Procedure for the Award of Contracts and Contracting in Public Passenger Transport

This chapter describes a procurement process for providing transport serviceability by public passenger transport. The objective of the chapter is to present individual steps for procurement of public transport services. These steps consist of identification of objectives, definition of requirements for transport serviceability, risk allocation between contractual parties, drafting a public service contract and a process of selecting a service operator. Special attention is paid to the risks and their influence on contracting parties. The chapter also characterises procedure for the direct award of a public service contract, that is without competitive tendering. The author tries to define the impact of the direct award of contracts on the scope of services provided

ATTESTATION OF REST DRIVER IN ROAD TRANSPORT

Príspevok rozoberá problematiku preukazovania odpočinku vodiča v cestnej doprave. V úvode príspevok uvádza dôvody, kedy je možné použiť formulár. Príspevok upozorňuje, že formulár sa nepoužíva pri pravidelných denných a týždenných odpočinkoch. V ďalšej časti príspevok obsahuje návod preukazovania odpočinku vodiča pri analógových aj digitálnych tachografoch.The contribution deals with an issue of attestation rest of driver in road transport. At the beginning of the contribution states the reasons on which it is possible to use form. The contribution notes that the form is not used in regular daily and weekly rest. The next section of the contribution contains a guide of attestation of rest driver in both analogue and digital tachographs

RISK IN PUBLIC PASSENGER TRANSPORT

Príspevok obsahuje analýzu rizík, ktoré ovplyvňujú primeraný zisk. Riziká sú rozdelené na dve skupiny: nákladové a výnosové riziká. Príspevok popisuje možnosti rozdelenia rizík medzi zmluvné strany zabezpečenia dopravnej obslužnosti. V ostatnej časti príspevku je definovaný vzťah medzi primeraným ziskom a rizikom v hromadnej osobnej doprave.The paper deals with an analysis of risks which affect reasonable profit. These risks are divided into two basic groups: cost risk and income risk. The paper describes ways of dividing risks between contractual sides. In the last part, the relationship which expresses the functionality between reasonable profit and risk in public passenger transport is discussed

Impact of Road Network Charging System on Pricing for General Cargo Transportation

The paper defines the problem of pricing in general cargo by impact of toll in the first section. Different usage of a vehicle in individual transportation causes that it is not possible to calculate the toll uniformly for every cargo by constant price for the customer in the same transportation. The next part analyses the existing processes of the toll share for general transport described in Austria, Bohemia and Germany. None of the processes can be used for another state in general. Príspevok rozoberá problematiku odmeňovania vodičov v cestnej nákladnej doprave. V prvej časti príspevok popisuje problémy nedostatku vodičov. Ďalšia časť príspevku popisuje proces personálneho plánovania vo vzťahu k získaniu nových vodičov a udržaniu existujúcich vodičov. Ostatná časť príspevku popisuje mzdové formy v podniku cestnej dopravy.The paper discusses the issue of rewarding for drivers of road freight. The first part of the paper describes the problems of a shortage of drivers. Another part of the paper describes the process of personnel planning in relation to the recruitment of new drivers and keeping of existing drivers. ALOKACIJA RIZIKA U UGOVORIMA O USLUGAMA U JAVNOM PROMETU

The aim of this paper is to analyse the risks that are the subject of public service contracts for providing public passenger services and to express their impact on financing transport services from the position of public authorities. The paper verifies a hypothesis that the most advantageous contract from the position of public authorities is a net cost contract. Under this contract type, public authorities take no risks related to providing transport services. The paper also analyses the risks that arise during transport service provision. The risks are divided into cost and revenue risks. The paper proposes a procedure for quantification of cost and revenue risks and it provides a model calculation in the conditions of the Slovak Republic. The paper also highlights the bottlenecks in the conclusion of individual contract types from the position of public authorities.U ovom se radu analiziraju rizici sadržani u ugovorima o uslugama u javnom prometu, i njihov utjecaj na financiranje prometnih usluga od strane javne uprave . Rad provjerava hipotezu je li ugovor sa neto troškovima najpovoljniji ugovor sa stanovišta javne uprave. Kod takvog tipa ugovora javne vlasti ne preuzimaju rizik u odnosu na pružanje prometnih usluga. Rad također analizira rizike do kojih dolazi za vrijeme korištenja prometne usluge. Rizici se dijele u rashodne i dobitne rizike. Rad predlaže postupak za kvantifikaciju tih rizika i predlaže izračun modela za Republiku Slovačku
