    KUALITAS KINERJA PEGAWAI DALAM PENGENDALIAN DAN PENANGANAN SENGKETA TANAH PADA BADAN PERTANAHAN NASIONAL KABUPATEN BULUKUMBA

    ABSTRAKPenelitian ini bertujuan guna mengetahui bagaimana kualitas kinerja pegawai dalam pengendalian dan penanganan sengketa tanah di Badan Pertanahan Nasional Kabupaten Bulukumba agar terwujudnya pemenuhan kebutuhan dan kepuasan pada masyarakat. Jenis penelitian ini adalah deskriptif kualitatif. jumlah informan dalam penelitian ini adalah 11 (sebelas) orang, dengan menggunakan teknik pengumpulan data yaitu wawancara, dokumentasi, media riview dan observasi langsung. Hasil penelitian menunjukkan  bahwa kualitas kinerja pegawai dalam pengendalian dan penanganan sengketa tanah di Badan Pertanahan kabupaten Bulukumba sudah berjalan  optimal, berdasarkan pada 3 (tiga) indikator yang digunakan yaitu; 1)  Kualitas kerja, hal ini dapat dilihat pada pelayannya yang cepat tanggap, dan tidak menyulitkan masyarakat. 2) Kuantitas kerja,  dapat dilihat pada penyelesaian kasus sengketa yang masuk pada BPN  Bulukumba sudah memenuhi Target Operasi. 3)  Ketepatan waktu, pada segi ketepatan waktu ini memiliki banyak tahapan-tahapan dalam penyelesaian sengketa tanah sehingga membutuhkan waktu yang cukup lama. Kata Kunci: Kualitas, Kinerja, Pengendalian dan Penangana

    This study purposed to explain the  implementation of the Self-Help Housing Stimulant Assistance Program in West Bajeng District, Gowa Regency. This  study used qualitative research with data collection techniques used,  the instruments of interview, observation and literature study. The data was analyzed intractively andcontinuously. The results of this study showed that the implementation had not been maximally. It was seen from three indicators, namely the organization in this program was not clear and the implementer did not carry out their duties, the interpretations of the implementers were different because they were not given full guidance and  clear technical in implementing instructions and there was still miss communication  implementers and recipients of assistance, implementation did not have clear procedures and uncertain schedule of activities. Keywords: Assistance Program, Policy Implementatio

    This study purposed to explain the implementation of the Village Financial System Application at the Moncobalang Village Office, Barombong District, Gowa Regency. This study qualitative research with data collection techniques used interview, observation and literature study. The data was analyzed interactively which took place continuously until the data saturated. The results shower that in the implementation of the village financial system, in terms of policy content and policy environment, it had been implemented properly, but there were still some obstacles that occured, such as a lack of adequate human resources (HR) so that the financial management process was not optimal. In order for the implementation of the siskeudes had run well, the government had to hold regular training and guidance for the siskeudes.Keywords: Implementation of Siskeudes, Village Financial Management

    This study aimed to discuss the implementation of non-medical logistics management at the Salewangan Maros General Hospital which discussed the planning function, procurement function, care function and rescue function. This study  used qualitative research with the type descriptive research that did not test certain hypotheses. It  was to find out the logistics management. The results showed that planning function indicators were categorized as good because they were structured. Logistics goods procurement, the implementation of the procurement function had not been well categorized, according to the nature of the procurement was already using direct procurement. Then in the goods maintenance function was effective but did not damage goods that were not suitable for use, the change depends on the procurement process itself. The implementation of the appointment function indicator could not be categorized as good or bad this year, but there had not been a removal of goods

    Penelitian ini bertujuan untuk mengetahui pelaksanaan fungsi BPD membahas dan menyepakati rancangan peraturan desa dengan kepala desa, pelaksanaan fungsi BPD untuk menampung dan menyalurkan aspirasi masyarakat desa, pelaksanaan fungsi BPD untuk mengawasi kinerja kepala desa Bonto Padang, Kecamatan Kahu, Kabupaten Bone. Data penelitian dikumpulkan melalui observasi, wawancara, dan dokumentasi. Validasi data dilakukan melalui triangulasi sumber, teknik dan analisis past time melalui reduksi data, penyajian data, verifikasi data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan fungsi Badan Permusyawaratan Desa (BPD) belum berjalan optimal. kehadiran BPD belum membawa aspirasi masyarakat pada saat musyawarah karena BPD belum bersosialisasi dengan masyarakat

    This study purposed to determine how the ability to respond, speed of services, accuracy of serving, accuracy of serving, punctuality of serving and the ability to respond to camplaints at the Larea-rea Class III Port Administration Unit Office In Sinjai Regency. This study used descriptive qualitative research. The number of informants were 12 people. Data collection techniques were observation, interviews, and documentation. The results of this study showed that how the service delivery process was measured using indicators consisting of responsiveness, speed of service, accuracy of serving, punctuality of service was good. However, in appropriate service indicators, it was necessary to disseminate information so that service users know what was the procedure of the office, and the ability to complaints was still low due to the unavailability of suggestion boxes and inadequate toilet facilities. Keywords:responsiveness, public services, port service

    This study purposed to determine the Implementation of Employee Work Motivation Strategy at the Bira Village Office, Tamalanrea District, Makassar City. This studyused  a qualitative research method with a descriptive type of research. Data collection techniques used interviews, observation, and documentation. The results of the study show 5 indicators of implementing employee motivation strategies at the Bira Village Office, such as 1) Involving, that the leadership involved employees before making decisions and involving them to attend community events hadrun well. 2) Communication, that the leadership had a good communicationso that have a good relationship between the employees and the leadership of Bira Village. 3) Recognition, that the leadership provided rewards that were in accordance with the performance of their employees such as providing small gifts, certificates, and also giving direct congratulations. 4) Delegated authority, that the leadership enforces this delegation of authority to give responsibility and trust to its employees so that they did not an obligation. 5) Reciprocal Attention, that the Leader gave permission and fulfilled the facilities in accordance with the work of his employees so that they could carry out their work as expected.Keywords: Strategi, Work Motivation

    ABSTRACTThis study aims to determine the role of the Election Supervisory Agency (BAWASLU) in Handling Violations in the 2020 elections in Makassar City.  The type of research used is a qualitative research method with a descriptive type of research.  Data collection techniques using observation, interviews, and documentation.  The results showed that 1) Handling of violations of the code of ethics for election organizers based on data there were three violations, then related to its implementation in the Covid-19 pandemic situation, it was also found that health protocol violations had been handled according to existing procedures, 2) handling of election administration violations based on data  there is one violation that was found in one of the city of Makassar and has been forwarded to the District PPK for follow-up according to its level, 3) the handling of election crime violations based on the data there are 36 violations, related to the handling there are 5 violations stop at this first discussion because there are no  proven then 30 violations stopped in this second discussion because they did not have enough evidence and there was 1 violation stopped in the third discussion because the suspect and several witnesses ran away because they were constrained at the time until they were SP 3 status Keywords: Role, Bawaslu, Handling Violations, Local Election

    Pengawasan Distribusi Pupuk Bersubsidi pada KP3 (Komisi Pengawasan Pupuk dan Pestisida) Kabupaten Pangkep

    This study purposed to determine the supervision of the distribution of subsidized fertilizers in KP3 (Commission for the Development of Fertilizers and Pesticides) in Pangkep Regency which focused on supervision techniques, namely direct supervision and indirect supervision, as well as knowing the factors that influenced the supervision of subsidized fertilizer distribution. This study used descriptive with a qualitative approach.  Data collection techniques used observation, documentation, and interviews. The results of this study showed that the surveillance  was still not going well and needed to be improved. The monitoring technique used  direct supervision which was not optimal because there were no measurement tools (standard), and indirect there were still many reports that were available on the issue of subsidized fertilizer. And the factors that influenced supervision were internal factors including human resources (HR) and financial resources (finance) which were minimal by only having 2 subsidized fertilizer supervisors. External inhibiting factors took the form of rejection in monitoring the distribution of subsidized fertilizers
