    Lessons learned from applying a production network-based policy framework to the cultural and creative sector

    This deliverable attempt to formulate a policy framework which is explicitly grounded in a production network approach for the Creative and Cultural Sector (CCS). This framework aims to propose a set of procedures and strategies to effectively address pressing policy challenges faced by stakeholders at local, national, and EU levels. Our approach places significant emphasis on recognizing the key actors within these production networks and their geographical locations. Additionally, we take into consideration the mode of governance, delineating which actors oversee specific network segments and control access. By integrating both a rich-place and a rich-actor perspective, we acknowledge that individuals in the CCS are driven not only by profit motives but also by aesthetic and increasingly, environmental considerations. To achieve this, we will begin by providing a concise overview of the fundamental characteristics of our approach (section 2). Subsequently, we will elucidate the broader policy implications stemming from the CICERONE approach (section 3). Following this, we will detail the translation of these implications into tangible, step-by-step strategies, aligning them with the production network typology expounded in D6.1 (section 4). We will then present a systematic procedure for implementation (section 5). Finally, in the concluding section, we will distill key insights regarding the effectiveness of employing a production network approach in formulating policies for the CCS (section 6)
