    NC's Anti-Predatory Lending Law: Doing What It's Supposed To Do: A Reply

    We reply to criticisms of our recent study about North Carolina's Anti-Predatory Lending Law reducing predatory loan terms and preserving access to credit (NC's Anti-Predatory Lending Law: Doing What it's Supposed to Do). To examine whether the decline in overall subprime lending in North Carolina, following passage of the predatory lending law, was due to a decline in loans with legitimate terms or to a reduction in loans with abusive terms, we examined specific market segments and market practices using loan level data from the Loan Performance Asset Backed Securities (ABS) database. Our study revealed that, although the total volume of subprime originations in North Carolina declined, the number of home purchase loans was unaffected by the law. Given the robustness of the LP data, we are baffled by the criticism and disappointed by confusion that has arisen over mistaken data interpretation. For reasons discussed in this paper, we stand by our descriptive study and will continue to use LP data in our future work.Technology and Industry, Regulatory Reform

    Exploratory characterization of volcanic ash sourced from Uganda as a pozzolanic material in portland cement concrete

    The need for alternative cementing materials to ordinary Portland cement (OPC) has promoted characterization research on pozzolana as an important ingredient in cement production. In Uganda, natural pozzolana application in cement production is done by only two producers of Portland cement and at a small scale due to capacity constraints. The capacity constraints, together with other technological issues, continue to hinder realization of the cost reduction and improved quality benefits attributed to the use of pozzolana as a mineral admixture in Portland cement concrete. There is high abundance of natural pozzolana in Uganda in the form of volcanic ash/tuffs which, if adequately characterized, can facilitate production of different cementing materials and increase output from the various players in the cement production industry in Uganda. This paper reviews methods of pozzolana characterisation and presents preliminary research findings on application of natural pozzolana sourced from Uganda in development of Portland cement concrete. Samples collected from two different deposits in the western region of Uganda were prepared and subjected to chemical analysis and tests on compressive strength, flexural strength and flow-ability. The preliminary findings are indicative of good quality pozzolanic materials that can be applied as mineral admixture in production of Portland cement concrete

    The purpose of the present study was to assess and compare the chondroregenerative properties of PLA (processed lipoaspirate) and LAF (lipoaspirate fluid) cells, in a preclinical rabbit model of knee cartilage defect. The defects were repaired by a collagen I/III scaffold and added LAF-cells, PLA-cells or no cells, upon the study group. The results showed that collagen scaffolds seeded with LAF-derived stem cells appear to have slightly better activity and outcomes when compared to PLA-cells, in terms of cartilage regeneration

    The impact of low- and moderate-wealth homeownership on parental attitudes and behavior: Evidence from the community advantage panel

    Considerable research has suggested that homeownership imparts a variety of positive individual, family, neighborhood, and community effects. Yet, much of the research to date has failed to examine such effects by level of income [Dietz, R.D., & Haurin, D.R. (2003). The social and private micro-level consequences of homeownership. Journal of Urban Economics, 54(3), 401–450.]. This study adds to the limited research on the impact of assets on parental attitude and behavior among low- and moderate-income (LMI) families. Data used in this study are from the evaluation of Self-Help’s Community Advantage Home Loan Secondary Market Program. Specifically, we focus on the differences in the demographic and financial backgrounds, and parental attitudes and behavior between LMI homeowners and a comparison group of renters (n=815 owners; n=333 renters). Logistic regression analyses are used to model parental attitude and behavior outcomes on tenure, controlling for a variety of household characteristics. Results show that the overall differences between homeowners and renters on parental outcomes are statistically nonsignificant. This finding implies that tenure per se is not associated with parental attitudes and behavior. Explanations for the possible reasons for the lack of a tenure effect are discussed. Policy implications are forwarded

    Balloon Measurements of Cosmic Ray Muon Spectra in the Atmosphere along with those of Primary Protons and Helium Nuclei over Mid-Latitude

    We report here the measurements of the energy spectra of atmospheric muons and of the cosmic ray primary proton and helium nuclei in a single experiment. These were carried out using the MASS superconducting spectrometer in a balloon flight experiment in 1991. The relevance of these results to the atmospheric neutrino anomaly is emphasized. In particular, this approach allows uncertainties caused by the level of solar modulation, the geomagnetic cut-off of the primaries and possible experimental systematics to be decoupled in the comparison of calculated fluxes of muons to measured muon fluxes. The muon observations cover the momentum and depth ranges of 0.3-40 GeV/c and 5-886 g/cmsquared, respectively. The proton and helium primary measurements cover the rigidity range from 3 to 100 GV, in which both the solar modulation and the geomagnetic cut-off affect the energy spectra at low energies.Comment: 31 pages, including 17 figures, simplified apparatus figure, to appear in Phys.     Acute ST-segment elevation myocardial infarction after amoxycillin-induced anaphylactic shock in a young adult with normal coronary arteries: a case report

    BACKGROUND: Acute myocardial infarction (MI) following anaphylaxis is rare, especially in subjects with normal coronary arteries. The exact pathogenetic mechanism of MI in anaphylaxis remains unclear. CASE PRESENTATION: The case of a 32-year-old asthmatic male with systemic anaphylaxis, due to oral intake of 500 mg amoxycillin, complicated by acute ST-elevation MI is the subject of this report. Following admission to the local Health Center and almost simultaneously with the second dose of subcutaneous epinephrine (0.2 mg), the patient developed acute myocardial injury. Coronary arteriography, performed before discharge, showed no evidence of obstructive coronary artery disease. In vivo allergological evaluation disclosed strong sensitivity to amoxycillin and the minor (allergenic) determinants of penicillin. CONCLUSION: Acute ST-elevation MI is a rare but potential complication of anaphylactic reactions, even in young adults with normal coronary arteries. Coronary artery spasm appears to be the main causative mechanism of MI in the setting of "cardiac anaphylaxis". However, on top of the vasoactive reaction, a thrombotic occlusion, induced by mast cell-derived mediators and facilitated by prolonged hypotension, cannot be excluded as a possible contributory factor

    The SHiP experiment has been proposed at CERN to shed light on phenomena still unexplained in the framework of the Standard Model, such as the nature of dark matter, the baryonic asymmetry of the Universe and the neutrino oscillations, searching for hints of New Physics. A section of the detector will be dedicated to the study of neutrino physics with special emphasis on tau neutrino properties, still very poorly measured. A system to identify the muons produced in neutrino interactions, based on RPC technology, has been proposed and it is presented in detail in this paper
