoid over-fitting problems. Finally, the Dense Alex Net is utilized for classification that comprises five convolutional layers, one multi-scale convolution layer, and three fully connected layers. In evaluation experiments, the proposed approach was trained using our original database to provide rich and meaningful features. The accuracy attained by the proposed methodology is93%, which is maximum compared with the existing algorithm

    Phase and Jitter Noise analysis of Phase Locks Loop (PLL) as Frequency Synthesiser

    Abstract: In this paper, we are evaluating the performance of the phase lock loop in the presence of phase noise and jitter noise. We are analysing the performance of PLL in one application of signal processing as frequency synthesiser. All the components of PLL contribute to the noise of the system. Two type of noise are presented that affect the performance of the system that are phase noise and jitter noise. Firstly, the Phase noise is generally used for representing short term random frequency variations of a signal. Non linear oscillators naturally produce high phase noise. Secondly, Jitter is generally used to refer to the time variation of a periodic signal in relation to the clock. The phase and jitter are the critical performance parameter to analysis the performance of the PLL. Simulation Result reveals that the performance of the PLL system is affected more by jitter noise compared to that of phase noise.     Retinal nerve fiber layer thickness analysis in normal, ocular hypertensive, and primary open angle glaucoma: an optical coherence tomography study

    Background: To correlate the findings of optical coherence tomography (OCT) evaluation of retinal nerve fiber layer (RNFL) thickness in primary open angle glaucoma, ocular hypertensive and normal eyes.Methods: A 34 consecutive normal, 26 consecutive ocular hypertensives and 40 consecutive glaucomatous eyes underwent a complete ophthalmic examination, including applanation tonometry, disc evaluation, gonioscopy and perimetry. Thickness of the RNFL around the optic disc was determined with 3.4 mm diameter-wide 3D 2000 TOPCON OCT. Average and segmental RNFL thickness values were compared among all groups.Results: Of the 100 eyes enrolled, the mean RNFL thickness was significantly less in glaucomatous eyes (83.165±15.938) than in normal’s (102.42±15.2) and ocular hypertensive’s (100.45±7.38). RNFL, average thicknesses in all four quadrants in POAG patients were significantly decreased compared with the OHT and the control groups.Conclusions: RNFL measurement with SD-OCT could provide important information for detection of early stages of glaucoma. (pre-perimetric glaucoma) as well as help in evaluating progression of glaucoma

    Early Differential Neurometabolite Response of Hippocampus on Exposure to Graded dose of Whole Body Radiation: An in Vivo 1H MR Spectroscopy Study

    Whole body radiation exposure induced injury may occur during medical or industrial accidents as well as during terrorist radiation exposure scenario. A lot of information is available on alterations in brain function and metabolism post localised cranial irradiation; changes in brain associated with whole body radiation exposure are still limited. The present study has been conducted to assess early differential effect of low and high whole body radiation exposure on hippocampus neurometabolites using in vivo proton magnetic resonance spectroscopy (1H MRS). Hippocampal 1H MRS was carried out in controls (n = 6) and irradiated mice exposed to 3 Gy, 5 Gy, and 8 Gy of radiation (n = 6 in each group) at different time points i.e., day 0, 1, 3, 5 and 10 post irradiation at 7 T MRI system. Quantitative assessment of the neurometabolites was done using LCModel. The results revealed significant decrease in myoionisitol (mI)/creatine (tCr) and taurine (tau)/tCr in animals exposed to 5 Gy and 8 Gy dose compared to controls. In 3 Gy dose group, none of the metabolites showed significant alterations at any of the time point post irradiation as compared to controls. Overall our findings suggest differential change in hippocampal volume regulatory mechanism associated neuro-metabolites following whole body radiation exposure with maximum reduction in case of high dose group. We speculate that these alterations may be a consequence of oxidative stress, neuro inflammation or systemic inflammatory response following whole body radiation exposure

    Fetus papyraceous or compressus is the mummified fetus associated with multiple gestation, where one fetus dies in early second trimester, flattened, mummified and compressed between the membranes of the living fetus and the uterine wall. It is more common in monozygotic twins but may occur in dizygotic variety. However, the maternal and fetal complications in affected cases can be severe. We present a case that was diagnosed as dichorionic diamniotic twin gestation in early pregnancy which subsequently resulted in the fetal demise of one twin in second trimester leading to fetus papyraceus, but careful maternal and fetal monitoring leads to successful healthy outcome of mother and surviving fetus

    Autophagy induction by Scutellaria flavones in cancer: recent advances

    In parallel with a steady rise in cancer incidence worldwide, the scientific community is increasingly focused on finding novel, safer and more efficient modalities for managing this disease. Over the past decades, natural products have been described as a significant source of new structural leads for novel drug candidates. Scutellaria root is one of the most studied natural products because of its anticancer potential. Besides just describing the cytotoxic properties of plant constituents, their molecular mechanisms of action in different cancer types are equally important. Therefore, this review article focuses on the role of the Scutellaria flavones wogonin, baicalein, baicalin, scutellarein and scutellarin in regulating the autophagic machinery in diverse cancer models, highlighting these molecules as potential lead compounds for the fight against malignant neoplasms. The knowledge that autophagy can function as a dual-edged sword, acting in both a pro- and antitumorigenic manner, further complicates the issue, revealing an amazing property of flavonoids that behave either as anti- or proautophagic agents
