    Issues before the thirteenth finance commission.

    The Thirteenth Finance Commission faces challenging times. Despite improvement, the fiscal situation continues to be a matter of concern when off budget liabilities and other fiscal risks are considered. In the changing situation of increasing oil prices on the one hand and surge in capital flows on the other, calibrating the transfer system in tune with counter-cyclical fiscal policy stance is a formidable challenge. The paper argues that irrespective of the wording of the Terms of Reference (ToR), the Commission would do well to focus on its primary task of recommending transfers to serve the objective of equity and incentives. While it is required to take into account a number of considerations, the focus should be on the transfer system. As an impartial body, the Commission should make a fair assessment of the union as well as state governments, ignoring the asymmetries in the wording of the ToR. As regards the transfer system itself is concerned, the paper argues that although it may be difficult to make drastic changes in the relative shares of the states, the Commission should give up the gap filling approach. Instead, after recommending the tax devolution, the Commission should recommend grants to fully equalise expenditures on elementary education and basic healthcare. It is also possible to incentivise the transfer system for even those states that have a better record of providing education and healthcare to improve quality of these services. If necessary, the tax devolution percentage can be appropriately adjusted to ensure equalisation of social services.     Spinocerebellar ataxia type 2 (SCA2) is an autosomal dominantly inherited disorder, which is caused by a pathological expansion of a polyglutamine (polyQ) tract in the coding region of the ATXN2 gene. Like other ataxias, SCA2 most overtly affects Purkinje cells (PCs) in the cerebellum. Using a transgenic mouse model expressing a full-length ATXN2(Q127)-complementary DNA under control of the Pcp2 promoter (a PC-specific promoter), we examined the time course of behavioral, morphologic, biochemical and physiological changes with particular attention to PC firing in the cerebellar slice. Although motor performance began to deteriorate at 8 weeks of age, reductions in PC number were not seen until after 12 weeks. Decreases in the PC firing frequency first showed at 6 weeks and paralleled deterioration of motor performance with progression of disease. Transcription changes in several PC-specific genes such as Calb1 and Pcp2 mirrored the time course of changes in PC physiology with calbindin-28 K changes showing the first small, but significant decreases at 4 weeks. These results emphasize that in this model of SCA2, physiological and behavioral phenotypes precede morphological changes by several weeks and provide a rationale for future studies examining the effects of restoration of firing frequency on motor function and prevention of future loss of PCs

    CeMnNi4: A soft ferromagnet with a high degree of transport spin polarization

    In this letter we introduce a new soft ferromagnetic compound, i.e. CeMnNi4, which exhibits a large moment (~4.95mu_B/Mn) and high degree of spin polarization. The system has a ferromagnetic transition temperature of 148K. Isothermal magnetization measurements at 5K reveal that the material is a soft ferromagnet with a magnetization saturating at about 500Oe and a coercive field of < 5 Oe. We determine the transport spin polarization of this material from Point Contact Andreev Reflection measurements to be 66% thereby making this material potentially important for spintronic applications.Comment: pdf file with figures Revised Version submitted to AP

    Effect of Pt doping on the critical temperature and upper critical field in YNi2-xPtxB2C (x=0-0.2)

    We investigate the evolution of superconducting properties by doping non-magnetic impurity in single crystals of YNi2-xPtxB2C (x=0-0.2). With increasing Pt doping the critical temperature (Tc) monotonically decreases from 15.85K and saturates to a value ~13K for x>0.14. However, unlike conventional s-wave superconductors, the upper critical field (HC2) along both crystallographic directions a and c decreases with increasing Pt doping. Specific heat measurements show that the density of states (N(EF)) at the Fermi level (EF) and the Debye temperatures (Theta_D) in this series remains constant within the error bars of our measurement. We explain our results based on the increase in intraband scattering in the multiband superconductor YNi2B2C.Comment: ps file with figure

    Glass Model, Hubbard Model and High-Temperature Superconductivity

    In this paper we revisit the glass model describing the macroscopic behavior of the High-Temperature superconductors. We link the glass model at the microscopic level to the striped phase phenomenon, recently discussed widely. The size of the striped phase domains is consistent with earlier predictions of the glass model when it was introduced for High-Temperature Superconductivity in 1987. In an additional step we use the Hubbard model to describe the microscopic mechanism for d-wave pairing within these finite size stripes. We discuss the implications for superconducting correlations of Hubbard model, which are much higher for stripes than for squares, for finite size scaling, and for the new view of the glass model picture.Comment: 7 pages, 7 figures (included), LaTex using Revtex, accepted by Int. Cable sizing methods are at variance across international standards. For example, International Electrotechnical Commission (IEC), National Electrical Code (NEC), British Standard (BS) and Institute of Electrical and Electronics Engineers (IEEE). The basic philosophy underlying any cable sizing calculation is to develop a procedure model on cable sizing. The main objective of this research work is to develop effective cable sizing model for building services
