    A Successful Case of Information Management Reengineeringin the Government Sector

    Business Process Reengineering (BPR) provides organizations with a valuable tool to assess business processes. It can help to reduce costs and improve quality, customer satisfaction and productivity. Business ProcessReengineering is most successful when coupled with targeted use of Information Technology in designing new processes. This paper presents a case of BPR at the Environment Safety and Health Division of Los Alamos National Laboratory. The case illustrates the success and benefits of BPR in an organization of the federal government. The case demonstrates the need for developing strategic processes, a toolbox of solutions to attack corporate-wide information management and tactics to address organizational obstacle

    The C2-hydrocarbon link in cometary comae

    Comet 8P/Tuttle was the target of an ESO multiwavelength observing campaign in 2008. Observations of the spatial distribution of C2 and C3 were obtained, as well as simultaneous direct detections of the C2 parent species C2H2 and C2H6. We combine these observations to investigate the origin of cometary C2. The observed C2 column densities are inconsistent with a production of C2 from C2H2, C2H6, and C3. Based on a photochemical model, we quantitatively discuss the influence of further potential C2 parent species. The assumption of C4H2 as an additional C2 parent species in comet 8P/Tuttle provides the best explanation for the observed C2 column densities

    The abundance ratios of stable isotopes of the light elements in comets may provide clues of cosmogonical significance. Measuring isotopic ratios in an optical cometary spectrum is, however, a rather difficult task for different reasons. Such measurements require, in particular, very high spectral resolution and are feasible so far only on bright objects. In 1997 we observed comet Hale-Bopp with the 2.6 m Nordic Optical Telescope on La Palma, Canary Islands, with a view to estimating the [SUP]12[/SUP]C/[SUP]13[/SUP]C abundance ratio. About twenty high-resolution (λ /Πλ ~ 70000) spectra of the strong CN Violet (0,0) band were secured with the SOFIN spectrograph from 7 to 13 April. The heliocentric and geocentric distances of the comet were then close to 0.9 AU and 1.4 AU, respectively. While the data do show the expected lines of the [SUP]13[/SUP]C[SUP]14[/SUP]N isotopic molecule, we have been surprised to find in addition a number of very weak features, which are real and turn out to be positioned very near to the theoretical wavelengths of lines pertaining to the R branch of [SUP]12[/SUP]C[SUP]15[/SUP]N. After a short description of the reduction and analysis of the data our paper discusses the results derived for [SUP]12[/SUP]C/[SUP]13[/SUP]C and [SUP]14[/SUP]N/[SUP]15[/SUP]N as well as their possible implications. We also present a brief review of the carbon and nitrogen isotopic ratios in various solar system objects and consider the question whether any nucleosynthesis site(s) is (are) known where pairs of values similar to those we measure in comet Hale-Bopp could be produced

    Background!#!Traffic accidents and the traumatic injury consequences are frequent causes of mortality and irreversible damage in children and young adults. In motorcycle accidents the injury patterns differ depending on the age of the patient.!##!Objective!#!The aim of this study was to describe the typical injury patterns after motorcycle accidents involving children and adolescents as these can have a decisive influence on the prevention and the adequate treatment in the respective patient groups.!##!Material and methods!#!The study included 22,923 patients from the years 2002-2018 which were extracted from the TraumaRegister DGU®. Injury patterns of 4 age categories were analyzed: group 1 (4-15 years), group 2 (16-17 years), group 3 (18-20 years) and group 4 (21-50 years).!##!Results!#!In both younger age groups, limb injuries mostly of the lower extremities, showed the highest incidence. Moreover, younger patients with traumatic brain injury showed better outcomes despite of initially poor conditions. Ribcage, abdominal, pelvic and spinal injuries are the least frequent in younger patients. In terms of diagnostics, children are less likely to undergo whole-body computed tomography (CT) diagnostics than adults.!##!Conclusion!#!The study revealed age-specific differences with respect to injury patterns in patients involved in motorcycle accidents, either as drivers or co-drivers. Furthermore, the analysis of preclinical and in-hospital treatment elucidated the relevance of preventive and protective measures
