The problem service of public cover overdue completion of task or mistime, unproductive in working, weaken activity monitoring mechanism him, difficult him comprehend training module, limitation of fund, there is no team supervisor of repair of performance, lack of internal socialition, and lack of good comition executor and also stakeholders, and also not yet integrated of activity of development of management base on performance in activity of best quality. Through development of performance management of resourses human being meant to public service can be carried out to the manner born, quickly, and responsive of acuntability. This matter can be realized because development of performance management can improve;repair quality of service chronically, can environmental bemake which support and can apply service standard in an as optimal. Activity to execute performance management realized to passto arrange arrangement in service, process change which have the character of evolusional is not revolution, developing team job and leadership, developing same job principle and partner, progress watched routinely pass clear indicators, optimalisation exploiting of available resource, and guarantee applying of elementary order repair of service system, taking care of relationwith costumer, stipulating of profession standard, team job. This research purposed to identify factors that influence regional original receipt in Banyumas Regency. Based on the identification in the research, so researcher conclude that there are four factors which influence regional original receipt in a regency/city. They are local tax, local retribution, share profits from the local government enterprises, and other official regional revenues. The data in this research generally has been taken from secondary data that is derived from local government of Banyumas Regency and also both Banyumas and Central Java Statistical Center Bureau. The data are Regional Original Receipt after local autonomy government be held in Indonesia, begins from year of 2000 until the last data reported (2007). The regression analysis show that both simultaneously and partially, factors that influences regional original receipt are local tax, local retribution, share profits from the local government enterprises, and other official regional revenues. The significant statistic yield from the analysis of independent variables is very high. Its because the identification of factors that influence regional original receipt can be identified perfectly. The importance thing that needs to be known is about factor that has the highest influence to the regional original receipt of Banyumas Regency. Elasticity analysis show that local retribution has the highest influence to the Banyumas regency regional original receipt, and then followed by local tax, other official regional revenues, and the last one receipt from share profits from the local government enterprises. Keywords: regional original receipt, local tax, local retribution, share profits from the local government enterprises, and other official regional revenue

The Effect of Layer Thickness on Stress Ratio and Fatigue Service Life of Plain Concrete Slab Track Structure

Indonesia has been developing a high-speed railway. Therefore, it is necessary to study slab track design configuration, which is convenient and efficient, by considering the country's environmental, geological, and geographical conditions. This paper discusses the effect of the layer thickness on the stress ratio and fatigue service life of slab track layers. The Finite Element Method (FEM) analysis was performed to numerically simulate the maximum moment caused by 180 kN of axle load. Subsequently, the classic calculation of stress ratio and fatigue service life was conducted for various layer thicknesses. The same materials specifications, axle load, and the value of subgrade reaction were applied for all slab track configurations with various thicknesses. The results indicate that the thicker each layer is, the lower stress ratio and the higher fatigue service life. The thicknesses influence the contribution of each layer in resisting the axle load in the slab track system. The slab track design is still conservative because friction between each layer of the slab track design configuration was not considered. The analysis was conducted for plain concrete slab without any reinforcement. The results are interesting for practicing engineers and researchers, and more case studies might be beneficial
