Abortion and Crime: Unwanted Children and Out-of-Wedlock Births
Abortion may prevent the birth of ''unwanted'' children, who would have relatively small investments in human capital and a higher probability of crime. On the other hand, some research suggests that legalizing abortion increases out-of-wedlock births and single parent families, which implies the opposite impact on investments in human capital and thus crime. The question is: what is the net impact? We find evidence that legalizing abortion increased murder rates by around about 0.5 to 7 percent. Safe Storage Gun Laws: Accidental Deaths, Suicides and Crime
It is frequently assumed that safe storage gun laws reduce accidental gun deaths and total suicides, while the possible impact on crime rates are ignored. However, given existing work on the adverse impact of other safety laws, such as safety caps for storing medicine, even the very plausible assumption of reduced accidental gun deaths cannot be taken for granted. Our paper analyzes both state and county data spanning nearly twenty years, and we find no support that safe storage laws reduce either juvenile accidental gun deaths or suicides. Instead, these storage requirements appear to impair people's ability to use guns defensively. Because accidental shooters also tend to be the ones most likely to violate the new law, safe storage laws increase violent and property crimes against low risk citizens with no observable offsetting benefit in terms of reduced accidents or suicides. During the first five full years after the passage of the safe storage laws, the group of fifteen states that adopted these laws faced an annual average increase of over 300 more murders, 3,860 more rapes, 24,650 more robberies, and over 25,000 more aggravated assaults. PROFILES OF TARIFFS IN GLOBAL AGRICULTURAL MARKETS
High protection for agricultural commodities in the form of tariffs continues to be the major factor restricting world trade. The large differences in average tariffs across countries make it possible for farmers in one country to benefit from tariff protection while farmers in other countries lose income because of lower prices resulting from those tariffs. Applications of satellite data relay to problems of field seismology
A seismic signal processor was developed and tested for use with the NOAA-GOES satellite data collection system. Performance tests on recorded, as well as real time, short period signals indicate that the event recognition technique used is nearly perfect in its rejection of cultural signals and that data can be acquired in many swarm situations with the use of solid state buffer memories. Detailed circuit diagrams are provided. The design of a complete field data collection platform is discussed and the employment of data collection platforms in seismic network is reviewed
Impaired decidual natural killer cell regulation of vascular remodelling in early human pregnancies with high uterine artery resistance
During human pregnancy, natural killer (NK) cells accumulate in the maternal decidua, but their specific roles remain to be determined. Decidual NK (dNK) cells are present during trophoblast invasion and uterine spiral artery remodelling. These events are crucial for successful placentation and the provision of an adequate blood supply to the developing fetus. Remodelling of spiral arteries is impaired in the dangerous pregnancy complication pre-eclampsia. We studied dNK cells isolated from pregnancies at 9-14 weeks' gestation, screened by uterine artery Doppler ultrasound to determine resistance indices which relate to the extent of spiral artery remodelling. dNK cells were able to promote the invasive behaviour of fetal trophoblast cells, partly through HGF. Cells isolated from pregnancies with higher resistance indices were less able to do this and secreted fewer pro-invasive factors. dNK cells from pregnancies with normal resistance indices could induce apoptotic changes in vascular smooth muscle and endothelial cells in vitro, events of importance in vessel remodelling, partly through Fas signalling. dNK cells isolated from high resistance index pregnancies failed to induce vascular apoptosis and secreted fewer pro-apoptotic factors. We have modelled the cellular interactions at the maternal-fetal interface and provide the first demonstration of a functional role for dNK cells in influencing vascular cells. A potential mechanism contributing to impaired vessel remodelling in pregnancies with a higher uterine artery resistance is presented. These findings may be informative in determining the cellular interactions contributing to the pathology of pregnancy disorders where remodelling is impaired, such as pre-eclampsia. Space Station Freedom environmental control and life support system phase 3 simplified integrated test detailed report
A description of the phase 3 simplified integrated test (SIT) conducted at the Marshall Space Flight Center (MSFC) Core Module Integration Facility (CMIF) in 1989 is presented. This was the first test in the phase 3 series integrated environmental control and life support systems (ECLSS) tests. The basic goal of the SIT was to achieve full integration of the baseline air revitalization (AR) subsystems for Space Station Freedom. Included is a description of the SIT configuration, a performance analysis of each subsystem, results from air and water sampling, and a discussion of lessons learned from the test. Effects of Backward Walking on Hamstring Flexibility and Low Back Range of Motion
The purpose of the study was to examine the effects of backward walking on hamstring flexibility and low back range of motion. Ten healthy female volunteers (29.9±10.0 yr; 165.1±8.2 cm; 68.53±18.4 kg) completed pre-post laboratory testing surrounding a 4-week intervention of backward walking. During the pretest, each participant walked forward on a treadmill at a preferred velocity for 3-5 min. A biaxial electrogoniometer was secured externally to the low back and a sit-and-reach test was performed. Each participant then walked backward at their preferred pace on a treadmill for 10 min, during which time low back motion data were obtained (1000 Hz). Following the pretest, participants completed an intervention of walking backward at a self-selected velocity for 10-15 min/day, 4 days/week. This was followed by a posttest, using the exact protocol as the pretest. Dependent variables consisted of pre-post measures of: 1) backward walking velocity (VEL), 2) flexibility of the hamstrings (HF), low back sagittal plane range of motion (sROM), and low back coronal plane range of motion (cROM). Correlated t-tests (α = 0.05) with Bonferroni correction identified significant (p \u3c 0.001) differences in VEL and HF. Low back motion parameters (sROM, cROM) were not significantly different (p \u3e 0.0125) following the intervention. Results of the study suggest that a 4-week intervention of backward walking appears to provide an appropriate stimulus for an increase in flexibility of the hamstrings. A possible interaction between VEL and sROM or cROM limited the interpretation of observed non-significant changes in low back motion
Comparing the Penman-Monteith equation and a modified Jarvis-Stewart model with an artificial neural network to estimate stand-scale transpiration and canopy conductance
The responses of canopy conductance to variation in solar radiation, vapour pressure deficit and soil moisture have been extensively modelled using a Jarvis-Stewart (JS) model. Modelled canopy conductance has then often been used to predict transpiration using the Penman-Monteith (PM) model. We previously suggested an alternative approach in which the JS model is modified to directly estimate transpiration rather than canopy conductance. In the present study we used this alternative approach to model tree water fluxes from an Australian native forest over an annual cycle. For comparative purposes we also modelled canopy conductance and estimated transpiration via the PM model. Finally we applied an artificial neural network as a statistical benchmark to compare the performance of both models. Both the PM and modified JS models were parameterised using solar radiation, vapour pressure deficit and soil moisture as inputs with results that compare well with previous studies. Both models performed comparably well during the summer period. However, during winter the PM model was found to fail during periods of high rates of transpiration. In contrast, the modified JS model was able to replicate observed sapflow measurements throughout the year although it too tended to underestimate rates of transpiration in winter under conditions of high rates of transpiration. Both approaches to modelling transpiration gave good agreement with hourly, daily and total sums of sapflow measurements with the modified JS and PM models explaining 87% and 86% of the variance, respectively. NASA Human Spaceflight Architecture Team Lunar Destination Activities
NASA's Human Spaceflight Architecture Team (HAT) Lunar Destination Team has been developing a number of "Design Reference Missions" (DRM) to inform exploration architecture development, transportation approaches, and destination elements and operations. There are four destinations being considered in the HAT studies: Cis-Lunar, Lunar, Near Earth Asteroids and Mars. The lunar destination includes all activities that occur on the moon itself, but not low lunar orbit operations or Earth Moon LaGrange points which are the responsibility of the HAT Cis-Lunar Team. This paper will review the various surface DRMs developed as representative scenarios that could occur in a human lunar return. The approaches have been divided into two broad categories: a seven day short stay mission with global capabilities and a longer extended duration stay of 28 days which is limited to the lunar poles as a landing zone. The surface elements, trade studies, traverses, concept of operations and other relevant issues and methodologies will be presented and discussed in the context and framework of the HAT ground rules and assumptions which are constrained by NASA's available transportation systems. An international collaborative effort based on the 2011 Global Exploration Roadmap (GER) will also be examined and evaluated
