    AMCIS 2002 Panels and Workshops II: Spreadsheet-Based DSS Curriculum Issues

    When challenged to justify the value of information systems (IS) research, decision support systems (DSS) is usually cited as one the most compelling examples of where IS research made the transition successfully from theoretical academic journals into the real-world . In light of this assessment, it is somewhat surprising that offerings of DSS courses waned over the years. This paper identifies several possible reasons for the decline in DSS course offerings and suggests innovative approaches using spreadsheets for breathing new-life into this cornerstone of the IS field

    Quantifying the Impact that New Capital Projects Will Have on Roadway Snow and Ice Control Operations

    In recent years, many states have experienced heavy burdens on their snow and ice control budgets. Increases in winter/spring precipitation results in increased costs to state DOTs for winter roadway maintenance materials (salt, sand, chemicals, etc.), plow operator time, equipment maintenance and replacement budgets, and fuel use. As state DOTs adjust to climate conditions that include not only more precipitation, but more severe and unpredictable weather events, it will become increasingly important to integrate the cost of roadway snow and ice control (RSIC) operations into their capital-project planning processes. The overall goal of this project was to support state DOTs’ operations & maintenance efforts by developing an automated method for quantifying the expected impact that new capital projects will have on RSIC operations. The effects of a new suburban roadway were found to be the most significant, requiring 266 vehicle-minutes of travel along with almost 40 minutes of additional service time or one additional fleet truck for each mile of new roadway. The results and findings of this research have implications for short-term funding allocations for RSIC operations staff and for long-term consideration of RSIC in the highway planning and design processes. The findings of this project provide defensible data for operations staff to advocate for increases in funding to offset the increased RSIC burden when a project is completed. The calculation tool created incorporates all of the results above into a MS Excel decision support platform, providing quick estimates of the monetary impact of a variety of major highway project types

    An evidence-based management framework for business analytics

    It is said that knowledge is power, yet often, decision makers ignore information that ought to be considered. The phenomenon known as Semmelweis reflex occurs when new knowledge is rejected because it contradicts established norms. The goal of evidence-based management (EBMgt) is to help overcome Semmelweis reflex by integrating evaluated external evidence with stakeholder preference, practitioner experiences, and context. This evaluated external evidence is the product of scientific research. In this paper, we demonstrate an EBMgt business analytics model that uses computer simulation to provide scientific evidence to help decision makers evaluate equipment replacement problems, specifically the parallel machine replacement problem. The business analytics application is demonstrated in the form of a fleet management problem for a state transportation agency. The resulting analysis uses real-world data allowing decision makers to unfreeze their current system, move to a new state, and re-freeze a new system

    The Product Test Scheduling Problem

    This research focused on product test scheduling in the presence of in-process and at-completion inspection constraints. Such testing arises in the context of the manufacture of products that must perform reliably in extreme environmental conditions. Often, these products must receive a certification from prescribed regulatory agencies at the successful completion of a predetermined series of tests. Operational efficiency is enhanced by determining the optimal order and start times of tests so as to minimize the makespan while ensuring that technicians are available when needed to complete in-process and at-completion inspections. We refer to this as the product test scheduling problem. We first formulated a mixed-integer linear programming (MILP) model to identify the optimal solution to this problem and solve it using a commercial optimization package. We also present a genetic algorithm (GA) solution methodology that is implemented and solved in Microsoft Excel. Computational results are presented demonstrating the merits and consistency of the MILP and GA solution approaches across a number of scenarios
