Judiciary of Cyprus – selected issues

Artykuł ma na celu przybliżenie systemu wymiaru sprawiedliwości funkcjonującego w Republice Cypryjskiej. Z pewnością temat ten powinien zostać opisany i przedstawiony w formie kompendium wiedzy o sądownictwie. Autorka ukazuje wymiar sprawiedliwości na wielu płaszczyznach. Rozważany jest wpływ konfliktu turecko-cypryjskiego na wymiar sprawiedliwości, skutki i zmiany, jakie zachodzą w tej materii, gdy Republika Cypryjska staje się państwem członkowskim Unii Europejskiej, powiązania common law z prawem stosowanym przez sądy. Wskazuje również podział, strukturę, organizację sądownictwa cypryjskiego, drogę zawodową, jaką trzeba przejść, by zostać prawnikiem. Opracowanie ma wymiar informacyjny, naukowy, zostało wzbogaconae o liczne ciekawostki historyczne, odwołania oraz porównania do sądownictwa w Polsce. Zawiera najistotniejsze informacje, opisane w taki sposób, aby czytelnik mógł sobie wyobrazić proces powstawania prawa na Cyprze, początki konstytucjonalizmu w państwie, dla którego historia jest bardzo istotna.The article’s goal is to introduce the reader to the judicial system that that operates in Republic of Cyprus. The author shows the judicial system on various levels. The Turkish invasion of Cyprus and its impact on Cyprus legal system is considered, as well as the results and changes made in this matter since Republic of Cyprus joined EU, its connections with common law and law that is actually applied in courts. Author also shows division, structure and organization of Cyprus judiciary, the career path one must take to become a lawyer. Publication has an informative and scientific character. It is written in simple and understandable language despite of the fact that it is referring to such important matters as justice system. This publication has been enriched by many historical curiosities, referrals and comparisons to Polish judiciary system. It includes the most important information, pictorially describes low making process in Cyprus as well as the beginnings of constitutionalism in country for which history is so very important

Celem niniejszego opracowania jest ukazanie sytuacji osadzonych w zakładach karnych – a ściślej rzecz ujmując – ich sytuacji wyborczej. Przytoczenie w większej części artykułu konstytucyjnych regulacji związanym z prawami i wolnościami obywateli oraz zagadnień z zakresu prawa wyborczego, prawa międzynarodowego i prawa karnego jest zabiegiem celowo zastosowanym przez autorkę artykułu i niezbędnym w jej ocenie dla uwidocznienia nieprawidłowości związanych z realizacją prawa wyborczego osadzonych. Autorka pragnie ukazać, jak poważny problem stanowią zaburzenia systemu więziennictwa i do naruszenia jakich praw człowieka wówczas dochodzi. Rozdziały poświęcone nieprawidłowościom w zakładach karnych dotyczącym organizacji wyborów przedstawiają działania możliwe do podjęcia przez osadzonych i obrońców ich praw w celu naprawy tej skomplikowanej, wyborczej sytuacji.The aim of this publication is to draw the situation of the imprisoned and their right to vote in particular. Author deliberately refers to the constitutional regulations which relate to the rights and freedoms of citizens. Author also speaks of the suffrage, criminal and international law as it is necessary to expose the scale of the abnormalities in procedures within prison facilities – regarding prisoners ability exercise their right to vote. Another part of the publication that is dedicated to disclose the irregularities in terms of organisation of the voting itself within the penitentiary, also refers to the action that can be taken in order to solve this complicated matter

Opracowanie ma na celu przedstawienie argumentów mających pomóc w rozstrzygnięciu czy Republika Cypryjska powinna być uznawana za raj podatkowy. W celu przybliżenia tego zagadnienia autorka przytacza wybrane dotychczasowe definicje dotyczące oaz podatkowych oraz podejmuje próby rozstrzygnięcia zasadności uznawania Republiki Cypryjskiej za raj podatkowy. Niniejsze rozważania prowadzone są przede wszystkim w oparciu o najważniejsze publikacje wybitnych specjalistów z dziedziny międzynarodowego prawa podatkowego, wybrane akty prawne, monografie, witryny internetowe oraz opinie. Autorka wskazuje również przyczyny korzystania z rajów podatkowych, metody uchylania się oraz unikania podatków. Artykuł ma na celu przedstawienie zarówno danych aktualnych, jak i historycznych. Temat ten jest niewątpliwie aktualny, gdyż jak powszechnie wiadomo, już od wielu lat ludzie korzystają z różnych sposobów mających na celu obniżenie kosztów związanych z opłacaniem podatków w kraju macierzystym. Ma za zadanie usystematyzowanie wybranych pojęć związanych z funkcjonowaniem rajów podatkowych oraz zwrócenie uwagi na Republikę Cypryjską i rozstrzygnięcie zasadności uznawania jej za raj podatkowy.The publication main goal is to present the arguments, which should settle whether Cyprus Republic shall be classified and considered as a tax heaven. Author, wanting to take a closer look at this matter, is quoting selected definitions that deal with tax heavens. She tries to determine whether Cyprus Republic should be classified as tax heaven or not. Those reflections are supported by key publications of notable specialists from international tax law, monograms, websites and opinions. Author also points out the reasons behind escapes to Tax heavens, the methods of abrogating and avoiding taxes. The publication presents the most current data as well as historical ones. The subject of that matter is quite valid, especially in the times when most of the people that run their business are looking for all sorts of ways to decrease the cost of taxes, that they’re dimmed to pay in their own countries. This publication is not meant to be treated as a guide of how to avoid the taxes, far from that, it is mostly aiming to systematize selected concepts connected with functioning of Tax heavens as well as drives an attention on Cyprus Republic and reasons behind settling it as Tax heaven

GLOBALNE MIGRACJE LUDNOŚCI ZAGROŻENIEM DLA ISTNIENIA ORAZ PRAWIDŁOWEGO FUNKCJONOWANIA INSTYTUCJI SPOŁECZEŃSTWA OBYWATELSKIEGO. WYBRANE ZAGADNIENIA

The aim of the article’s author is to reflect on the essence of civil society in the context of social migration. There are many concepts in the literature on the description of citizenship and the definition of the phenomenon of population migration, which the author cites in the article, however, the assumption of this publication is to induce reflection on the impact of population migration on the implementation of citizens’ rights and obligations. It is impossible not to notice the huge range of impact of migration on many areas of life, and in particular on the functioning of civil society. Nowadays, social and economic changes are constantly occurring, causing society to mix, and in addition to the fact that they obviously become theoretically unified in the community, it should be noted that in practice the situation of civil society in individual countries is becoming increasingly complicated. Migration of the population should therefore be considered as a factor limiting the citizen in terms of his civil rights and obligations, without which the institution of civil society collapses.Celem autorki artykułu jest podjęcie rozważań na temat istoty społeczeństwa obywatelskiego w kontekście migracji społecznych. W literaturze występuje wiele koncepcji opisu obywatelskości oraz definicji zjawiska migracji ludności, które autorka przytacza w artykule, jednakże założeniem niniejszego opracowania jest skłonienie do refleksji na temat wpływu migracji ludności na realizację praw i obowiązków obywateli. Nie sposób bowiem nie zauważyć ogromnego zasięgu oddziaływania migracji na wiele dziedzin życia, a w szczególności na funkcjonowanie społeczeństwa obywatelskiego. W dzisiejszych czasach nieustannie zachodzą przemiany społeczne oraz gospodarcze powodujące mieszanie się społeczeństwa i oprócz tego, że oczywiście stają się one teoretycznie wspólnotowo ujednolicone, to należy zauważyć, że w praktyce sytuacja społeczeństwa obywatelskiego w poszczególnych państwach staje się coraz bardziej skomplikowana. Combating Label Noise in Image Data Using MultiNET Flexible Confident Learning

Deep neural networks (DNNs) have been used successfully for many image classification problems. One of the most important factors that determines the final efficiency of a DNN is the correct construction of the training set. Erroneously labeled training images can degrade the final accuracy and additionally lead to unpredictable model behavior, reducing reliability. In this paper, we propose MultiNET, a novel method for the automatic detection of noisy labels within image datasets. MultiNET is an adaptation of the current state-of-the-art confident learning method. In contrast to the original, our method aggregates the outputs of multiple DNNs and allows for the adjustment of detection sensitivity. We conduct an exhaustive evaluation, incorporating four widely used datasets (CIFAR10, CIFAR100, MNIST, and GTSRB), eight state-of-the-art DNN architectures, and a variety of noise scenarios. Our results demonstrate that MultiNET significantly outperforms the confident learning method

Ground truth based comparison of saliency maps algorithms

Abstract Deep neural networks (DNNs) have achieved outstanding results in domains such as image processing, computer vision, natural language processing and bioinformatics. In recent years, many methods have been proposed that can provide a visual explanation of decision made by such classifiers. Saliency maps are probably the most popular. However, it is still unclear how to properly interpret saliency maps for a given image and which techniques perform most accurately. This paper presents a methodology to practically evaluate the real effectiveness of saliency map generation methods. We used three state-of-the-art network architectures along with specially prepared benchmark datasets, and we proposed a novel metric to provide a quantitative comparison of the methods.
