    A discussion is given of ESD as a radiated electromagnetic environment and compares the ESD environment to a standard EMI test environment. An arc generator used to assess the sensitivity of typical spacecraft electronics is described.     Strengthening Trade Adjustment Assistance

    More than 40 years ago, Congress established the Trade Adjustment Assistance (TAA) program to provide assistance to workers and firms adversely affected by import competition. The program provides extended income maintenance and training to workers and technical assistance to firms. TAA was expanded in the 1970s and cut back during the 1980s. Provisions included in the Trade Act of 2002 breathed new life into the program. Eligibility criteria were extended to include secondary workers and workers who lose their jobs due to offshore shifts in production. A health insurance tax credit and wage insurance were added to the package of assistance for workers. TAA for Farmers and Fishermen was also created. Congress is currently considering further changes to the program, including covering service workers and expanding the health insurance tax credit and wage insurance. Many believe that expanding TAA is critical to winning congressional support for further trade liberalization.

    For a symmetric random walk in Z2Z^2 which does not necessarily have bounded jumps we study those points which are visited an unusually large number of times. We prove the analogue of the Erd\H{o}s-Taylor conjecture and obtain the asymptotics for the number of visits to the most visited site. We also obtain the asymptotics for the number of points which are visited very frequently by time nn. Among the tools we use are Harnack inequalities and Green's function estimates for random walks with unbounded jumps; some of these are of independent interest

    Investigation of filamentary composites having high strength and stiffness and a zero thermal coefficient of expansion in one direction shows that advanced filament materials, such as boron, have substantial advantages over conventional filamentary composites.
