With the development of marine logistics industry to grow, the government and corporate more and more attach importance to the performance evaluation of innovation and technology professionals. Combine the characteristics of marine logistics industry and innovative technology professionals to design a performance evaluation index of marine logistics industry in innovation and technology professionals, with the Analytic Hierarchy Process (AHP) to determine the weights of the various performance indicatorsf and through the establishment of fuzzy comprehensive evaluation model to make the problems of complex performance evaluation quantification and then come to their performance evaluation results, and provide reference methods and recommendations for innovation and technology professionals in performance evaluation theory and practice of marine logistics industry

Marine Ecological Environment Management Based on Ecological Compensation Mechanisms

The level of marine environmental management is a key factor in the successful implementation of marine power strategies. The improvement in management levels of marine environments requires innovation in marine management. In other words, the transformation of marine environmental management into marine ecological environment management must be done in order to achieve sustainable development of the marine economy. As an environmental economic policy that combines both administrative and market measures, ecological compensation mechanisms have significant advantages in marine ecological environment management. Based on the study of the current development of ecological compensation mechanisms in China, through the analysis of the connotation of marine ecological civilization, existing marine ecological protection practices and marine environmental management methods, this paper posits that the current marine ecological environment management in China should be established on the basis of ecological compensation mechanisms. At present, a lack of laws and regulations for overall marine ecological environment management is the key factor restricting the practice of marine ecological environment management. Therefore, it is necessary to explore the current path of marine ecological environment management in China from the perspective of the construction of legal system of ecological compensation law, the establishment of ecological compensation fees, ecological taxes and ecological compensation fund systems, and the clear status for a marine ecological management and supervision body

Shanghai “Maker” Urban Culture Construction in the Context of Big Cloud Movement

Shanghai should orient its development to becoming a global science and technology innovation center. Now, it plans to launch a strategic research of new round of development in 2050, carry out future urban planning research in 2040, and started start the implementation of thirteenth five-year development planning research. In this process, it is required to fully consider the impact of a new round of scientific and technological revolution and industrial reform, include the construction of global innovation center into the layout of the future development of Shanghai, formulate global scientific and technological innovation center development strategy, and further make clear the leading and support function of scientific and technological innovation to economic and social development of Shanghai. This paper analyzed the relationship between Big Cloud Movement and “Maker”, and the necessities for cultivating “Maker” urban culture to building Shanghai global scientific and technological innovation center. On this basis, it elaborated and analyzed how to integrate the Maker Culture into Shanghai urban culture. Finally, it came up with recommendations for establishing Shanghai “Maker” urban culture

Then, according to current development situation, it came up with recommendations for the maker culture construction: strengthening the awareness for protection of intellectual property right in the district, building “Internet + X” development model for Baoshan District, establishing maker parks in Baoshan District, actively creating the innovation atmosphere, opening the Big Cloud Movement platform the society and promoting generation of grassroots makers, enhancing the cooperation with adjacent district to realize trans-regional cooperation of innovation talents, and introducing social capitals to help innovation teams to make transformation of innovation results

Existing Problems and Recommendations for Cultivation of Agricultural Science and Technology Talents in China

China is a large agricultural country. Healthy and rapid development of agriculture plays an important role in overall socialist construction of China. To realize sustainable agricultural development, cultivation of agricultural science and technology innovation talents should be strengthened. Through analyzing existing problems in cultivation of agricultural science and technology innovation talents and combining actual situation of China’s agricultural development, this paper came up with pertinent recommendations for strengthening China’s agricultural science and technology talent cultivation, including improving agricultural science and technology innovation talent cultivation system, implementing “government – industry – university – institute” talent cultivation mode, speeding up construction of experimental teaching demonstration center, and applying human resource theories

Theory and Practice of Marine Regional Management in China

With the development of marine economy in coastal provinces and cities, there comes a series of environmental problems. Marine regional management, as a completely new marine management mode, transforms traditional management mode and can protect marine ecosystem. Thus, the marine regional management is feasible and applicable in China. This paper firstly discussed connotation and development of the marine regional management in China and pointed that the marine regional management is integrated management of a certain marine region. Next, it summarized characteristics of the marine regional management at current stage, for example, land-based pollution of trans-geographic system and marine management under regional government cooperative mechanism. Finally, it came up with recommendations including combining theory and practice of the marine regional management, and establishing marine regional management system as soon as possible, to realize benign interaction and sustainable development of marine economy and ecological environment
