    Respondent, age nineteen, appeared before the probate court of Muskingum County, Ohio, upon an affidavit filed by her mother alleging the child to be feeble-minded and in need of medical treatment. Results of psychological tests were presented at the hearing, revealing that respondent had an intelligence quotient of thirty-six and was therefore a feeble-minded person within the statutory definition. Respondent had had one illegitimate child, for whom she was unable to provide even rudimentary care or financial support, and was physically capable of bearing more children. Taking judicial notice that the state mental hospitals were then overcrowded and unable to accommodate additional inmates, the probate court invoked its interim power to provide for the welfare of incompetents until they can be committed to an institution. On order from the probate court, held, respondent will submit to a salpingectomy operation in an approved hospital by a licensed physician. The legislative grant of plenary power at law and in equity, as well as the special interim authority to care for incompetents, enable the probate court to provide extraordinary relief which takes into consideration the interests of both the incompetent and the community.     Status of nickel-hydrogen cell technology

    Nickel hydrogen cell technology has been developed which solves the problems of thermal management, oxygen management, electrolyte management, and electrical and mechanical design peculiar to this new type of battery. This technology was weight optimized for low orbit operation using computer modeling programs but is near optimum for other orbits. Cells ranging in capacity up to about 70 ampere-hours can be made from components of a single standard size and are available from two manufacturers. The knowledge gained is now being applied to the development of two extensions to the basic design: a second set of larger standard components that will cover the capacity range up to 150 ampere-hours; and the development of multicell common pressure vessel modules to reduce volume, cost and weight. A manufacturing technology program is planned to optimize the producibility of the cell design and reduce cost. The most important areas for further improvement are life and reliability which are governed by electrode and separator technology

    Finite Density QCD in the Chiral Limit

    We present the first results of an exact simulation of full QCD at finite density in the chiral limit. We have used a MFA (Microcanonical Fermionic Average) inspired approach for the reconstruction of the Grand Canonical Partition Function of the theory; using the fugacity expansion of the fermionic determinant we are able to move continuously in the (ÎČ−Ό\beta -\mu) plane with m=0m=0.Comment: 3 pages, LaTeX, 3 figures, uses espcrc2.sty, psfig.     Creating the ‘ethics industry': Mary Warnock, in vitro fertilization and the history of bioethics in Britain

    Recent decades have seen a shift in the management and discussion of biomedicine. Issues once considered by doctors and scientists are now handled by a diverse array of participants, including philosophers, lawyers, theologians and lay representatives. This new approach, known as ‘bioethics', has become the norm in regulatory committees and public debate. In this article, I argue that bioethics emerged as a valued enterprise in Britain during the 1980s because it fulfilled, and linked, the concerns of several groups. My analysis centres on the moral philosopher Mary Warnock, who chaired a government inquiry into human fertilization and embryology between 1982 and 1984, and became a strong advocate of bioethics. I detail how Warnock's promotion of bioethics tallied with the Conservative government's desire for increased surveillance of hitherto autonomous professions – while fulfilling her own belief that philosophers should engage in public affairs. And I also show that Warnock simultaneously promoted bioethics to doctors and scientists as an essential safeguard against declining political and public trust. This stance, I argue, framed bioethics as a vital intermediary between politics, the public, and biomedicine, and explains the growth and endurance of what the Guardian identified as an ethics industry
