    Negotiation Theories Engage Hybrid Warfare

    So how do we know hybrid warfare when we see it? And do negotiation theories, concepts and skills have any applicability to addressing the phenomenon of hybrid warfare? Our intent in this Article is to respond to those questions and then to do a bit of reframing to begin to explore negotiation theories, concepts and skills that might help us deter or respond to hybrid warfare. In the process, and as we will explain, we will reframe our focus—from responding to hybrid “warfare” to engaging in hybrid “conflict management.” We also will do a bit of reframing regarding the sorts of negotiation theories, concepts and skills that are potentially relevant in this context. We will begin with negotiation theories that assume one-on-one or bilateral relations, and, although we will demonstrate that these theories and their underlying concepts are foundational, we also will point out why they are not sufficient in the multilateral context of hybrid warfare. Rather, we will urge that international diplomacy and multiparty negotiation theories and skills, as well as the more recent scholarship that has developed regarding hostage negotiation and “wicked problems,” are likely to be most relevant

    The concept of hybrid warfare has arisen recently to describe the efforts, short of outright war, used by nations to disrupt and destabilize each other. This Article reviews available negotiation theories, concepts and skills to determine whether they can help governmental actors and business organizations targeted by hybrid warfare respond effectively. In other words, can negotiation theories, concepts and skills be used to engage effectively in “hybrid conflict management”? The Article urges that international diplomacy and multiparty negotiation theories and skills, as well as the more recent scholarship that has developed regarding hostage negotiation and “wicked problems,” are likely to be most relevant. The Article concludes with specific recommendations for business targets and governmental actors

    The QUEST Data Processing Software Pipeline

    A program that we call the QUEST Data Processing Software Pipeline has been written to process the large volumes of data produced by the QUEST camera on the Samuel Oschin Schmidt Telescope at the Palomar Observatory. The program carries out both aperture and PSF photometry, combines data from different repeated observations of the same portion of sky, and produces a Master Object Catalog. A rough calibration of the data is carried out. This program, as well as the calibration procedures and quality checks on the output are described.Comment: 17 pages, 1 table, 8 figure

    Breastfeeding Infants with Phenylketonuria in the United States and Canada

    Objective: This study described the prevalence and duration of mothers’ breastfeeding infants with phenylketonuria (PKU) and explored factors related to duration of breastfeeding as a surrogate for breastfeeding success. Subjects and Methods: Descriptive analysis as performed from an international Internet survey of mothers (n = 103) who met the inclusion criteria: (1) at least 21 years of age, (2) able to read and write in English, (3) child with PKU, and (4) living in the United States or Canada. Results: Of the 103 mothers, 89 (86%) initiated breastfeeding immediately following delivery, whereas 14 (14%) chose bottle feeding. In comparison to breastfeeding after delivery, significantly fewer mothers breastfed after diagnosis (McNemar’s v2 = 30.33, p \u3c 0.001; n = 72 vs. n = 89). Breastfeeding duration ranged from less than 1 month to 24 months with one modal duration category (n = 20, 22%) at less than 1 month. The timing of the addition of commercial infant formula to supplement breastfeeding or expressed mothers’ milk was associated with a shorter duration of breastfeeding among infants with PKU: v2 (42, n = 73) = 88.13, p \u3c 0.001. Conclusions: PKU is treated with phenylalanine (Phe) restriction. Breastfeeding infants with PKU is challenging in part because Phe intake is difficult to determine precisely. We studied breastfeeding duration in infants with PKU and factors associated with success. Further research should identify the unique needs of mothers’ breastfeeding infants with PKU to guide the development of interventions specific to these mothers to support their efforts to continue breastfeeding after the diagnosis of PKU
