    The tackling of money laundering through the criminal Justice System has not been debatable as long as it is handled by sub-systems in the criminal justice system such as the police and prosecutors since they have been bestowed a clear mandate in law. That raised a question, what about Corruption Eradication Commission or KPK? In Article 6 letter C Act no.30 of 2002 on the Corruption Eradication Commission (Law of KPK) explicitly and clearly revealed that the KPK has a duty to conduct the initial investigation, investigation and prosecution of corruption. That article also did not provide the further explanation. For that reason, the authority of KPK in conducting initial investigation, investigation and prosecution is only regarding the criminal act of corruption.In several corruption cases settling, KPK also often tried to apprehend the perpetrators through the law of prevention and Eradication of Money Laundering Crime. Many People criticized KPK but some gave the appreciation on KPK\u27s efforts in asset recovery. That was also addressed to KPK on its\u27 authority in investigating and prosecuting TPPU. In the case of No. 39/Pid.Sus/ TPK/2013/PN.Jkt.Pst with the accused Ahmad Fathanah, Joko Subagion and I made Hendra as 2 (two) members of the judges\u27 panel stated dissenting opinion. It declared that KPK has the authority to investigate TPU but it is only concerning with the wealth which is suspected from a criminal act of corruption. Actually, the authority to persecute TPPU is on the general attorney. Meanwhile, persecutors of KPK does not have the right to file the indicment and demand of the TPPU. Therefore, the indictment related to money laundering should be declared unacceptable. It brings the writer\u27s unrest on the criminal law enforcement\u27s practice. It is especially in the eradication of money laundering since it is supposed that law enforcement does no provide justice for justicia belene, certainty and expediency in asset recovery

    Peningkatan Keterampilan Menyimak Cerita Rakyat Melalui Media Audio Pada Siswa Kelas V SDN No. I PancaMukti

    Penelitian ini adalah penelitian tindakan kelas yang dilaksanakan di SDN No. I Panca Mukti, melibatkan 26 orang siswa terdiri atas 16 orang laki-laki dan 10 orang perempuan yang terdaftar pada tahun ajaran 2013/2014. Penelitian ini menggunakan desain penelitian model Kemmis dan Mc Taggart yang terdiri atas dua siklus. Di mana pada setiap siklus dilaksanakan dua kali pertemuan di kelas dan setiap siklus terdiri empat tahap yaitu perencanaan, pelaksanaan, observasi, dan refleksi. Hasil penelitian menunjukkan bahwa pada pra tindakan diperoleh ketuntasan klasikal 27,27% dan daya serap klasikal 55,45%. Pada tindakan siklus I diperoleh ketuntasan klasikal 69,23% dan daya serap klasikal 72,11% sedangkan pada tindakan siklus II diperoleh ketuntasan klasikal 98,8% dan daya serap klasikal 76,51%. Hal ini berarti pembelajaran pada siklus II telah memenuhi indikator keberhasilan dengan nilai daya serap klasikal minimal 70% dan ketuntasan belajar klasikal minimal 80%. Berdasarkan nilai rata-rata daya serap klasikal dan ketuntasan belajar klasikal pada kegiatan pembelajaran siklus II, maka dapat disimpulkan bahwa pembelajaran dengan menggunakan media audio dapat meningkatkan hasil belajar siswa kelas V pada pembelajaran di SDN No. I Panca Mukti

    Kedudukan Peraturan Daerah yang Dibatalkan oleh Keputusan Menteri dalam Negeri Setelah Putusan Mahkamah Konstitusi Nomor 137/PUU-XIII/2015

    Pada tahun 2016 Menteri Dalam Negeri membatalkan 3.143 Peraturan Daerah bermasalah. Kemudian pada tahun 2017 Mahkamah Konstitusi mengeluarkan sebuah Putusan yang mencabut kewenangan Menteri Dalam Negeri untuk membatalkan Peraturan Daerah. Akan tetapi masih ada Pemerintah Daerah yang melaksanakan Peraturan Daerah yang dibatalkan oleh Menteri Dalam Negeri sebelum keluarnya Putusan Mahkamah Konstitusi. Penelitian ini bertujuan, untuk menganalisis kekuatan eksekutorial Keputusan Menteri Dalam Negeri yang membatalkan peraturan daerah sebelum Putusan Mahkamah Konstitusi serta untuk menganalisis kedudukan peraturan daerah yang dibatalkan oleh Keputusan Menteri Dalam Negeri yang masih dilaksanakan oleh Pemerintah Daerah setelah Putusan Mahkamah Konstitusi. Metode penelitian yang digunakan adalah penelitian hukum normatif. Sumber data penelitian adalah data sekunder yang terdiri dari bahan hukum primer, bahan hukum sekunder dan bahan hukum tertier. Hasil penelitian menunjukkan bahwa pertama. Menteri Dalam Negeri masih dapat melaksanakan Keputusan untuk membatalkan Peraturan Daerah karena Putusan Mahkamah Konstitusi tidak berlaku surut, namun idealnya yang lebih berhak membatalkan Peraturan Daerah adalah Mahkamah Agung. Kedua, Kedudukan Peraturan Daerah yang dibatalkan oleh Keputusan Menteri Dalam Negeri yang masih dilaksanakan oleh Pemerintah Daerah setelah dikeluarkannya Putusan Mahkamah Konstitusi maka Peraturan Daerah tersebut tidak langsung batal karena ada mekanisme yang harus dilakukan yaitu pencabutan. Selama belum ada pencabutan, maka Peraturan Daerah dimaksud tetap ada tetapi tidak bisa dilaksanakan. Disarankan kepada Pemerintah Pusat agar merevisi Undang-Undang Nomor 23 Tahun 2014 khususnya pasal yang mengatur tentang pembatalan Peraturan Daerah dan apabila mengeluarkan suatu peraturan Perundang-undangan harus berpedoman pada hierarki peraturan Perundang-undangan yang berlaku saat itu.In 2016 the Minister of Home Affairs canceled 3,143 problematic Regional Regulations. Then in 2017 the Constitutional Court issued a Decision revoking the authority of the Minister of Home Affairs to cancel the Regional Regulation. However, there are still Regional Governments who carry out Regional Regulations that have been canceled by the Minister of Home Affairs before the decision of the Constitutional Court is issued. This study aims to analyze the executorial power of the Decree of the Minister of Home Affairs which overturned regional regulations before the Constitutional Court Decision and to analyze the position of regional regulations which were canceled by the Decree of the Minister of Home Affairs which was still implemented by the Regional Government after the Constitutional Court Decision. The research method used is normative legal research. The source of research data is secondary data consisting of primary legal materials, secondary legal materials and tertiary legal materials. The results of the study indicate that : first, The Minister of Home Affairs can still implement the Decision to cancel Regional Regulations because the Constitutional Court Decision does not apply retroactively, but ideally the more entitled to cancel Regional Regulations is the Supreme Court. Second, the position of the Regional Regulation which was canceled by the Decree of the Minister of Home Affairs which is still carried out by the Regional Government after the issuance of the Constitutional Court Decision, the Regional Regulation is not immediately canceled because there is a mechanism that must be done, namely revocation. As long as there has been no revocation, then the Regional Regulation in question still exists but cannot be implemented. It is recommended to the Central Government to revise Act. No. 23 Year 2014 specifically the articles governing the cancellation of Regional Regulations and when issuing a law and regulation must be guided by the hierarchy of legislation in force at that time

    Optimation of In vitro Lateral Shoots Multiplication of Papaya (Carica papaya L.) “Callina” with BAP and NAA

    Papaya is a popular fruit and is grown commercially in many subtropical and tropical countries. Papayas are generally grown from seeds; therefore the offsprings are not true-to-type and could come in three sexes, female, male, and hermaphrodite. Clonal propagation is required to obtain to grow true-to-type hermaphrodite papayas. In this research, we developed an in vitro protocol for shoot multiplication from lateral shoots from in vitro germinated papaya seedlings. The in vitro propagated plant materials could potentially be used as a source of papaya micro cuttings, or as scion for papaya grafting. The experiment was set up as a factorial experiment with NAA at 0, 0.1 and 0.5 mg.L-1, and BAP at 0, 0.1, 0.5, and 1.0 mg.L-1 in a completely randomized block design. BAP interacted with NAA in affecting the shoot production per explant. The optimum BAP and NAA concentration to produce lateral shoots was 0.54 mg. L-1 and 0.1 mg.L-1, respectively. Media without NAA reduced the number of lateral shoots and number of leaf per explant at any BAP concentration.Keywords: hermaphrodite, seeds, true to type, clonal propagation, micro cuttings

    Pengaruh Perendaman Kapur Sirih Dan Garam Terhadap Mutu Tepung Biji Durian (Durio Zibethinus Murr)

    The aim of this study was to determine the best treatment of the difference solution of slaked lime, salt (NaCl) and soaking time on the quality of flour of durian seed either from the physical, chemical and organic. This study uses a completely randomized design (CRD) with six treatments, with each treatment using 5 grams of slaked lime and 5 grams of salt, 105 grams of durian seeds are used with soaking time of 1, 2, 3 hours in 300 ml of water and three replications. The treatment in this study was PK1 (1 hour long immersion in a solution of slaked lime 5%), PK2 (2 hour long immersion in a solution of slaked lime 5%), PK3 (1 hour long immersion in a solution of slaked lime 5%), PG1 (1 hour long immersion in a solution of salt 5%), PG2 (2 hour long immersion in a solution of salt 5%), PG3 (3 hour long immersion in a solution of salt 5%). The data obtained were analyzed used analysis of variance followed by Duncan's New Multiple Range Test (DNMRT) at 5%. The results showed that the difference in the solution and soaking time is not obvious effect on water content, ash content, starch and fiber content, but has evident influential toward the value of the immersion, pH and sensory assessment. The best treatment in this study was PG3 (3 hour long immersion in a solution of salt 5%) has value of 57.62%, moisture content 8.62%, ash content of 3.72%, starch content 42,35%, fiber content of 4.69%, pH 6.63% and Sensory be accepted by the panelis
