    Advances in risk assessment for climate change adaptation policy

The final version is available from the publisher via the DOI in this recordClimate change risk assessment involves formal analysis of the consequences, likelihoods and responses to the impacts of climate change and the options for addressing these under societal constraints. Conventional approaches to risk assessment are challenged by the significant temporal and spatial dynamics of climate change; by the amplification of risks through societal preferences and values; and through the interaction of multiple risk factors. This paper introduces the theme issue by reviewing the current practice and frontiers of climate change risk assessment, with specific emphasis on the development of adaptation policy that aims to manage those risks. These frontiers include integrated assessments, dealing with climate risks across borders and scales, addressing systemic risks, and innovative co-production methods to prioritize solutions to climate challenges with decision-makers. By reviewing recent developments in the use of large-scale risk assessment for adaptation policy-making, we suggest a forward-looking research agenda to meet ongoing strategic policy requirements in local, national and international contexts.     Neoliberalism as a Political Rationality: Australian Public Policy Since the 1980s

    Since the 1980s, a remarkable transformation has occurred in the rationale that informs public policy in Australia. This transformation reflects a fundamental change in the way national economies and populations are conceived by policy makers and has led to the emergence of new strategies of governance as a consequence. We argue that this change of direction in Australian public policy may be best thought of as a specific neoliberal political rationality. The first section of the paper outlines changes to conceptions of the economy and subjectivity which are associated with neoliberalism as a political rationality. The second part of the paper examines the articulation and implementation of neoliberalism in Australia over the last couple of decades

    Full Circle or Spiralling Out of Control?: State Violence and the Control of Urbanisation in Papua New Guinea

    There is an administrative reluctance to recognise the permanency of urban settlement in Papua New Guinea. This reluctance, evident since the 1960s, has been characteristic of both the colonial and post-colonial administrations. Opposition to some facets of urbanisation continues today, despite growing population and land pressures in most rural areas and real problems of landlessness emerging in particular rural areas. Colonial control of urban populations has been replicated in contemporary times, often in more draconian form. Eviction of urban settlers has been tied to issues of crime and urban respectability, and lingering perceptions that Melanesians should be rural residents. The growth of informal settlements and urbanisation are not seen as issues of urban planning, nor is the context of urban migration linked to socioeconomic inequality, hence other forms of urban policy are largely absent. Strengthening alliances between land-owners and the state (especially police and provincial administrations) have thus emphasised intraurban inequality and hampered national development

    Future Imaginings: Organizing in Response to Climate Change

    Climate change has rapidly emerged as a major threat to our future. Indeed the increasingly dire projections of increasing global average temperatures and escalating extreme weather events highlight the existential challenge that climate change presents for humanity. In this editorial article we outline how climate change not only presents real, physical threats but also challenges the way we conceive of the broader economic, political and social order. We asked ourselves (and the contributors to this special issue) how we can imagine alternatives to our current path of ever escalating greenhouse gas emissions and economic growth. Through reference to the contributions that make up this special issue, we suggest that critically engaging with the concept of social, economic and political imaginaries can assist in tackling the conceptual and organizational challenges climate change poses. Only by questioning current sanitised and market-oriented interpretations of the environment, and embracing the catharsis and loss that climate change will bring, can we open up space for new future imaginings

    The Effect of Carbon Credits on Savanna Land Management and Priorities for Biodiversity Conservation

    Carbon finance offers the potential to change land management and conservation planning priorities. We develop a novel approach to planning for improved land management to conserve biodiversity while utilizing potential revenue from carbon biosequestration. We apply our approach in northern Australia's tropical savanna, a region of global significance for biodiversity and carbon storage, both of which are threatened by current fire and grazing regimes. Our approach aims to identify priority locations for protecting species and vegetation communities by retaining existing vegetation and managing fire and grazing regimes at a minimum cost. We explore the impact of accounting for potential carbon revenue (using a carbon price of US14pertonneofcarbondioxideequivalent)onpriorityareasforconservationandtheimpactofexplicitlyprotectingcarbonstocksinadditiontobiodiversity.OurresultsshowthatimprovedmanagementcanpotentiallyraiseapproximatelyUS14 per tonne of carbon dioxide equivalent) on priority areas for conservation and the impact of explicitly protecting carbon stocks in addition to biodiversity. Our results show that improved management can potentially raise approximately US5 per hectare per year in carbon revenue and prevent the release of 1–2 billion tonnes of carbon dioxide equivalent over approximately 90 years. This revenue could be used to reduce the costs of improved land management by three quarters or double the number of biodiversity targets achieved and meet carbon storage targets for the same cost. These results are based on generalised cost and carbon data; more comprehensive applications will rely on fine scale, site-specific data and a supportive policy environment. Our research illustrates that the duel objective of conserving biodiversity and reducing the release of greenhouse gases offers important opportunities for cost-effective land management investments
