    The measurement of ethnic and religious divisions: spatial, temporal, and categorical dimensions with evidence from Mindanao, the Philippines

    An ever-expanding body of empirical research suggests that ethno-religious divisions adversely impact a host of normatively desirable objectives linked to the quality of life in society, implicitly representing a strong challenge to multiculturalist theory and policies. The appropriate conceptualization and measurement of ethno-religious divisions has consequently become the subject of complex methodological debate. This article unpacks some of this complexity and provides a synthetic critique of how eight key measures each capture the notion of divisions and relate to each other conceptually, theoretically, and empirically within a divided society. It explores simple proportions, fractionalization, polarization, cultural distance, segregation, cross-cuttingness, horizontal inequality, and intermarriage indicators. Furthermore, instead of presenting national-level temporal snapshots of divisions as in much work, it purposely examines how measures also perform at more localized levels of analysis and over time, drawing on individual-level census data from one deeply-divided society, Mindanao, in the Philippines. Analysis underscores four major issues to which researchers should pay more attention: the sensitivity of measures to (1) the underlying causal mechanisms linking divisions with outcomes; (2) the social forces and methodologies shaping the identification and categorization of groups; (3) the passage of time and evolution of divisions; and (4) the level of spatial analysis. The article provides practical guidance and discusses the key implications of these points both for quantitative scholars working with these measures and for qualitatively-inclined empiricists and normative theorists wishing to interpret, evaluate, or otherwise engage the quantitative research on the merits and demerits of diversity

    A large body of recent quantitative work on the ‘diversity detriment’ hypothesis finds that ethno-religious diversity is linked with a host of societal ills, implying in turn a strong challenge to multiculturalist theory and policies. Given the stakes, the appropriate conceptualization and measurement of ethno-religious divisions is a matter of considerable importance. This paper provides a synthetic critique of how major measures each capture the notion of ‘divisions’ and relate to each other conceptually and empirically within a divided society. Furthermore, instead of presenting temporal snapshots of divisions at the national level, as in most previous work on the topic, we explore how measures perform at more localized levels of analysis and over time, drawing on individual level census data from Mindanao, the Philippines. We highlight four conceptually ‘big’ issues we believe deserve emphasis and further investigation: the sensitivity of measures to the choice of construct, categorization methodology, passage of time, and spatial variation. We provide guidance and discuss the key implications of these points both for quantitative scholars working with these measures and for qualitatively inclined empiricists and normative theorists wishing to interpret, evaluate or otherwise engage with the quantitative research on the merits of diversity

    Subnational governance in Ghana: a comparative assessment of data and performance

    In this chapter, we conceptualise an ideal framework that captures three reinforcing levers for measuring local government performance in sub-Saharan Africa, specifically Ghana, namely policy pronouncement, political processes and internal operations, and policy implementation. Given data limitations we employ a ‘next best’ approach to apply this framework and measure local government performance by combining a weighted ‘quality of reporting’ measure with selected available measures on political processes and internal operations, and policy implementation, so as to construct a composite index for local government performance (LGI). We also look at the relationship between our performance indices and other indices of local government performance in Ghana, as well as poverty headcounts. We find that, on average, urban districts perform better than their rural counterparts and also districts located in the southern half of Ghana perform better. Our constructed composite index is positively correlated with indices from Ghana’s district league tables. It has a negative relationship with poverty headcount in districts, indicating that districts with lower poverty incidence are more effective and responsive to their citizens. The findings provide a snapshot of institutional performance across Ghana’s districts, and offer a more comprehensive basis for considering variations in subnational institutional performance, including the effects of decentralisation than previous studies of Ghana – or indeed African countries more broadly

The guest editors put the specific contributions of the nine articles in perspective referring to the wider literature on foreign aid and its allocation, impact, and efficiency, as well as the political and economic processes in which aid operates. They discuss the historical and present-day context for foreign aid and provide summaries of the individual articles, highlighting policy implications and future research needs

    What Can Experiments Tell Us About How to Improve Government Performance?

    In recent years, experimental methods have been both highly celebrated, and roundly criticized, as a means of addressing core questions in the social sciences. They have received particular attention in the analysis of development interventions. This paper focuses on two key questions: (1) what have been the main contributions of RCTs to the study of government performance? and (2) what could be the contributions, and relatedly the limits? It draws inter alia on a new systematic review of experimental and quasi-experimental studies on governance to consider both the contributions and limits of RCTs in the extant literature. A final section introduces the studies included in this symposium in light of this discussion. Collectively, the studies push beyond polarized debates over experimental methods towards a new middle ground, considering both how experimental work can better address identified weaknesses and how experimental and non-experimental techniques can be combined most fruitfully

    Ethnic Heterogeneity and Public Goods Provision in Zambia: Evidence of a Subnational "Diversity Dividend"

    The “diversity debit” hypothesis – that ethnic diversity has a negative impact on social, economic, and political outcomes – has been widely accepted in the literature. Indeed, with respect to public goods provision – the focus of this article – the conventional wisdom holds that a negative relationship between ethnic heterogeneity and public goods provision is so well-established empirically that future research should abandon examination of whether such a relationship exists and focus instead on why it exists, that is, on the mechanisms underlying a negative relationship. This article challenges the conventional wisdom on empirical grounds. It demonstrates at the sub-national level strong evidence for a “diversity dividend” – that is, a positive relationship between ethnic heterogeneity and some measures of public goods provision, in particular welfare outcomes related to publicly provided goods and services. Building on the literature, the article draws on new analysis at district level for Zambia, using a new dataset compiled by the authors from administrative, budget, and survey data, which cover a broader range of public goods outcomes than previous work, including information on both budgetary and welfare outcomes. The article explores why relationships may differ for sub-national budgetary and welfare outcomes, considering separate models for each. Analysis shows results to be robust across a variety of alternative specifications and models. Given the more nuanced relationship between ethnic diversity and public goods provision documented, the article argues that the key task for future work is not to address why the relationship is negative, but to study under what conditions such direction holds true, and the mechanisms that underlie a diversity dividend. It concludes by considering key explanatory hypotheses against the Zambian data to identify promising areas for such theory development. More broadly, while the diversity debit hypothesis highlights the costs of diversity and could be interpreted as providing support for polices that minimize it, the findings in this article are consistent with a view that diversity can be good for communities, not only for normative reasons, but also because, under some conditions, it can support concrete welfare gains

    Aid's impact on democracy

    This paper investigates the impact of foreign aid on democratic outcomes using a panel of countries for the period between 1995 and 2018. In so doing, it speaks to a major critique of foreign aid, which is that it negatively impacts democratic governance. The analysis distinguishes between developmental aid and democracy aid, and examines democracy aid to specific sectors, in order to explore variation across different aid types. It draws on the Organisation for Economic Co-operation and Development’s (OECD) Creditor Reporting System (CRS) data on foreign aid and indices of democracy from the Varieties of Democracy project, employing a combination of a maximum likelihood estimation and structural equation modelling (ML-SEM) model and fixed effects models. Overall, using a more extensive set of data and methods than previous analyses, we offer comprehensive evidence pointing to aid having a positive if modest impact on democratic outcomes. Our analysis suggests this effect is more significant for democracy aid than developmental aid, but there is no evidence of negative impact for either. These results are robust to multiple specifications

    Does aid support democracy? A systematic review of the literature

    This study draws on a rigorous systematic review—to our knowledge the first in this area—to take stock of the literature on aid and democracy. It asks: Does aid—especially democracy aid—have positive impact on democracy? How? What factors most influence its impact? In so doing, it considers studies that explicitly focus on ‘democracy aid’ as an aggregate category, its subcomponents (e.g. aid to elections), and ‘developmental aid’. Overall, the evidence suggests that i) democracy aid generally supports rather than hinders democracy building around the world; ii) aid modalities influence the effectiveness of democracy aid; and iii) democracy aid is more associated with positive impact on democracy than developmental aid, probably because it targets key institutions and agents of democratic change. The review presents a new analytical framework for considering the evidence, bringing together core theories of democratization with work on foreign aid effectiveness. Overall, the evidence is most consistent with institutional and agent-based theories of exogenous democratization, and least consistent with expectations drawn from structural theories that would imply stronger positive impact for developmental aid on democratization
