Innovative approaches to evaluation activities service industries (environmental aspects)

Із застосуванням засобів економічної семіотики розглянуто інноваційні аспекти оцінювання природоохоронної діяльності в умовах обслуговуючих підприємств. Встановлено, що у сфері обслуговування створюються передумови формування новітньої моделі розвитку, що зумовлено глобалізацією та інформатизацією суспільства, трансформацією його гуманітарної, соціально-економічної та екологічної спрямованостей. Розкрито особливості цього процесу в умовах трансформаційної економіки держав посттоталітарного періоду. За існуючих умов господарювання та підприємництва екологічні й економічні інтереси суспільства є нетотожними за змістом і методами їх досягнення. Причиною існування виявлених суперечностей є еволюція суспільства, яке створило небаченої складності систему, яка, з одного боку, взаємодіє із природою, ресурсами, а з іншого – її інтенсивно експлуатує, та в окремих випадках – руйнує. Запропоновано шляхи удосконалення організації природоохоронної роботи в умовах обслуговуючих підприємств.Innovative aspects of environmental activity in service industries using the economic semiotics are described in the article. Background to a new model development in the service sector due to globalization and informatization of society, transformation of its humanitarian, socio-economic and environmental focus is determined. Features of this process in a transforming economy of post-totalitarian period are uncovered. Environmental and economic interests of society are not identical in the content and methods of achieving them in the current environment management and entrepreneurship. The reason for the existence of the identified discrepancies is the evolution of a society that has created unprecedented complexity of the system, which, on the one hand, interacts with nature, resources, and on the other it intensively exploits, and in some cases – destroys it. Some peculiarities of service facilities work organization under pre-European adaptation conditions of Ukrainian society (humanitarian and ecological aspects)

У статті розглянуто гуманітарно-екологічні аспекти організації природоохоронної діяльності в умовах передєвропейської адаптації обслуговуючих підприємств українського суспільства. Встановлено, що у сфері обслуговування створюються передумови формування новітньої моделі розвитку, що обумовлено глобалізацією та інформатизацією суспільства, трансформацією його гуманітарної, соціально-економічної та екологічної спрямованості. Розкрито особливості цього процесу в умовах трансформаційної економіки держав посттоталітарного періоду. За існуючих умов господарювання та підприємництва, екологічні й економічні інтереси суспільства є нетотожними за змістом і методами їх досягнення. Причиною існування виявлених суперечностей є еволюція суспільства, яке створило небаченої складності систему, яка, з одного боку, взаємодіє із природою, ресурсами, а з іншого – її інтенсивно експлуатує та в окремих випадках руйнує. Запропоновано шляхи удосконалення організації природоохоронної роботи в умовах обслуговуючих підприємств.В статье рассмотрены гуманитарно-экологические аспекты организации природоохранной деятельности в условиях передевропейской адаптации обслуживающих предприятий украинского общества. Установлено, что в сфере обслуживания создаются предпосылки формирования новой модели развития, что обусловлено глобализацией и информатизацией общества, трансформацией его гуманитарной, социально-экономической и экологической направленности. Раскрыты особенности этого процесса в условиях трансформационной экономики государств посттоталитарного периода. При существующих условиях хозяйствования и предпринимательства, экологические и экономические интересы общества являются нетождественными по содержанию и методам их достижения. Причиной существования выявленных противоречий есть эволюция общества, которая создала невиданной сложности систему, которая, с одной стороны, взаимодействует с природой, ресурсами, а с другой – ее интенсивно эксплуатирует и в отдельных случаях разрушает. Предложены пути совершенствования организации природоохранной работы в условиях обслуживающих предприятий.The article deals with some humanitarian and ecological aspects of the Ukrainian service outlets environmental activities under pre-European adaptation conditions. It has been found that in the service sector some conditions for a new development model formation due to the globalization and informatization of society, the transformation of its humanitarian, socio-economic and environmental focus are being arranged. The features of this process of posttotalitarian states under transformation economy conditions are considered. Under current economic and entrepreneurship conditions, environmental and economic interests of society do not coincide as for their content and methods of achieving them. The reason of the found discrepancies is the society evolution having created an unprecedentedly complex system, which, on the one hand, interacts with nature, resources, and on the other – intensively exploits and, in some cases, destroys them. War as a hybrid method of aggressive plan

Присвячено актуальній проблемі виникнення комплексних глобальних криз, на основі яких виникають гібридні війни, їх попередження та пом’якшення можливих негативних наслідків. Досліджено проблеми прогнозування суспільних протиріч та організації управління кризами взаємовідносин. Вивчено природу та особливості виникнення і розвитку штучних системно-комплексних криз, які служать чинниками виникнення гібридних воєн. Розглянуто можливі заходи для організованого попередження кризовим явищам шляхом упровадження конкретних кроків, які базуються на матеріалах Міжнародної науково-практичної конференції в Анталії (Туреччина 2007 р.), та власних статей: «Про кризу взаємовідносин в загальній теорії криз, або Шлях виходу з безвиході», «Повний регіональний господарський розрахунок в Україні може випередити федералізацію як інструментарій сепаратистських намагань деструктивних сил, або Чому мовчать з цієї проблематики науковці», «Велика ілюзія правди, або Сліди вселенського розуму на тлі українського абсурду», ін. Науково обґрунтовано та запропоновано конкретні заходи з попередження збройних конфліктів, гібридних воєн у нестабільних економічних та політичних умовах.The article is devoted to the up-to-day problem of complex global crises on which hybrid wars are occurred, their prevention and mitigation of possible negative consequences. It was studied the nature and features of the emergence and development of artificial systems-complex crises that are factors of hybrid wars. It was envisaged the possible measures for organized preventing crises by implementing specific measures based on the International scientific and practical conference in Antalia (Turkey, 2007) and the authors’ own articles: «The crisis of relations in the general theory of crisis and ways out of the impasse», «Full regional economic calculation in Ukraine can get ahead of federalization as tools of separatist attempts destructive forces, or why scientists are silent on this issue», «The great illusion of truth, or Taint of ecumenical mind against the backdrop of Ukrainian absurd», etc. It was determined that crisis occurs, usually in the presence of certain conflicts and contradictions, i.e. the presence of bipolar factors which bring about the crisis. This determined the necessity of presenting visually the nature of the occurrence and effects of management relationships that could lead to armed conflict embittered people, hybrid war. It was highlighted that in the global economic crisis certain financial, monetary and others processes promote and how they coordinate with branch Ukrainian troubles which are characterized by specific indicators: increased tariff and price position, decline of social production, inflation, deteriorating living standards. Scientifically based and proposed specific measures for the prevention of armed conflict, hybrid wars in unstable economic and political conditions. The necessity of immediate mobilization of efforts to develop a standards relationships in all spheres of social coexistence, which would regulate from the spiritual, moral and humanistic perspective, international relations, not only in trade, but also in religious, spiritual and other forms of social life

Environmental imperation economic security implementation in the context of sustainable development

Досліджено місце і роль екологічного імперативу в системі забезпечення безпеки держави. Розглянуто взаємозв’язок між національною безпекою та її економічною складовою в контексті формування нової парадигми гармонійного розвитку суспільства. Зазначено про необхідність переходу від «коричневої» індустріальної економіки до економіки нового типу – «зеленої». Визначено основні пріоритети й сформовано механізм забезпечення національної безпеки в рамках трирівневої системи «населення – навколишнє середовище – економіка», запропоновано набір інструментів для його реалізації. Обґрунтовано зростання ролі держави і міждержавних органів у економічному регулюванні, створенні умов для розвитку бізнесу на основі нових екологічних стандартів і технологій більш чистого виробництва, екологізації індустріальних галузей національної економіки.This paper investigates the place and role of environmental imperative to implement security system. It is noted that the present environment is deteriorating dramatically, and reserves of natural resources are gradually exhausted, approaching to crisis, already irreversible condition. In this regard, the need to transition from the so-called «brown» industrial economy to a new type – the «green» is indicated. The relationship between national security and its economic component in the context of the new paradigm of harmonious development of society is considered. Along with the identified threats to national interests and national security of Ukraine in the economic and environmental sectors the main priorities are distinquished and national security mechanism within the three-level system – «Population – Environment – Economy» is formed; a set of tools for its implementation is proposed. In terms of economic security implementain of the state its new «green» sectors are suggested to indentify, as well as those which are in the process of ecological transformation, including energy, resources, food, social, industrial and financial related services. The athours focus on the increasing role of the state and interstate bodies within economic regulation, creating the conditions for business development based on new environmental standards and cleaner production technologies, greening the industrial sectors of the national economy. It is mentioned that eco-innovations are able to contribute the strengthening of economic, environmental and social foundations of sustainable development. It is noted that Ukraine has significant scientific, technical, industrial and human resources, to achieve success in this area. It is proved that the introduction of new technologies will help solve pressing environmental problems in the country
