    There has been considerable controversy over the approach taken to international relocation disputes by the courts of England and Wales, but little has been known about how first instance judges approach such decisions in ‘everyday’ relocation cases. This article reports the findings of an empirical study in 2012 which looks at case outcomes and judicial reasoning in international relocation disputes based on the decisions of trial judges and the reports of lawyers. The article analyses case characteristics and some factors which may influence case outcomes, and explores the judicial reasoning used to reach those conclusions

    Autistic individuals and the family justice system: research findings and good practice

    There is much work being done at the moment on vulnerable individuals’ interactions with the family justice system, both looking at their experiences and considering ways in which things can be improved. This article fits within that broader literature, reporting the findings of our recent research into legal professionals’ knowledge and experience of autism in the family justice context. Here, we offer a summary designed to relay the key findings and our suggestions for best practice; a fuller report of our research is published in February this year (‘Legal professionals’ knowledge and experience of autistic adults in the family justice system’ [2018] Journal of Social Welfare and Family Law)

    Relocation: the holistic approach restored

    Back in September 2017, one of the present authors wrote about the High Court’s relocation appeal decision in F v L (Permission to Relocate: Appeal) [2017] EWHC 1377 (Fam), [2018] FLR (forthcoming), arguing that the case did not sit easily with established authorities in a number of respects (R George, ‘Relocation: A Spanner in the Holistic Analysis?’ [2017] Fam Law 1002). By coincidence, while that article was in press, an application through the Bar Pro Bono Unit came our way from the father in that case, who had successfully opposed the relocation in the Family Court but then lost on appeal in the High Court. He was seeking advice and representation for a second appeal to the Court of Appeal. Permission to appeal was granted by Macur LJ in September and the case came on for hearing in the Court of Appeal before Peter Jackson, Newey and Singh LJJ on 7 December 2017. Judgment was handed down a couple of weeks later, allowing the appeal and restoring the trial judge’s decision: Re L (Relocation: Second Appeal) [2017] EWCA Civ 2121, [2018] FLR (forthcoming)

    Cardiovascular autonomic control in patients undergoing left ventricular assist device (LVAD) support and pharmacologic therapy

    Objectives The objective of the study is to determine cardiac autonomic control in patients undergoing assessment for and/or LVAD therapy. Methods Heart rate variability (HRV) was measured in 17 explanted LVAD, 17 implanted LVAD and 23 NYHA III-IV classified chronic heart failure (CHF) patients and ten healthy matched controls under three conditions: supine free breathing, standing and supine controlled breathing. Five measures of HRV were assessed: mean R-R interval (mR-R), high frequency (HF) and low frequency (LF) spectral power, LF in normalised units (LFnu), and LF to HF (LF:HF) ratio. Results Repeat measures ANOVA showed significant (p < 0.05) differences in HRV between all three conditions within groups. Lower values were observed in CHF for LF(in log natural units) compared with explanted patients (- 1.4 [95% CI - 2.6 to - 0.7], p = 0.04) and controls (- 2.1 [- 3.5 to - 0.7], p = 0.001) and for LF:HF compared with implanted patients under paced breathing conditions (z = - 2.7, p = 0.007) and controls in standing (z = - 2.9, p = 0.004) and paced breathing conditions (z = - 2.3, p = 0.02). However, no significant differences were seen between explanted, implanted and control groups under any condition. Conclusions Patients implanted with an LVAD and explanted from a LVAD following myocardial recovery demonstrate a more normal dynamic response to autonomic stimuli and have a lower HRV risk profile compared to CHF patients. © 2013 Elsevier Ireland Ltd

    Ethnic variation in outcome of people hospitalised during the first COVID-19 epidemic wave in Wales (UK):an analysis of national surveillance data using Onomap, a name-based ethnicity classification tool

    Objective To identify ethnic differences in proportion positive for SARS-CoV-2, and proportion hospitalised, proportion admitted to intensive care and proportion died in hospital with COVID-19 during the first epidemic wave in Wales.Design Descriptive analysis of 76 503 SARS-CoV-2 tests carried out in Wales to 31 May 2020. Cohort study of 4046 individuals hospitalised with confirmed COVID-19 between 1 March and 31 May. In both analyses, ethnicity was assigned using a name-based classifier.Setting Wales (UK).Primary and secondary outcomes Admission to an intensive care unit following hospitalisation with a positive SARS-CoV-2 PCR test. Death within 28 days of a positive SARS-CoV-2 PCR test.Results Using a name-based ethnicity classifier, we found a higher proportion of black, Asian and ethnic minority people tested for SARS-CoV-2 by PCR tested positive, compared with those classified as white. Hospitalised black, Asian and minority ethnic cases were younger (median age 53 compared with 76 years; p&lt;0.01) and more likely to be admitted to intensive care. Bangladeshi (adjusted OR (aOR): 9.80, 95% CI 1.21 to 79.40) and ‘white – other than British or Irish’ (aOR: 1.99, 95% CI 1.15 to 3.44) ethnic groups were most likely to be admitted to intensive care unit. In Wales, older age (aOR for over 70 years: 10.29, 95% CI 6.78 to 15.64) and male gender (aOR: 1.38, 95% CI 1.19 to 1.59), but not ethnicity, were associated with death in hospitalised patients.Conclusions This study adds to the growing evidence that ethnic minorities are disproportionately affected by COVID-19. During the first COVID-19 epidemic wave in Wales, although ethnic minority populations were less likely to be tested and less likely to be hospitalised, those that did attend hospital were younger and more likely to be admitted to intensive care. Primary, secondary and tertiary COVID-19 prevention should target ethnic minority communities in Wales

    Manipulating infrared photons using plasmons in transparent graphene superlattices

    Superlattices are artificial periodic nanostructures which can control the flow of electrons. Their operation typically relies on the periodic modulation of the electric potential in the direction of electron wave propagation. Here we demonstrate transparent graphene superlattices which can manipulate infrared photons utilizing the collective oscillations of carriers, i.e., plasmons of the ensemble of multiple graphene layers. The superlattice is formed by depositing alternating wafer-scale graphene sheets and thin insulating layers, followed by patterning them all together into 3-dimensional photonic-crystal-like structures. We demonstrate experimentally that the collective oscillation of Dirac fermions in such graphene superlattices is unambiguously nonclassical: compared to doping single layer graphene, distributing carriers into multiple graphene layers strongly enhances the plasmonic resonance frequency and magnitude, which is fundamentally different from that in a conventional semiconductor superlattice. This property allows us to construct widely tunable far-infrared notch filters with 8.2 dB rejection ratio and terahertz linear polarizers with 9.5 dB extinction ratio, using a superlattice with merely five graphene atomic layers. Moreover, an unpatterned superlattice shields up to 97.5% of the electromagnetic radiations below 1.2 terahertz. This demonstration also opens an avenue for the realization of other transparent mid- and far-infrared photonic devices such as detectors, modulators, and 3-dimensional meta-material systems.Comment: under revie

    Galaxy Harassment and the Evolution of Clusters of Galaxies

    Disturbed spiral galaxies with high rates of star formation pervaded clusters of galaxies just a few billion years ago, but nearby clusters exclude spirals in favor of ellipticals. ``Galaxy harassment" (frequent high speed galaxy encounters) drives the morphological transformation of galaxies in clusters, provides fuel for quasars in subluminous hosts and leaves detectable debris arcs. Simulated images of harassed galaxies are strikingly similar to the distorted spirals in clusters at z∼0.4z \sim 0.4 observed by the Hubble Space Telescope.Comment: Submitted to Nature.
