    Medicaid Expansion Case Study: Differences Between Florida and New York Medicaid Expansion Policy

    The Affordable Care Act (ACA) expands healthcare coverage and improves healthcare delivery. While the ACA expands Medicaid coverage, many states have yet to expand. This paper utilizes a multi-state comparison case study comparing New York, a Medicaid expansion state, and Florida, a non-expansion state, to better understand Medicaid expansion decisions and influences in states. The case study identifies that the reasons behind these decisions are layered and complex; influences such as state political parties, lobbying, and overall state economics greatly influence Medicaid expansion policy

    Pion and Kaon Polarizabilities and Radiative Transitions

    CERN COMPASS plans measurements of gamma-pi and gamma-K interactions using 50-280 GeV pion (kaon) beams and a virtual photon target. Pion (kaon) polarizabilities and radiative transitions will be measured via Primakoff effect reactions such as pi+gamma->pi'+gamma and pi+gamma->meson. The former can test a precise prediction of chiral symmetry; the latter for pi+gamma->a1(1260) is important for understanding the polarizability. The radiative transition of a pion to a low mass two-pion system, pi+gamma->pi+pi0, can also be studied to measure the chiral anomaly amplitude F(3pi) (characterizing gamma->3pi), arising from the effective Chiral Lagrangian. We review here the motivation for the above physics program. We describe the beam, target, detector, and trigger requirements for these experiments. We also describe FNAL SELEX attempts to study related physics via the interaction of 600 GeV pions with target electrons. Data analysis in progress aims to identify the reactions pi+e->pi'+e'+pi0 related to the chiral anomaly, and pi+e->pi'+e'+gamma related to pion polarizabilities.Comment: 16 pages, 6 figures, Latex Springer-Verlag style Tel Aviv U.     Development of models for the two-dimensional, two-fluid code for sodium boiling NATOF-2D

    Several features were incorporated into NATOF-2D, a twodimensional, two fluid code developed at M.I.T. for the purpose of analysis of sodium boiling transients under LMFBR conditions. They include improved interfacial mass, momentum and energy exchange rate models, and a cell-to-cell radial heat conduction mechanism which was calibrated by simulation of Westinghouse Blanket Heat Transfer Test Program Runs 544 and 545. Finally, a direct method of pressure field solution was implemented into NATOF-2D, replacing the iterative technique previously available, and resulted in substantially reduced computational costs.The models incorporated into NATOF-2D were tested by running the code to simulate the results of the THORS Bundle 6A Experiments performed at Oak Ridge National Laboratory, and four tests from the W-1 SLSF Experiment performed by the Hanford Engineering Development Laboratory. The results demonstrate the increased accuracy provided by the inclusion of these effects

    Colojejunal Fistula Resulting from a D-PEJ Feeding Tube

    Numerous procedures have been developed to provide adequate enteral nutrition to patients with gastrointestinal disorders. Previously, operative placement of a feeding gastrostomy or jejunostomy tube was the accepted means of gaining chronic enteral access. However, improved technology and experience with endoscopic techniques have quickly replaced primary operative placement of enteral access. Direct percutaneous endoscopic jejunostomy (D-PEJ) is a procedure that was designed to deliver enteral feeding solutions for patients with proximal disease after unsatisfactory results from percutaneous endoscopic gastrostomy tubes with jejunal extensions (PEG-J). As with any procedure, it is associated with complications. We present the first reported case of a colojejunal fistula resulting from a D-PEJ placement. While D-PEJ has been shown to be relatively safe, complications related to the inherent limitations of the procedure need to be considered when the patient experiences unusual post-procedure symptoms and worked up appropriately

    Determinisitic Writing and Control of the Dark Exciton Spin using Short Single Optical Pulses

    We demonstrate that the quantum dot-confined dark exciton forms a long-lived integer spin solid state qubit which can be deterministically on-demand initiated in a pure state by one optical pulse. Moreover, we show that this qubit can be fully controlled using short optical pulses, which are several orders of magnitude shorter than the life and coherence times of the qubit. Our demonstrations do not require an externally applied magnetic field and they establish that the quantum dot-confined dark exciton forms an excellent solid state matter qubit with some advantages over the half-integer spin qubits such as the confined electron and hole, separately. Since quantum dots are semiconductor nanostructures that allow integration of electronic and photonic components, the dark exciton may have important implications on implementations of quantum technologies consisting of semiconductor qubits.Comment: Added two authors, minor edits to figure captions, expanded discussion of dark exciton eigenstate

    File compression using typogenetic computation

    Typogenetic algorithms are a break from classical approaches to computation. Based on gene expression and intercellular processes, typo-genetic computation can offer a new approach to the algorithmic problems of system security, data compression and encryption. The method has a potential of much higher compression ratios at the limited computational costs i.e. processing time. This paper presents a formal system based on typogenetics for the purposes of compression. Lossless data compression is an important part of computer science. While the ability to reduce consumption of hard disk space or transmission bandwidth through statistical redundancy has served well in the past, the explosive growth in high quality media content (*.mp3, *.mpg) on the internet in the past few years have highlighted the limitations of traditional statistical techniques for compression. © 2008 IEEE

    Magnetic systems at criticality: different signatures of scaling

    Different aspects of critical behaviour of magnetic materials are presented and discussed. The scaling ideas are shown to arise in the context of purely magnetic properties as well as in that of thermal properties as demonstrated by magnetocaloric effect or combined scaling of excess entropy and order parameter. Two non-standard approaches to scaling phenomena are described. The presented concepts are exemplified by experimental data gathered on four representatives of molecular magnets.Comment: 33 pages, 16 figure
